With this country profile Raymond de-Silva hopes to stimulate scientific research on the archipelago. By Raymond de-Silva The republic of Seychelles is situated in the Western Indian Ocean between 4 and 11 degrees south of the equator, and comprises a group of 115 islands with a land area of 455 square kilometres, spread over an Exclusive Economic Zone (EEZ) of over 1.3 million square kilometres. The climate is equatorial, with an annual average rainfall of 2115 millimetres. Humidity is uniformly high at an average of 80% and mean temperatures range from a minimum of 24 degrees Celsius to a maximum of 30 degrees Celsius. Most of the islands are situated outside the area affected by seasonal cyclones. The northwest monsoon (December - March) and the southeast trade winds (May-october) seldom bring winds in excess of 60 knots. History In the Indian Ocean region, the Seychelles are one of the few island groups that were never off-shore parcels of the civilizations of Africa or Asia. The islands had no pre- colonial history. Although the islands comprising the Seychelles had been visited earlier, the first documented exploration of the main granitic islands was carried out in 1609 by an English expedition. The islands then remained uninhabited for a further 160 years, although they were visited regularly by navigators who exploited their timber, freshwater and food resources. For some time the islands were also used as a base for pirates.

Wood Energy used to constitute a major source in Seychelles before the 1980’. In the past, woodfuel consumption was a major contributor to total wood removal. Woodfuel use was a major local and environmental issue in Seychelles. Forestry was historically an important activity in Seychelles especially where wood fuelwood was used to supply numerous cinnamon and copra distilleries in 1938. In 1938, there were a total of 50 distilleries on the island and 3, 500 stacked cubic feet of fuelwood were being used daily in the distilleries. In 1977, the Seychelles Government planned to produce charcoal on a large scale for domestic use and possibly for export. Results obtained from the census showed the very high usage of wood for cooking, particularly on Praslin, La Digue and Silhouette. Even on Mahe, only 12% of the population use electricity for cooking, while 45% use wood and 3% use charcoal for cooking. Modern forestry practices were established in the 1950’s by the colonial government. In 1993, a Forestry Plan was drafted under an Environmental Management Plan for a Seychelles project and for the first time, identified biodiversity priorities for forestry. At this time charcoal was more expensive than wood and people could not afford to buy it and wood was preferably.

Seychelles (Notes) Seychelles - Government and Political Conditions (Notes) GOVERNMENT AND POLITICAL CONDITIONS The president is both the chief of state and head of government and iselected by popular vote for a 5-year term. TheCouncil of Ministers serves as a cabinet, andits members areappointed by the president. The unicameral National Assembly has 34 seats25 elected by popular vote and 9 allocated on a proportional basis to parties winning at least 10% of the vote; members serve 5-year terms. The judicial branch includes a Court of Appeal and Supreme Court; judges for both courts are appointed by the president. The legal system is based on English common law, French civil law, and customary law. Early presidential elections originally set for 2003 were called in August-September 2001. The government party (SPPF) once again prevailed, although the main opposition party, the Seychelles National Partypreviously known as the United Opposition Party, headed by Wavel Ramkalawanmade a surprisingly strong showing and collected 46% of the total votes. The DP, headed by James Mancham, did not take part in the elections. Legislative elections held in December2002 saw the SPPF retain a strong majority in the National Assembly, winning a total of 23 of the 34 seats. The SNP won 11. During 2003, the President and the SPPF dominated the country through a pervasive system of political patronage, control over government jobs, contracts, and resources. The judiciary was inefficient, lacked resources, and was subject to executive interference. The government generally respected the human rights of its citizens; however, there were problems in some areas. President Rene and the SPPF continued to wield power virtually unchecked. Security forces detained citizens during weekends to avoid compliance with the constitution's 24-hour 'charge or release' provision. The government sometimes infringed on citizens' privacy rights. There were some restrictions on freedom of the press. Women's rights were limited, and discrimination against foreign workers also was a problem.

E-Mail Webmaster It may come as a surprise to those used to reading about the apparently benign political climate in Seychelles to learn that not many years ago hundreds of property (real estate) owners had their land and houses summarily removed from them by essentially the same government currently in power. Minimal - in most cases, zero - payment was made, leaving the vast majority of those dispossessed still seeking either the return of their properties or some form of compensation. Click here for a full list of dispossessed properties. Those who lost their land were for the most part Seychellois, though many overseas investors suffered, too. The rationale behind the acquisitions was that land ownership should not be in the hands of individuals who could chose to develop and profit by it, as and if they wished, but ought to belong to and be controlled by the government for the benefit of the people. The government in question, a single party state, led by Albert Rene, had gained power in a coup d'etat from its democratically elected predecessor, fronted by James Mancham, shortly after Seychelles was granted independence from Britain in 1976. Essentially Marxist, this government remained unopposed, with only the occasional, token, single candidate presidential 'election', until 1993 . During that time, a 'campaign for democracy', based in London and supported by James Mancham, railed against the perceived injustices going on in Seychelles; besides widespread disappearances, occasional killings, the suppression and eventual expulsion abroad of all dissenting voices, these included further spates of land acquisitions.
