Pedestrian Death Decline May Hide Unhealthy News
While the number of child pedestrians killed in auto accidents has been cut in half over the past decade, the drop may signal another youth problem: obesity.
In 1969 nearly half of elementary school children walked or biked to school, a number that had diminished to 10 percent by 1995, the report says.
The Safe Kids Campaign has partnered with FedEx in an effort to improve pedestrian environments and teach kids about pedestrian safety. At 121 sites around the country they have implemented the Walk This Way program to encourage walking to and from elementary schools.
The pedestrian safety data show some broad differences by gender and race.
The pedestrian-related death rate for boys is 57 percent higher than that for girls.
Black youth are also at a higher risk, with a pedestrian injury rate double that of white youth.

Introduction
There is a widespread belief that convicted child sex offenders are dangerous, that if we cannot successfully treat them or keep them locked up, and if the police cannot protect children in our communities from them, then citizens have both the right and the responsibility to do what they can to protect children.
Some have called for a registry of convicted child sex offenders living in each community, a registry to which any citizen can have access, which would contain:
  • the name and address of all child sex offenders living in the community
  • a recent picture of the offender and
  • a description of the offender's criminal history.

Some who oppose such measures argue that the offenders have done their time, paid their debt to society, and have the right to be left alone. The reply of supporters of community notification is that the offenders gave up their right to privacy when they committed their crimes. They claim that the rights of children in the community to protection from these predators outweigh any rights to privacy that they may have.
It has also been suggested that child sex offenders are not the only dangerous criminals living in our communities: those convicted of rape, violent assaults and drunk driving may be also likely to offend again. If so, why not extend community notification programs to these offenders too? The BCCLA here takes no position on community notification of these other potentially dangerous persons. We restrict our comments to notification about child sex offenders for two reasons. First, the calls from the public for registries and notification have been predominantly restricted to the issue of child sex offenders, and this brief is a response to those calls. Second, children, particularly young children, are especially vulnerable to the predatory tactics of child sex offenders, and so constitute a group naturally in need of protection.

Abstract
One promising aspect of GIS mapping is its potential for addressing public safety concerns. GIS provides a quick method for establishing whether or not an offender residence is located in accordance with his or her state's laws. In an exploratory study, the registered addresses of convicted child sexual offenders are plotted and checked for violations of Illinois' prohibition against such perpetrators living within a 500 foot radius of schools and other designated areas. Any subjects within the forbidden perimeters will be highlighted, and the implications of such findings discussed. Chaiken Of these laws, the registries created to meet the objectives set by the Jacob Wetterling Act, when combined with the use of a GIS mapping program, potentially offers law enforcement officials a cost effective first line of defense that so far many have overlooked. An obvious and realistic concern of police is the issue of compliance to their individual state's registration parameters. Though granted some latitude within the federal guidelines established by the Wetterling Act, a majority of the states set proximity limitations for these offenders, restricting them from living or loitering within a predetermined distance from schools, parks, daycare facilities, etc. The laudable intent of this aspect of the law is to keep the offender from gaining easy access to possible victims. But the question arises: do a majority of police departments routinely check to see if offenders' addresses violate the boundaries put in place by their state? The answer to date is no.

FREE PRESS STAFF WRITER A federal judge declared Michigan's sex offender registry unconstitutional on Monday, saying it denies people whose names are listed on the Internet site an opportunity to challenge whether they are a danger to society. "No matter how laudable the goals of the Legislature are, there is a right to a fair procedure when the power of the government is used to burden and penalize citizens," U.S. District Judge Victoria Roberts ruled Monday. "This is true even when the citizens are convicted sex offenders." State officials could not be reached to find out whether they plan to appeal the decision and when they might shut down the Internet site. The ruling came less than two weeks after the U.S. Supreme Court agreed to review a case in Connecticut, which has a sex offender registry similar to that in Michigan and more than 20 other states. "I'm elated, overjoyed and thankful for my attorney and grateful for Judge Roberts taking a positive stand on this issue," Daniel Fullmer, 32, of Royal Oak, said after Roberts granted his motion for summary judgment in his lawsuit against the Michigan State Police.

How to discover potential risks that may exist in your own neighborhood. by Julie Joyce For any parent, learning that a convicted sex offender lives on the same block, can be a chilling discovery. The thought of it alone, can be disturbing. Most parents can't imagine that someone, who could be so potentially dangerous, may live somewhere on their block or along the path their child takes to school. However, it is highly likely that there are registered sex offenders in your neighborhood. Currently there are approximately a half of a million registered sex offenders in the United States. They live in cities and towns all across the country. They are in "poor" and "affluent" neighborhoods. And they could be on your block. The twice-convicted pedophile who raped and murdered Megan (Megan's Law) Kanka lived across the street from her home. Every parent should make it a priority to do a quick search to educate themselves about potential risk exposures that may be "dangerously" close. It is commonly said that, "What you don't know can hurt you." But more importantly, what you do know can save your life! As you search the various databases it is important to realize some important issues. Not all databases are complete. Some only have listings for a small time period. Others only list certain types of sex offenses. While these registries represent a noble effort to empower the community with access to information about dangerous individuals that may still pose a threat, they are by nature incomplete. Not all jurisdictions update and maintain them with the same level of commitment. And compliance to maintain them is not known. You must also realize that every "offender" had a first victim and not every offender is caught. Those offenders would not be listed on any registry or criminal database.
