He cannot notify the day-care center across the street to watch the children carefully when they are outside. And, with recent court rulings putting the state Sex Offender Registry law on hold, they won't find out for a while. Unlike the 49 other states in the country, Massachusetts has a sex-offender registry in theory only despite a federal mandate to create one. Last month, Suffolk Superior Court Judge John M. Xifaras issued an injunction in a class-action suit against the registry board from forcing the state's 16,000 convicted sex offenders to mail in information about where they live and work.
