Serbia, Montenegro end round of talks without agreement

Web posted at: 10:04 a.m. EDT (1404 GMT) In this story: Montenegro declares 'monetary sovereignty' RELATED STORIES, SITES SVETI STEFAN, Yugoslavia Leaders of Yugoslavia's two remaining republics ended 90 minutes of talks Monday with little agreement on the future of the federation. Pro-Western Montenegrin officials are pushing for more autonomy, and warned that a bid for independence would be forthcoming if the ultra-nationalist Serbs don't bend on Montenegro's proposal for a loose federation of two autonomous states under the Yugoslav banner. Serbia and Montenegro have been at odds in recent years over Montenegro's insistence that it have economic reforms and closer ties with the West. Yugoslavia's conflict with NATO over the province of Kosovo earlier this year deepened the divide.

Armed Forces Structure
OVERVIEW
The former Yugoslav Air and Air Defense Force (JRV PVO) formally disbanded in May 1992 has been considerably transformed since the breakup of the former Yugoslavia in June 1991. Its poor performance against the militaries of Slovenia, Croatia, and Bosnia-Herzegovina throughout 1991-1992 have also spurred major reorganization and training initiatives. Efforts to streamline and reorganize the force have met with a limited amount of success in light of the ongoing United Nations sponsored military embargo. Poor maintenance, a lack of spare parts and a shortage of trained pilots have combined with low morale to reduce the operational readiness of the Yugoslav Air and Air Defense Forces. Air Force restructuring will continue with many of the current commands being reduced or dissolved altogether. Personnel numbers will also drop as the Air and Defense Force streamlines its organization. Many obsolescent

Serbia violence condemned at summit
PLOVDIV, Bulgaria Violence in southern Serbia has been condemned by neighbouring countries as they examined ways of improving security in the Balkans. The presidents of Bulgaria, Romania and Turkey called for "an immediate and complete cessation of violence" in the area at a summit that ended on Friday. The statement came a day after Belgrade presented a 63-page peace plan for ending the violence between ethnic Albanians extremists and Serb forces in a buffer zone between Kosovo and Serbia. Presidents Petar Stoyanov of Bulgaria, Ion Iliescu of Romania and Ahmet Necdet Sezer of Turkey condemned attacks by ethnic Albanians and said the NATO-led KFOR force must stay in Kosovo. The statement said the presidents "reaffirmed ... their commitment to a multi-ethnic and undivided Kosovo." Media monitoring , 7/3/2003 June 7-27, 2003 The severe criticism of the media of the events on the political scene could be interpreted by their sense of being threatened, not only because of the lawsuits filed against them, but also because the politicians` statements revealing a clear wish to place the media under their control. As a result, the media formed a joint front, meticulously dissecting such statements.
The attacks by DOS on the governor of the National Bank, Mladjan Dinkic, were largely seen as a prelude to his dismissal, and got bad press. Dinkic himself received a lot of exposure and opportunity to make himself heard. In TV news, he received the most negative points (minus 0.28), thanks primarily to the BK channel, on which he scored minus 0.53 points.

Serbia embraces democratic rule
BELGRADE, Yugoslavia Serbia's new reformist government has taken the reigns of power after its parliament voted in the country's first democratic regime in half-a-century. New Prime Minister Zoran Djindjic, rewarded for his role in helping oust former president Slobodan Milosevic last October, told the parliament he would introduce a major package of reforms and work towards creating a prosperous country. Djindjic, the 48-year-old who heads the Democratic Party, and who had spent time in Germany escaping arrest by Milosevic's authorities in the 1980s, also promised that those accused of war crimes would be held to account. He was speaking as the chief U.N. war crimes prosecutor, Carla Del Ponte, left Belgrade disappointed on Thursday after Yugoslav leaders rejected her demands that Milosevic be tried in the Netherlands rather than before domestic tribunals. The parliament of Serbia, the dominant republic in the two-member Yugoslav federation, appointed the new cabinet with 168 votes in favour and 55 against following a lengthy debate on the Balkan state's future.

Story Tools BELGRADE, Serbia-Montenegro (AP) The collapse of Serbia's presidential elections for the third time in just over a year and a strong showing by an ultranationalist ally of Slobodan Milosevic has raised new fears of instability in this volatile Balkan republic. Serbia failed for a third time to elect a president because voter turnout Sunday was below the 50 percent minimum required by the law. In a major blow to the pro-Western authorities, extreme nationalist candidate Tomislav Nikolic led his pro-Western rival with 46 percent of the vote. Serbia-Montenegro Foreign Minister Goran Svilanovic said Monday that the result could be seen as a sign that Serbia might be sliding back toward the nationalism that led to a series of Balkan wars in the 1990s. "Our friends in the international community are going to be scared that this a giant step back," Svilanovic said. He urged Serbians to prevent a hardliner comeback by backing the pro-Western bloc in parliamentary elections next month.

The two republics have been at odds in recent years over Montenegro's insistence that it have economic reforms and closer ties with the West. Yugoslavia's conflict with NATO over the province of Kosovo earlier this year deepened the divide. Montenegro has threatened to hold a referendum on leaving the Yugoslav federation if Serbia does not take its demands seriously.
