Part VI: Collaborating with Community By Patricia Sullivan When the whole community is involved in the education system, student performance improves. Local PTAs can help build bridges to the larger community and help build support for education with the business community, with senior citizens, and with other community groups. The sixth of the National Standards for Parent/Family Involvement Programs is, "Collaborating with Community: community resources are used to strengthen schools, families, and student learning." In this final installment of our six-part series on the National Standards, Our Children examines the sixth standard and suggests ways PTAs can build strong relationships with their communities.

Helping Children to Learn the Basics and Core Academic Subjects
I. Key Facts
Areas of Progress. Over the past 10 years the nation has made progress in several areas on which schools, families, communities, states and this nation have focused attention:
  • More students are taking college preparatory courses . By 1994, the proportion of high school graduates taking the core courses recommended in the 1983 report, A Nation at Risk four years of English, three years of social studies, three years of science, and three years of mathhad tripled.
  • Math and science student achievement is generally up . Student performance on the National Assessment of Educational Progress (NAEP) has increased significantly in science and math, reflecting higher math standards and attention paid to these subjects. The gap in performance between minority students and others has been narrowing.
  • Dropout rates have declined . Overall, the dropout rate for students aged 16 to 24 has declined from 14 percent in 1982 to 11 percent in 1993. Dropout rates declined between 1982 and 1993 by four percentage points for whites and five percentage points for African-Americans. However, dropout rates for Hispanics remain relatively high and are not declining.
Areas that Need Attention.

Elderly and Armed Seniors Perceive Rise in Violence, But Crime Stats Say Otherwise
By Tim Vanderpool
T U C S O N, Ariz. Jan. 7 A pistol's sharp report pierces the morning calm, as Charles Van Vibber lowers his Glock semiautomatic pistol. He scans a bullet-stopping berm among dusty cactuses at the Desert Trails Gun Club, as a breeze ruffles his white hair. "You need to be able to protect yourself, because the police are not always able to protect you at any moment," he says. Van Vibber, a retired auto-parts worker, and other older Americans account for more than a third of the 700 club members regularly honing their marksmanship at this no-nonsense range on Tucson's fringes. Some practice simply for pleasure. Reversing longstanding patterns in the United States, residents ages 65 and up are now the mostly likely of all citizens to own a gun.

The family and consumer sciences education (FCSE) program at North Dakota State University has been approved by the State Board for Vocational Education for the preparation of family and consumer sciences teachers. The FCSE program is a versatile major due to the preparation of the student as both an educator and a family and consumer scientist.
    The Program
As an educator, the FCSE graduate is prepared to guide a variety of teaching-learning situations. Since education is a people-centered profession, the program focuses on characteristics of various learners or clients, learning principles and different applications of the teaching-learning process. A wide range of strategies for working with individuals or groups is included. Hands-on experience is provided throughout the program to develop the teaching skills learned in classes.
As a family and consumer sciences educator, the FCSE student is prepared with a comprehensive subject matter background. Courses from all areas of family and consumer sciences are included in the program. This contributes to the versatility of the major since the broad range of knowledge may be applied to a wide variety of settings.
