Senegal contains the spread of HIV In Senegal, social marketing of condoms, sex education campaigns, and improved treatment for sexually transmitted infections have helped keep HIV infection rates at a very low level. The government mounted a rapid response to the threat of HIV/AIDS, working with religious leaders and about 200 NGOs in wide-ranging efforts to contain the spread of the disease. The West African country of Senegal is one of the few countries in sub-Saharan Africa to have succeeded in containing the spread of HIV from the outset. Since the first cases appeared in the country in the mid-1980s, infection rates have remained consistently low at under 2% largely due to the success of a nationwide campaign to modify sexual behaviour. This has led to a massive increase in the use of condoms and a delay in the age at which teenage girls first have sex. Senegal was one of the first countries to mount a rapid broad-based response to the looming threat of a full-scale epidemic of HIV. Political leaders were quick to recognize that efforts to change sexual behaviour were the key to preventing the spread of HIV. And that to achieve this, they would need the support of leaders of the country's mainly Moslem and minority Christian religious communities.

It also contains a listing of selected web sites for background information on Senegal and the elections. +++++++++++++++++end profile++++++++++++++++++++++++++++++ Senegal: Special Briefing on Parliamentarian Elections The election Senegalese voters go to the polls on Sunday, 24 May, to elect a new parliament for the next five years with some 5,000 candidates campaigning for 140 seats in an expanded National Assembly. The candidates represent 18 rival parties or groups vying to challenge the Parti Socialiste (PS) which has ruled the West African nation since independence from France in 1960. So far, according to official figures, 3,070,512 voters have registered. The context The PS is led by President Abdou Diouf, 63, who took office in 1981, when Senegal's independence leader, Leopold Sedar Senghor, retired. Diouf went on to win two five-year presidential terms and in 1993, after a constitutional reform, he won a seven-year term in office. Today, his party holds a majority of 84 seats in the outgoing parliament's 120 seats. Its nearest rival, the liberal-leaning Parti Democratique Senegalais (PDS) led by Abdoulaye Wade, 69, holds 27 seven seats with the remaining nine shared by smaller groups. The PS has thus governed the country's political, economic and social life for the better part of four decades. And although in the view of diplomats and experts Senegal has long been regarded as a model of democracy in Africa noted for its free press and multi-party politics, it has also been prone to the problems of more authoritarian regimes on the continent.

    GOVERNMENT AND POLITICAL CONDITIONS
    Senegal is a secular republic with a strong presidency, weak legislature, reasonably independent judiciary, and multiple political parties. Senegal is one of the few African states that has never experienced a coup d’etat. As noted above, power was transferred peacefully, if not altogether democratically, from Senghor to Diouf in 1981, and once again, this time in fully democratic elections, from Diouf to Wade in March 2000.
    The President is elected by universal adult suffrage to a 5-year term. The unicameral National Assembly has 120 members, who are elected separately from the President. The Socialist Party dominated the National Assembly until April 2001, when in free and fair legislative elections, President Wade’s coalition won a majority (89 of 120 seats). The Cour de Cassation (Highest Appeals Court, equivalent to the U.S. Supreme Court) and the Constitutional Council, the justices of which are named by the President, are the nation's highest tribunals. Senegal is divided into 10 administrative regions, each headed by a governor appointed by and responsible to the President. The law on decentralization, which came into effect in January 1997, distributed significant central government authority to regional assemblies.
    Senegal’s principal political party was for 40 years the Socialist Party (PS). Its domination of political life came to an end in March 2000, when Abdoulaye Wade, the leader of the Senegalese Democractic Party (PDS) and leader of the opposition for more than 25 years, won the presidency. Under the terms of the 2001 constitution, future presidents will serve for 5 years and be limited to two terms. Wade was the last President to be elected to a 7-year term.
