Senegal: Government limits mining as a means to protecting forests Senegal has announced it will not grant any new permits for quarrying and mining in the country's 233 forest conservation areas. The government of Abdoulaye Wade has said it will encourage companies already operating there to move out as part of efforts to reduce deforestation and protect the environment. Environment Minister Modou Fada Diagne said that his department would begin talks soon with quarrying companies that already operate in the country's five million hectares of forest reserves and national parks with a view to moving them elsewhere. He added that the granting of all new mining and quarrying permits would be conditional on the approval of social and environmental impact studies and an undertaking by the firms involved to restore the environment to its original state once the extraction of minerals ceased. The new policy is particularly aimed at reducing deforestation around the capital Dakar and the towns of Tambacounda, Louga, Thies and Kaolack. According to the UN Food and Agriculture Organization, Senegal lost over 45,000 hectares of forest between 1990 and 2000. According to environmental experts, the uncontrolled expansion of quarrying in Senegal has led to coastal erosion, a reduction in the area of available farmland and skin and lung problems for people who live nearby. However, President Abdoulaye Wade has not granted any new mining or quarrying permits within Senegal's forest reserves since he was elected three years ago.

Senegal Time and Date Senegal Government Back to Top Senegal is a secular republic with a strong presidency, weak legislature, reasonably independent judiciary, and multiple political parties. Senegal is one of the few African states that has never experienced a coup d’etat. As noted above, power was transferred peacefully, if not altogether democratically, from Senghor to Diouf in 1981, and once again, this time in fully democratic elections, from Diouf to Wade in March 2000. The President is elected by universal adult suffrage to a 5-year term. The unicameral National Assembly has 120 members, who are elected separately from the President. The Socialist Party dominated the National Assembly until April 2001, when in free and fair legislative elections, President Wade’s coalition won a majority (89 of 120 seats). The Cour de Cassation (Highest Appeals Court, equivalent to the U.S. Supreme Court) and the Constitutional Council, the justices of which are named by the President, are the nation's highest tribunals. Senegal is divided into 10 administrative regions, each headed by a governor appointed by and responsible to the President. The law on decentralization, which came into effect in January 1997, distributed significant central government authority to regional assemblies. Senegal’s principal political party was for 40 years the Socialist Party (PS). Its domination of political life came to an end in March 2000, when Abdoulaye Wade, the leader of the Senegalese Democractic Party (PDS) and leader of the opposition for more than 25 years, won the presidency. Under the terms of the 2001 constitution, future presidents will serve for 5 years and be limited to two terms. Wade was the last President to be elected to a 7-year term.

The 40-year rule of Senegal's Socialist Party came to a peaceful end in March 2000.
President Abdou Diouf was voted out of office in elections hailed as a rare democratic power transfer on a continent plagued by coups, civil wars and election fraud. For the Senegalese, however, political participation and peaceful leadership changes were not new. Even as a colony Senegal had representatives in the French parliament. And the promoter of African culture, Leopold Senghor, who became president at independence in 1960, voluntarily handed over power to Mr Diouf in 1980. OVERVIEW
FACTS
LEADERS MEDIA Senegal is on the western-most part of the bulge of Africa and includes desert in the north and a moist, tropical south. Slaves, ivory and gold were exported from the coast during the 17th and 18th centuries and now the economy is based mainly on agriculture. Since independence a low-level separatist war has been going on in the southern Casamance region, which is separated from the rest of the country by The Gambia.

President Abdoulaye Wade has sacked his communications adviser and apologised to donors over an unnecessary appeal for food aid. The Senegalese leader says his government was misled into believing that five million risked starvation as a result of drought in important agricultural areas.
