This improvement to the seat belt law is aimed at saving lives and reducing injuries on First State roadways! The improved law requires the driver and all passengers in the vehicle to wear a seat belt. The fine for violating the new law is $25.00, and officers may pull over a motorist if they see an unrestrained occupant in the vehicle. Wearing a seatbelt is the single most effective way to protect yourself from harm in a motor vehicle crash. So please - Buckle Up Delaware !!! DELAWARE'S SEATBELT FACTS In 2002, 100 vehicle occupants died on Delaware roadways, 64 (64%) were not wearing seatbelts. This includes nine teenagers. Wearing a seatbelt decreases your risk of being killed or seriously injured by approximately 50%. As many as 30 people each year for the last decade could have survived Delaware car crashes if they had buckled up, based on these estimates. That translates into 300 preventable deaths in our state since 1992. Delaware's current seatbelt usage rate is 75% 20 states and the District of Columbia have standard enforcement, or primary, seatbelt laws. States wit h primary belt laws see an average increase in their seatbelt usage rate of 11%, and see their fatalities go down.

John Zarrella John Zarrella is CNN's Miami bureau chief. Q: Why were automatic seatbelts discontinued in most cars? ZARRELLA: Automakers, by federal law, were required to put in a passive restraint system. The passive restraint system put in in the late 1980s and in the early part of the 90s in many vehicles, up to about 30 million, was this passive restraint system where the shoulder harness automatically comes into place when you sit down and turn on the ignition. But then you need to buckle the lap belt. After airbags came into existence, it was at that time that the auto manufacturers who had opted for these automatic shoulder belts began to stop installing those in the vehicles. ALSO Q: What are the dangers of not wearing the lap belt of an automatic seatbelt? ZARRELLA: According to all of the medical and safety experts that we have talked to, not buckling that lap belt portion of the restraint is basically as good as not wearing the belt at all. What happens in many instances is that in these types of crashes these particular vehicles in question do not have an air bag, so if you don't have that lap belt portion, you can actually slide down on impact underneath the steering wheel. You can be decapitated by the shoulder belt as it comes up across your neck. There is a risk of blowing out your heart, lacerating the liver, and they say that because of a woman's anatomy, women who don't wear that lap belt are even at greater risk than men who don't wear it.

  • Always buckle up. Remember, it is always safer to use a safety belt than to go without one. A lap belt should be worn low across the hips and under the abdomen. The shoulder belt should come over the collar bone away from the neck and cross over the breast bone. In most new cars, the shoulder belt can be adjusted on the side pillar to improve fit. The most effective safety protection available today for passenger vehicle occupants is lap/shoulder safety belts combined with air bags. Pregnant women should remember that a baby's first ride is in the mother's womb. Protect your baby while driving or riding in a car. Always buckle up and make sure the safety belt fits snugly. Belts worn too loosely can cause broken ribs or injuries to your belly. However, always remember that more damage is caused when seats belts aren't used at all. Place the lap belt low on your hipbones and below your belly.

Did you know, motor vehicle-related injury is the leading cause of death for children and young adults aged one to 24 in the United States? Six out of ten children who die in crashes are unrestrained even though child restraint laws have been in place across the country for approximately the last fifteen years. When you don’t wear your seat belt, it is everybody’s business. If you survive an unbelted car crash, you are likely to sustain an extremely serious disabling injury, are often between the ages of 17 – 24 and are likely to incur substantial health care expenditures over the course of your lifetime. The decision not to buckle up is clearly associated with costs borne by public agencies supported by our tax revenues. A 15 percent increase in seat belt use, like that experienced by others states after they have passed a primary enforcement seatbelt law, would prevent 3,000-4,000 injuries and save Massachusetts an estimated $80 million in healthcare, taxes and insurance costs (NHTSA).

Home Residents Rockville City Police Seatbelt Safety Rockville City Police Department Maryland's Adult Seat Belt Law Beginning October 1, 1997, Maryland initiated the PRIMARY SEAT BELT LAW. This new law means that police officers will be able to ticket drivers and/or adult front seat passengers for not wearing a seat belt. Other Vital Facts About the Law: Covers all motor vehicles:
  • Registered in Maryland as a Class A (passenger), Class E (truck), Class F (truck tractor), Class M (multipurpose), or Class P (passenger bus) vehicle or the same types of vehicles registered in another state; and
    Required to be equipped with seat belts under federal motor vehicle safety standards.
Who is covered by the law? The law covers the driver and the front seat passenger next to the door, each or both of whom may receive a ticket for not wearing a seat belt. For example:
  • In the case of neither the driver nor the front seat passenger are buckled up - each of them will receive a ticket for $25.00.
    In the case where neither the driver nor the front seat passenger (15 years of age or younger) are buckled up, the driver will receive a ticket for both. A $25.00 adult fine for the drivers and a $48.00 fine for the front seat passenger (15 years of age or younger). The $48.00 fine is covered under the provisions of the child passenger safety law.
Not covered by the law are:
  • Those who have a written certificate from their doctor stating a medical reason for not using their seat belt.

Nevertheless, Bohlin's invention - a three-point combination lap and diagonal belt positioned across the pelvis and rib cage - has saved thousands of lives since its introduction in 1959. Seat belts today, of course, are an accepted part of routine vehicle operation for millions of drivers and passengers. Unfortunately, millions of other vehicle occupants continue to put their lives at risk by ignoring these critical restraint systems. Seat belts are a marvel of complexity…and simplicity. They combine Bohlin's strong three-point harness with a relatively simple pendulum and ratchet mechanism that locks the belt in sudden-stop situations. This design helps improve the comfort of belt wearers, as the belt is not locked in position under normal operation.

On average, seven children age 14 and under are killed in traffic accidents each day. (Source: National Highway Traffic Safety Administration) Non-use of seat belts is a conscious, albeit life-threatening, decision by thousands of adult drivers and passengers. Unfortunately, children often are the unwitting victims of this behavior. In fact, research conducted by the National Highway Traffic Safety Administration shows that when a driver is unbuckled, children in the same car are properly restrained less than 25 percent of the time. A recent survey of 423 grade school children conducted by Progressive found that 67 percent of children surveyed said they learn driving safety "from a parent." Only 47 percent of children surveyed, however, said that the first thing their parents do when getting into a car is put on a seat belt.

Jones About 30 traffic fatalities have occurred this year in the Brazos Valley, said Rhonda Seaton, master officer for the College Station Police Department. Some of those deaths could have been avoided with the use of safety belts, officials say, which is why CSPD and other law enforcement departments across the country are participating in the nationwide "Click It or Ticket" campaign. The Click It or Ticket campaign, created by the National Highway Traffic Safety Administration (NHTSA), encourages law enforcement agencies to focus on safety belt violations. This two-week campaign, which began last week and ends Nov. 30, is designed to create public awareness about seat belt laws nationwide. Many U.S. states have secondary laws, which only allow law enforcement officers to issue a citation for failing to wear a safety belt if the driver has already violated another traffic law. In Texas and some other states, primary laws are in effect, allowing officers to pull over a driver simply to issue a citation for not wearing a safety belt. The NHTSA has found that primary laws are effective for increasing safety belt usage. In 2002, seatbelt use in states with primary laws was 80 percent, compared to 69 percent in states without primary laws.

Viewers see a crash with and without seatbelts A gory new road safety advertisement is to be shown on primetime TV to promote the need to wear seatbelts. The new campaign shows three men in a car crash without seatbelts and then with seatbelts. Launching the campaign, transport minister Tony McNulty said: "Too many drivers and passengers still fail to wear a seatbelt. "This campaign continues our thought-provoking publicity to try and convince them of the need to belt up - even on short trips. "Wearing a seatbelt can save your life. I hope our new campaign will be a powerful reminder to those who seem to forget." SEAT BELT SAFETY Each year 10 people in the front seats of cars are killed after being hit by their passengers during a crash 90% of children under 14 wear seat belts in the back 61% of adults wear seat belts in the back

As a firefighter and paramedic, I'm used to seeing humanity at its last moments or when its too late. I'm also habitually horrible about wearing my seat belt. I guess I don't practice what I preach, but the look on the medic's face toward the end of the video must be what mine looks like sometimes. This video has changed even my stubborn mind. It seems that some South Carolina folks are pushing for stronger legislation and fines for non-use of seatbelts.
