Research Areas in Virginia Sea Grant Core Program In keeping with its mission, Sea Grant continually re-evaluates its research priorities to respond to changing circumstances in marine and coastal ecosystems and management systems. As part of its core program, Virginia Sea Grant currently funds marine science research in these six key areas: Developing Sustainable Aquaculture In response to a decline in wild fisheries due to overfishing and habitat loss and destruction, aquaculture is playing an increasingly important role in diversifying the use and development of marine resources in Virginia. While aquaculture has enormous potential in Virginia, it also holds challenges. These include establishing policies for resolving user conflicts regarding space and resources; new technologies to mitigate adverse environmental impacts; appropriate biological and engineering technologies to enable positive economic development for aquaculture operations; and dependable and predictable domestic and export markets for marine aquaculture products. Virginia Sea Grant currently has two main priorities in marine and estuarine aquaculture: developing and refining aquaculture systems and selecting priority species. We emphasize inter-institutional, regional and nationally oriented research on priority species such as hard clam, blue mussel, American oyster, striped bass, salmon and marine shrimp. Our focus areas include production system design and operation, nutrition, genetics, reproduction, diseases, and pathobiology.

NH Sea Grant Extension/Outreach
Sea Grant Extension serves as the link between the marine community and the university, and it helps citizens and clientele groups solve problems related to marine resources. Through informal education programs and day-to-day contact, extension staff are able to assist individuals and groups in making informed decisions about the use, development and conservation of those resources. Extension's efforts are focused on three major areas: commercial fisheries and aquaculture, coastal resource development, and marine science education. Home Current News BP America Supports Sea Grant Research BP America Supports Sea Grant Research BP America donated $30,000 to support Louisiana Sea Grant College Program oyster research at LSU. Under the direction of Dr. John Supan, this project focuses on new oyster culture methods to be tested in Caminada Bay, Louisiana. Funding for the program is shared among federal, state and private partners, namely: the federal NOAA Sea Grant- Gulf Oyster Industry Program, the Grand Isle Port Commission and oyster industry partners. The Louisiana Sea Grant College Program, one of 30 Sea Grant Colleges in the National Sea Grant College Program under the National Oceanic and Atmospheric Administration (NOAA), integrates coastal and marine research, education, and advisory services in a flexible, interdisciplinary program to rapidly respond to state, regional and national needs associated with coastal and marine resources. The goal of the National Sea Grant Program is to enhance appropriate use of ocean and coastal resources is carried out in our state by the Oregon Sea Grant College. The outreach education called for in Federal Sea Grant legislation is conducted through Extension Sea Grant (ESG) Programs in Oregon. Faculty of the Oregon State University Extension Service, including an Extension/Sea Grant Agent in Coos County staffs the ESG Program. The mission of the OSU Extension Service is that of educating Oregonians by delivering research-based, objective information to help them solve problems, develop leadership and manage resources wisely. To carry out this role with coast and marine clientele, the Extension Sea Grant Program:

NOAA ASSISTANT ADMINISTRATOR FOR OCEANIC AND ATMOSPHERIC RESEARCH TELLS OF SUCCESSES OF SEA GRANT PROGRAM BEFORE HOUSE RESOURCES SUBCOMMITTEE HEARING Dr. David Evans, NOAA Assistant Administrator for Oceanic and Atmospheric Research, testified on November 8 before the House Resources Fisheries Conservation, Wildlife and Oceans Subcommittee, on the reauthorization of the National Sea Grant College Program.
In regard to the two bills under reviewed by the Subcommittee, Dr. Evans said: The Administration has not yet undertaken a formal review of either HR 1071 or the draft reauthorization bill. We do, however, look forward to working with Congress on a reauthorization of the Sea Grant program that is consistent with the Administration's budgetary and policy goals. The Administration is interested in seeking reforms that will further promote merit-based competition and improve the effectiveness of the program.
HR 1071, introduced by Del. Eni F. H. Faleomavaega (D-AS) and Rep. Neil Abercrombie (D-HI), would increase the authorization levels for the Sea Grant program to $100 million annually starting in Fiscal Year 2002. The draft bill, in contrast, would increase authorization levels for Sea Grant to $110 million in Fiscal Year 2004 and make other organizational changes. The current Sea Grant Program Act (P.L. 105-160), which expires in Fiscal Year 2003, authorizes $67.8 million for Sea Grant in Fiscal Year 2002 and $68.8 million in Fiscal Year 2003. The Administration has requested $62.4 million for Sea Grant in Fiscal Year 2002, an increase over the Fiscal Year 2001 appropriation for this program.

Knauss Sea Grant Fellowship
The National Sea Grant Federal Fellows Program/Dean John A. Knauss Marine Policy Fellowship was established in 1979 to provide a unique educational experience to students who have an interest in ocean, coastal and Great Lakes resources, and in the national policy decisions affecting those resources. The program, sponsored by the National Oceanic and Atmospheric Administration's (NOAA) National Sea Grant College Program, matches highly qualified graduate students with hosts in the legislative branch, the executive branch or appropriate associations/institutions located in the Washington, D.C., area for a one-year paid fellowhip. This Year's Recipients
The 2003 Knauss Sea Grant Fellows are Bridget Ferriss and Kevin Wood. Bridget Ferriss graduated with a Master of Marine Affairs in Summer 2002. Her thesis studied the perceptions of coastal practitioners regarding the use of environmental indicators as estuarine management tools. Through the Knauss Fellowship, Bridget is working with the Senate Subcommitte on Oceans, Fisheries and Atmosphere. Kevin Wood graduated with a Master of Marine Affairs in June 2002. His thesis on marine environmental protection in Antarctica will be published in Ocean Development and International Law in Spring 2003. He is interested in ocean science and education and has often served as an officer and instructor on sailing school vessels and research ships. Kevin is currently working as a Knauss Fellow for the NOAA Arctic Research Office.

NOAA Fisheries Chesapeake Bay Office recently awarded four grants totaling $250,000 to Sea Grant programs located in the Chesapeake Bay region. This consortium of Sea Grant programs will provide Chesapeake Bay watershed teachers with courses that use a hands-on approach to learning about the bay watershed environment. This award comes as part of a larger effort of the NOAA Chesapeake Bay Offices Bay Watershed Education and Training (B-WET) Program. The B-WET Program, sponsored by Senator Sarbanes, provides environmental education to students, teachers and communities throughout the Chesapeake Bay watershed. Socioeconomic Research Supports Fisheries Management
The Sea Grant network sponsored a National Issues ForumCan America Save its Fisheries?recently at the National Press Club in Washington, DC. Speakers from industry, government, and the scientific community discussed the problems facing U.S. fisheries and possible solutions to those problems. Although no single change in the management of the nation's fisheries will solve all their ills, controlling access is one mechanism that is receiving serious consideration. For example, Individual Transferable Quotas (ITQs), are beginning to be used as a method of allocating a share of the allowable harvest to individuals. In turn, these shares can be transferred or traded. The primary feature of ITQs is the assignment of exclusive property rights for the harvest of a common-property resource. While ITQs are not viewed as a total panacea (they are complex to implement, for example), they will help provide a rational approach to managing fisheries through economic incentives that lead to resource conservation. Sea Grant programs nationwide have conducted long-term, socioeconomic research on fisheries management, including consideration of market-like mechanisms for allocating access to fish stocks. California Sea Grant conducted some of the earliest work studying how the implementation of ITQs in other countries could serve as a model for the U.S. Sea Grant researchers in Delaware and New Jersey played a key role in designing an ITQ system for the Atlantic surf clam and ocean quahog fishery, the first application of ITQs in the U.S. Since the ITQ management system was implemented in 1991, these fisheries have stabilized. Delaware Sea Grant is now continuing research to understand how existing firms adapted and how income was redistributed.

Northeast Consortium
The Northeast Consortium was created to encourage and fund effective, co-equal partnerships among commercial fishermen, researchers, and other stakeholders to become active participants in cooperative research and development of selective fishing gear technology. As part of this effort, commercial fishing vessels will be equipped and utilized as research platforms. Commercial fishermen and commercial fishing vessels from New Hampshire, Maine, and Massachusetts are particularly encouraged to participate in cooperative research using these funds; the expected focus of the activities includes the Gulf of Maine and Georges Bank.

Saltonstall Kennedy Grant Program The S-K Grant Program is a competitive program administered by the National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration, Department of Commerce. The program provides financial assistance (grants or cooperative agreements) for research and development projects to benefit the U.S. fishing industry. Projects that primarily involve business start-up or infrastructure development are not eligible for funding under the S-K Program. The program's statutory authority is the S-K Act, as amended (15 U.S.C. 713c-3).
National Marine Fisheries Service New England Fishery Management Council The New England Fishery Management Council (NEFMC) established a Research Steering Committee (RSC) in 1999 to better integrate management information needs with research efforts and to foster the participation of fishermen in collaborative fisheries science. In January 2001, the NEFMC approved three long-term programs - an industry-based survey/ study fleet capability, a comprehensive tagging program to study cod stock structure, and conservation engineering (gear design to effect impacts on bycatch and habitat) - as its highest priority research areas for groundfish and related fisheries.

Sea Grant International Programs Background
Sea Grant is a proven, effective paradigm for the engagement of universities and government agencies acting in partnership in promoting research, education and technology transfer related to marine issues. The Sea Grant paradigm is inherently flexible culturally and administratively, thus there is substantial potential for developing cooperative programs with international partners. An international association of national Sea Grant programs, voluntarily joined, could bring impressive benefits to the overall strengthening of marine research and resource management capabilities world-wide. An international Sea Grant could provide a platform that promotes international research, educational activities and technology transfer related to coastal issues, encourages information exchange, and fosters international collaboration in activities that improve understanding of the marine and coastal environment. Currently, programs based on the Sea Grant concept are in various stages of development in Latin America and Asia. The NOAA Research International Activities Office is working with government, university, and private partners in these regions to provide technical expertise, coordinating capacity, and program development functions
