Support for the treaty is growing A parent of one of the schoolchildren killed in the Dunblane massacre has called on the UK Government to pledge its support for an international arms trade treaty.
Pro-gun control campaigner Mick North made the call at an Oxfam in Scotland fringe meeting held in Dundee. Dr North lost his five-year-old daughter Sophie in the 1996 massacre. He was joined at the Caird Hall by Liberal Democrat President Malcolm Bruce MP. The pair are bidding to gain support for the Control Arms campaign, the joint Oxfam and Amnesty International campaign seeking tighter controls on the arms trade. 'Human rights abuses' Dr North said that international support for an arms trade treaty is growing. "Eight governments now back the campaign yet the UK Government, who pride themselves as having an ethical foreign policy, are still missing from the list," he said. "One person every minute is killed by arms. When I visited Uganda several years ago with Oxfam, I was struck by how many people there had, like myself, lost a loved one through the misuse of guns.

Dungavel was opened as a detention centre in September 2001 The home secretary has defended a controversial asylum seekers' detention unit after a Scottish Catholic bishop handed over a petition demanding its closure. Bishop of Paisley John Mone has been at the forefront of calls to close the family unit at Dungavel Detention Centre, near Strathaven in Lanarkshire. Bishop Mone, who is president of the Catholic Church's Justice and Peace Commission, presented Mr Blunkett with a petition bearing 21,000 names on Wednesday. The church has mounted a Scotland-wide campaign against the detention of asylum seekers' children at the Lanarkshire facility, which opened in September 2001. We are not fortress Britain, but we cannot simply allow everyone who seeks a better life to come here

James Ramsay MacDonald, the illegitimate son of Ann Ramsay, a maidservant, was born in Lossiemouth, Morayshire, on 12th October, 1866. He was brought up in his grandmother's cottage and was a student at the local school from 1875 until 1881. An intelligent boy he became a pupil-teacher and at nineteen found work in Bristol
In 1886 MacDonald moved to London where he was employed as a clerk for the Cyclists' Touring Club. In his spare-time he studied for a science scholarship but as a result of a near-starvation diet his health declined and was forced to abandon his idea of an academic career.

Government talks are set to be held on the increasing rise in oil prices as the threat of a repeat of the 2000 fuel blockages looms. Industry bosses, hauliers, local authorities, security services and Government officials were reported to be meeting at the Department of Trade and Industry ahead of possible price protests. Oil prices have continued to rise, edging even closer to the record high set in the lead-up to the last Gulf War. Motorists are paying more than 80p a litre on the forecourts following the 13-year-high crude oil prices. Fears that oil installations in the Middle East have become terrorist targets, high demand in the US and production cuts by oil cartel Organisation of Petroleum Exporting Countries (Opec) are said to have driven up the cost. The DTI denied that the emergency talks, said to be hosted by energy minister Stephen Timms, were taking place.

CIVIL PARTNERSHIP REGISTRATION:
A LEGAL STATUS FOR COMMITTED SAME-SEX COUPLES IN SCOTLAND
The Scottish Parliament has agreed to the inclusion of Scottish provisions in the UK Government's Civil Partnership Bill which was introduced in the House of Lords on 30 March 2004. The purpose of the Civil Partnership Bill is to enable same-sex couples to obtain legal recognition of their relationship by forming a civil partnership, provided:
  • They are of the same sex; They are not already in an existing civil partnership or lawfully married; They are not within the prohibited degrees of relationships They are both aged sixteen years or over in Scotland.
Forming a civil partnership will have legal consequences. The civil partners will assume legal rights and responsibilities with regard to each other and to third parties, including the State. Currently same-sex couples have no means of obtaining legal recognition. A Sewel debate took place on 3 June 2004 at which 80 MSPs voted for Scottish provisions to be included in the UK Civil Partnership Bill, 25 voted against and 1 abstained. If there are any significant changes to the Bill that impact on the Scottish Parliament's legislative responsibilities, they will be brought back to the Scottish Parliament for consideration.
