School Bus Safety in the U.S
By Dr. Cal LeMon T he 1999 Report Card on School Bus Safety in the U.S. has been provided to clarify and encourage the safest form of ground transportation in the Unites States, the yellow school bus. Data is presented on a state by state basis. School buses provide 10 billion student rides annually for our greatest national resource, our children. These data are derived from the approximately 55% of America's 24-million children of K-12 age who use the yellow school bus for the school journey. The remainder, approximately 45%, travel by automobile, bycyle, walk, or use public transit. This Report Card offers information about fatality rates to school-age children. It compares the number of fatalities to children in yellow school buses with the number of fatalities to children in automobiles during the twice daily journey to-and-from-school. Data in the 1999 Report Card is presented for the 1996-97 school year. What the Report Card shows is that about 600 school-age children are killed annually in non-school bus motor vehicles typically the family car with mom at the wheel during school hours and during the school week to and from school. By comparison, approximately 15 school age children are killed annually while riding in yellow school buses.

The purpose of the Ashtabula County School Bus Safety site is to focus on the laws and procedures used by bus drivers in safely transporting students to and from school. Special emphasis will be made to encourage the public as well as students to be aware of and practice these safety laws and procedures.

Statistics have proven that school buses are one of the safest forms of transportation.
One reason for this is because school bus drivers are thoroughly and properly trained.
Another reason is that the school bus minimum construction standards, and annual inspections by the State Highway Patrol, assure that the vehicle is safe.
Another little-know fact is this: Most injuries to students happen outside of the bus.
That is why we are focusing on "Signal For Safety" The first signal motorists need to be aware of is the flashing yellow light, or amber warning lights. They mean "CAUTION the bus is preparing to stop to pick up or drop off passengers".

Taking the School Bus
How to prepare your child for the school bus
Most mishaps take place outside the bus, so here are some precautions you can take:
  • Don't let your children arrive at the stop too early. They may be tempted to wander or get into mischief.
  • Make sure they know what to do if they miss the bus: come back home; or if at school, report to a teacher B and never, never accept a ride from a stranger.
  • If the stop is a long way from home, plan and discuss with your children where they can go in an emergency.
  • If it is dark on the way to or from the bus, make your children visible. Use retro-reflective tape on their clothing and avoid dark colors.
  • Make sure they wait well away from the roadway, and stay well back until the bus has comes to a full stop and the door opens.
  • Explain they must walk at least three metres (10 feet) away when crossing in front of the bus so the driver can see them.
  • Forbid running, pushing and horseplay!
  • Tell your children to come straight home from the bus no detours.

Although school buses are the safest means of ground transportation, safety should still be a priority for the children walking to and from the school bus stops, and for the motorists who must share the road with buses. There are things that children, parents and drivers can do to make this a safe school year for Delaware students. Parents
  • Make sure your child knows what time the bus is scheduled to arrive and make sure he or she gets to the stop early, so the child can avoid rushing. Children in a rush are less likely to follow safety practices.

  • Look and listen for cars and trucks to the left, then to the right, and then to the left again.

Approximately 400,000 yellow school buses serve American elementary and high school students. In all, about 22.5 million school-age children ride yellow school buses to and from school. After-school activities provide an estimated 5 million additional daily student rides. The American Public Transit Association also estimates that public transportation provides an additional 900 million student rides per year. This makes school transportation the single largest system of public transportation in the United States, resulting in over 94.2 billion total pupil-passenger miles per year.
Most of us can recall at least one incident in which a student was harmed from some avoidable mishap that occurred while riding or walking to the school bus. According to the National Highway Traffic Safety Administration, an average of 41 school-age children are killed in school bus-related traffic accidents each year. Numerous injuries also have occurred when riding, boarding or unloading from a school bus. What influences bus safety?

"Follow the Rules, Get Safely to School"
"Stay Back, Stay Back, From the Yellow and Black" is this year's National School Bus Safety Week theme. But bus safety isn't a one-week topic. It's a year-round subject that connects to many curriculum areas. More than 22 million U.S. students ride school buses daily, according to officials of the National Safe Kids Campaign. Each year, approximately 390,000 public school buses travel about 4.2 billion miles! Although school buses are one of the safest ways to travel to and from school, injuries do occur. In 1994, 32 children aged 14 and under were killed in bus-related incidents. Twenty-five of the children killed were pedestrians. (Most of those children were struck by their own school buses.) In addition, many more children more than 7,000, in fact - are injured while in a school bus or while getting on or off school buses. Many injuries happen when children are boarding or exiting because a blind spot extends approximately 10 feet in front of the bus, obstructing the view of the driver. Children are not aware of this blind spot and might mistakenly believe that if they can see the bus, the bus can "see" them.

Parents and Guardians,
Riding the school bus can be an exciting experience for your child. She may have the opportunity to ride to and from school everyday, or she may only ride the bus once a year on a school field trip. Either way, it is important for your child to know bus safety rules. Take some time to go over these, and encourage your child to ask any questions she might have. Help your child get to the bus safely.
  • Pack all belongings securely in a back pack. This will allow your child to hold onto the safety rail as he enters the bus. It will also prevent your child from tripping over or dropping any objects while he finds his seat. Make sure your child has plenty of time to get to the bus stop. Your child may risk falling if she has to run for the bus. Also, your child may get frightened and not know what to do if she misses the bus. Have your child walk to the bus stop in a group. If your child is walking to the bus stop, it is better to have him walk with a group of kids rather than by himself.
  • Remind your child of safety rules to use when entering and exiting the bus.
