In the State of New Hampshire, work-based learning plays an integral role in workforce preparation. The goal of the School-to-Work initiative in New Hampshire is to prepare all students with the skills, abilities and knowledge necessary to make good career choices. Work based learning prepares our youth to become independent adults with opportunities for advanced education and career exploration, thus enhancing our economic strength. Schools and communities must work together in partnership to build a foundation of work-based learning and to provide the resources necessary to help all youth acquire the skills necessary to become independent and productive citizens. Improving School-to-Work Transition for All Students
ISSUE: Too many students leave high school without the occupational and academic skills to succeed in the workplace or in postsecondary education. School-to-work transition initiatives offer a promising approach to this issue and require major school restructuring. OVERVIEW: A report by the Commission on the Skills of the American Workforce, America's Choice: High Skills or Low Wages! (1990), states that "America may have the worst school-to-work transition system of any advanced industrial country." (p. 4) The curriculum of the typical American high school is geared toward preparing students for four-year colleges and universities.
Lynn Peters, director of Business-Education Partnerships for the Fox Cities Chamber of Commerce and Industry, discusses how high schools in Wisconsin often direct most of their efforts toward the 25 percent of kids who graduate from college.

NCREL, Oak Brook, 1992 Faced with a fast-changing job market through which there seems to be no discernible pathway to economic survival, many non-college-bound students fall through the cracks and find there is no "safety net." The reasons: (1) These students often are poorly preparedor not prepared at allfor the jobs that exist. (2) There is no consistent policy framework nor are there programs that effectively facilitate their transition from school to work. As a result, most are left to their own devices. The effect on the individual is devastating and the economic results for society are inescapable. The situation is much worse when the student is poor, a minority, or a school dropout. In the following sections we present: *A description of the changes in the workplace *Changes in demographics *Important findings from cognitive science about how people learn *An historical context of school-to-work educational and training programs *Issues of equity in schools and the workplace *Approaches to solutions
Major Changes That Have Impacted School-to-Work Transition
Changes in the Workplace U.S. business dominated the world's markets during the 20th century through a mass production system designed to drive down the unit cost of standardized products. This system reduced training needs and insulated the production process from absenteeism and turnover. Key features included minimal worker control, limited worker discretion, high levels of inventory, sophisticated quality control systems, and specialized personnel. This type of system is most advantageous when products or services, production systems, and technologies rarely change.

As millions of young people shadow working professionals as part of the Fourth Annual Groundhog Job Shadow Day on February 2, there is a new consensus of research that indicates School-to-Work activities, such as job shadowing, which involve business/education partnerships, do make a difference for students. This is according to a report just published by the Institute on Education and the Economy (IEE) at Teachers College, Columbia University. The report, entitled School-to-Work: Making a Difference in Education, analyzed the wealth of studies that focus on the evaluation of School-to-Work (STW) initiatives. The report is the most comprehensive compilation of research examining the effects of recent STW efforts and serves as a status report on indicators of the success of STW initiatives.

How to Be Involved - A Road Map The following selected case studies highlight types of involvement by companies, schools, government bodies and intermediary organizations in IT and school-to-careers (IT-STC). The purpose of this section is to provide examples of the kinds of partnerships that are taking place around the country and ideas, or a road map, for expanded involvement of the IT industry and other key players in addressing the IT skills gap, improving IT education, K-20, and providing work-based learning experiences for students and teachers. What’s Wrong with School-to-Work?

The following speech was given at a conference entitled What Goals 2000 Means to the States on February 12 on Capitol Hill. by Robert Holland What’s Wrong with School-to-Work? That is, succinctly, the question many of us will need to answer for our local, well-meaning chamber-of-commerce folks, educators, journalists, and parents, who believe this federal push is merely about helping young people make a smooth transition into careers—a benign upgrading of vocational education to 21st Century, Information Age standards. Unfortunately, the School-to-Work system-for it is just that and not merely another program of federal aid-is not about expanding individual career choices or educating students broadly so they can change jobs many times in a lifetime. Let me answer the question "What is Wrong with School-to-Work?" as concisely as I can, and then go back and explain briefly.
  • School-to-Work, which is linked with Goals 2000, injects the federal government deeply and dangerously into shaping the curriculum of American schools. It puts the United States in the camp of regimes that decree what knowledge is "official," and, even more than that, how that knowledge should be taught and for what purpose.
