There have been reports in the United States that some unscrupulous persons may be involved in fraudulently soliciting donations on the pretense that monies collected would go towards assisting the victims of the recent terrorist attack.

For Release: October 31, 2000 Law Enforcers Target "Top 10" Online Scams; Consumer Protection Cops From 9 Countries, 5 U.S. Agencies, And 23 States Tackle Internet Fraud In a year-long law enforcement effort targeting the top 10 Internet scams, 5 U.S. agencies, consumer protection organizations from 9 countries and 23 states today announced 251 law enforcement actions against online scammers in "Operation Top Ten Dot Cons." The top 10 scams were culled from Consumer Sentinel, a database of more than 285,000 consumer complaints established and maintained by the Federal Trade Commission and accessible to more than 240 consumer protection agencies in the U.S. - including every state attorney general - and Canadian and Australian law enforcers. The FTC and the United Kingdom's Department of Trade and Industry, and Office of Fair Trading today announced an information sharing and coordination agreement to combat cross-border fraud. The top 10 targeted scams were:

Perpetrators can hide very effectively by "spoofing" or quickly changing their email address, and/or by using offshore or " zombie " computers. Email and Web sites are often used in conjunction to perpetrate the fraud. Virtually all spam conceals a scam of some sort. If it's too good to be true, of course it isn't, but some spam can be mighty appealing. Identity theft is probably the worst fraud that you can be a victim of, but it's not necessarily more likely online. Social engineering The usual starting point for dirty tricks, scams and fraud is "social engineering" the art of getting people to drop their guard. A good social engineer can get many people do something or reveal something when they'd ordinarily refuse. Good virus writers carefully engineer their email message to get people to open their virus-carrying attachment. Malicious software often "piggy-backs" on legitimate software. The file that you download and run does just what it claims it will. However it also does it's dirty work on the sly. For example, it also might install a Trojan horse, or spyware. The social engineering in this case is simple. You are attracted to something useful, and for some reason you don't think to check if you could get more than you bargained for.

Corey In the age of the Internet, the wake of one the most vigorous bull markets in recent history, and the heady aftermath of rapid market fluctuations, more and more ordinary people rush to open Internet brokerage accounts with hopes of reaping gains at low commissions-trades as low as $8.99. However, the increased potential for large returns so too increase the possibility of Internet stock fraud. The Internet, the same medium which broke down the barriers to trading stocks also broke down some of the barriers to protect traders from securities fraud. The Securities and Exchange Commission (the "SEC"), the United States agency charged with, among other things, protecting investors and maintaining integrity of the securities markets, has spent almost seventy years developing techniques against securities fraud, for the protection of the investing public. However, an increasing number of stock fraud cases over the past two years have raised questions as to whether the securities laws and the SEC's regulations are fine-tuned enough to combat this new, high tech wave of stock fraud. In efforts to calm the fear of investors, the SEC has been scrambling to catch-up and enforce the traditional rules to curb Internet stock fraud. This article primarily focuses on one of the more common Internet stock manipulation schemes: "pump and dump," and analyzes this scheme within the Section 10b and Rule 10b-5 context, by examining recent Internet stock fraud cases using the classic "pump and dump" scheme.
