The war against Saddam Hussein, along with the current crises involving North Korea and Iran's nuclear activities, underscore the centrality of the issue of nuclear proliferation in today's politics. Many governments, not just the United States, have concentrated on the danger of terrorists or of states who sponsor them getting hold of nuclear weapons.
However, apparently defying those international concerns, Pakistan and Saudi Arabia are now reported to have arranged a deal by which Pakistan will provide Saudi Arabia with nuclear technology in return for cheap oil. The US-based Defense and Foreign Affairs Daily even goes so far as to say that Pakistan will station nuclear weapons on Saudi territory. These weapons will be fitted to a new generation of Chinese-supplied long-range missiles with a reach of 4,000 to 5,000 kilometers.
At the same time, Saudi Arabia has refused to stop supporting the financing of Palestinian terrorism, even as its officials and elites' ties through various intermediary organizations to al-Qaeda remain a source of anxiety to Western and Israeli officials. Nor is it only Pakistan that Saudi Arabia might use as a source for nuclear weapons. Speculation by Jane's that Saudi Prince Abdullah's recent visit to Moscow might indicate an interest in arms trading with Russia, and it also raised the possibility of Saudi Arabia buying an entire weapon rather than technology.

On September 10, 2000, the Ministry of Health (MOH), Kingdom of Saudi Arabia and subsequently, the MOH of Yemen began receiving reports of unexplained hemorrhagic fever in humans and associated animal deaths and abortions from the far western Saudi-Yemeni border region. These cases subsequently were confirmed as Rift Valley fever (RVF), the first such cases on the Arabian peninsula ( ). This report updates the findings of the ongoing investigation conducted by the Saudi Arabian MOH in collaboration with CDC and the National Institute of Virology, South Africa. As of November 1 in Saudi Arabia, 516 persons with suspected severe RVF* requiring hospitalization have been reported from primary health-care centers and hospitals ( Figure 1 Based on preliminary data from the ongoing epidemiologic investigation, 125 (76%) of 165 case-patients reported close contact with animals, especially sheep and goats, and 91 (64%) of 143 case-patients reported a history of exposure to dead, and/or aborted animals. Nearly all persons reported having had mosquito bites and that the mosquitoes were present at their place of residence. Entomologic studies found large numbers of two species of mosquitoes

They form a priceless resource for the study of the region's cultural and linguistic heritage. Throughout the country, inscriptions were etched, engraved, pecked, or even sometimes carved in bas-relief on stones or on the rock-faces of cliffs and hills. The scribe placing a text into stone (or the person commissioning that scribe) is very likely selecting the medium for its relative permanence, and usually is also selecting the location where the stone is found or placed. The difficulty of inscribing the text implies that this medium is usually reserved for matters that are of great (even, literally, monumental) importance. Epigraphy is the study of such texts, the science of deciphering and interpreting them. This "virtual exhibition" presents some examples of the Epigraphy Collections of the National Museum of Saudi Arabia, many published here for the first time. The exhibition is presented as the first product of an international partnership between the National Museum of Natural History, Smithsonian Institution (Washington, DC, USA) and the National Museum of Saudi Arabia (Riyadh, Kingdom of Saudi Arabia). Comprising most of the Arabian Peninsula, Saudi Arabia covers an area approximately the same size as Western Europe. Over 95 percent of the country is desert, including the world's largest sand desert the Rub al Khali (or "Empty Quarter") in the southeast, and the Nafud which stretches across the northwest of the peninsula. Saudi Arabia is considered to be the birthplace and spiritual center of Islam. Virtually all aspects of Saudi Arabian society are guided by Islamic ideals. The Koran is the basis of Saudi Arabia's constitution, while Shari'ah (Islamic law) is the basis of the country's legal system. Arabic is Saudi Arabia's official language and is considered a holy language by Muslims. Today, the majority of Saudi Arabians are Sunni Muslim, while a Shi'a minority is concentrated in the eastern province.

History Arabia was probably the original home of the Semites. Beginning in the 4th millennium BC, these ancient peoples moved into Mesopotamia and Palestine, where they came to be identified as Assyro-Babylonians, Canaanites, and Amorites. Culture Saudi culture is based on Islam and the perfection of the Arabic language. The Saudi form of Islam is conservative and fundamentalist, based on the 18th-century revivalist movement of the Najdi leader Shaikh Mohammed Ibn Abdel-Wahhab. This still has a great effect on Saudi society, especially on the position of women, who do not generally go out without being totally covered in black robes (abaya) and masks, although there are regional variations of dress. The Najd and other remote areas remain true to Wahhabi tradition, but throughout the country this way of life is being threatened by modernisation and rapid development.

Oligarchy is a form of government where a few rule the many. In Saudi Arabia, the few are predominantly royal male princes who are all descended from the founder of the modern Saudi kin gdom, King Abd al-Aziz who, upon his death in 1953, left behind 44 sons (and an uncounted number of daughters) by 17 wives. Today, Saudi Arabia’s ruling structure is capped by a unique, almost unprecedented, form of oligarchy, whose members are connected through a bloodline to Saudi Arabia's polygamous founder. The princes have treated the country's wealth of oil and minerals as their personal domain and made themselves famous for their extravagant life style. Some princes have accumulated enormous personal wealth; with King Fahd bin Abd al-Aziz, the reigning monarch, topping the list with a personal fortune estimated at $20 billion.(1) This particular system has important implications for Saudi society, politics, and policies. In 1999 the regional delegation again gave priority to efforts to resolve the humanitarian problems arising from the Gulf war [14], in particular the fate of persons still unaccounted for, and to detention-related activities in Kuwait, Bahrain and Qatar. It also focused on communication strategies with a view to promoting humanitarian law and the ICRC’s role as a neutral intermediary in situations of conflict and internal violence, and on raising funds for ICRC activities worldwide.
In June, the ICRC office in Yemen was made an operational delegation [15]. In Kuwait, the ICRC continued to visit nationals of countries who were without diplomatic representation as a result of the Gulf war.16 It also met with other detainees, so as to gain a more complete picture of conditions in the various places of detention. However it stopped visiting detainees of certain nationalities, for example Jordanians, following the re-establishment of diplomatic relations between their countries and Kuwait.

In Bahrain, the ICRC carried out five series of visits to detainees to monitor their treatment and conditions of detention. It made representations to the Bahraini authorities where necessary.

The ICRC maintained contact with the Kuwaiti authorities, especially the National Committee for Missing and POW Affairs, on these matters.
Visits to places of detention
The ICRC continued to visit places of detention under the responsibility of the Ministries of the Interior, Defence and Social Affairs.
Spreading the humanitarian message
The ICRC made sustained efforts to promote humanitarian principles and rules in the region. Two sessions of a course on humanitarian law were attended by about 80 law students from the University of Kuwait City.
As regards dissemination among the armed forces, a large number of seminars were organized in the Gulf region in 1998. In Kuwait an initial seminar on 18 March brought together 14participants at the Al-Jiwan military camp. In September a second seminar was held at the Command and Staff College and was attended by 70 officers from Kuwait and other countries of the Gulf Cooperation Council. Ten American and British officers also took part.
Particular attention was paid to the media, and a large number of articles were published in the regional press in English and in Arabic.

His rule was marked by four major challenges: the 1980-1988 Iraq-Iran war coupled with Iran's revolutionary proselytism; the fall in oil prices; Iraqi President Saddam Hussein's 1990 invasion of Kuwait and the Gulf war it sparked in 1991; and the crisis over Osama bin Laden, the Saudi-born terror suspect who was stripped of his citizenship in 1994. Born in 1923 to Abdul Aziz's most influential wife, Fahd rose rapidly in the ranks of the ruling hierarchy to become education minister in 1959 and interior minister three years later. He became crown prince when King Faisal was assassinated in 1975, and monarch when his brother Khaled died in June 1982.
