History: The families that rule the northern Arabian Gulf states are, almost without exception, descended from migrants from the central region of the Arabian peninsula in the 18th and early 19th centuries. The Al-Khalifas, who today govern Bahrain, also established a settlement on the small peninsula directly opposite the island – modern-day Qatar. The Al-Khalifas were unable to hold on to their mainland possession, however, and were displaced by the Al-Thani clan. The Al-Thanis were part of the original wave of migration, but little else is known about their origins. Although the Al-Khalifas had agreed a treaty with the British in 1868, this did not prevent Qatar being absorbed into the Turkish Ottoman empire – then undergoing a brief resurgence during a period of otherwise chronic decline – in 1872. After the Ottoman collapse during World War I, Qatar once again came under British suzerainty. The British recognised the Al-Thanis as rulers, providing military protection in exchange for control of Qatar’s external affairs under treaties signed in 1916 and 1934. British troops were moved out of the Gulf in 1968 as part of the ‘East of Suez’ withdrawals. Plans to enhance Qatar’s security through federations with Bahrain and the Trucial States (now the United Arab Emirates) failed and in 1971 Qatar assumed full independence under the rule of Sheikh Ahmad.

Qatar History and Government
History Qatar played a low-key role in the Iran-Iraq war, generally on the side of Iraq, and was an active participant in the multinational alliance assembled to liberate Kuwait in 1990. During the early 1990s, the Emir adopted several independent initiatives in his conduct of foreign policy: there were burgeoning commercial relations with Israel and welcome support for American strategic objectives in the region (see below); yet Qatar was one of the few governments to maintain relations of any kind with the Taleban regime in Afghanistan. Around the same time, Qatar became involved in a number of territorial disputes with both Bahrain (over the oil rich Hawar islands) and Saudi Arabia, over the position of the border between the two countries. Government Executive power is held exclusively by the Emir, a member of the Al-Thani family, which has ruled Qatar since independence. The Emir serves as both head of state and head of government. There is no independent legislature or political parties. Some decision-making is devolved to a Council of Ministers appointed by the Emir. A 30-strong advisory council with limited powers was created in 1972. The Emir's democrtisation plan envisages a 45 member parliament, of whom 30 will be popularly elected and 15 appointed by him.

When Ibn Saud was consolidating the current royal family's power over the Arabian peninsula back during World War One, British agent Harry St John Philby referred to him as 'the greatest Arab since the Prophet Muhammad'. This despite Ibn's proclivity for roaring with laughter as he beat his servants with a stick in front of his guests, his dependence on a full-time interpreter of his dreams and his taste (also shared by his 'modern' relatives) for public amputations and beheadings.
It was a point in history when the British were more concerned with undercutting Turkish influence than by the ' niceties of royal conduct. Ibn, who hailed from the Wahhab Sunni sub-sect of Islam, gave the newly minted royal dynasty c healthy kick-start with an impressive number of progeny from his hundred-odd wives.
The reasons have changed but the policy remains the same. Despite much official ballyhoo about democracy and human rights, the 'permissive' attitude of the West towards the House regional dictators like Saddam Hussein or Muammar Qadhafi are punished for arbitrary imprisonment, mistreatment of minorities and elimination of I any opposition, the House of Saud is commended as a bulwark of regional stability. The reasons are clear enough - religion and oil.
Saudi Arabia also sits on 25 per cent of the world's known oil reserves and plays a moderating role in OPEC by manipulating supply to keep prices down. So the West's addiction to oil makes the House of Saud subject to only mild tut-tutting on questions of human rights. While addictions to Burmese heroin or Colombian cocaine are treated as national disasters, the addiction to 'black gold' is never questioned.

Saudi Arabia Brief History Abd al Aziz ibn Abd ar Rahman Al Saud, the first king of Saudi Arabia, had not gained control of the western part of the country when he granted the first oil concession in 1923. A British investment group, the Eastern and General Syndicate, was the recipient. The syndicate gambled on the possibility that it could sell the concession, but British petroleum companies showed no interest. The concession lapsed and was declared void in 1928. The original concession called for an annual rental fee of 5,000 British pounds (£) in gold or its equivalent until oil was discovered; a loan of £50,000 in gold to the Saudi government; a royalty payment of four shillings gold per net ton of crude production after the discovery of oil; and the free supply to the government of specific quantities of products from the refinery Aramco was to build after oil was discovered. (In 1933 the British pound was worth about US$4.87; there were twenty shillings to the British pound.) The company received exclusive rights to explore for, produce, and export oil, free of all Saudi taxes and duties, from most of the eastern part of Saudi Arabia for sixty years. The terms granted by the government were liberal, reflecting the king's need for funds, his low estimate of future oil production, and his weak bargaining position. The original concession agreement was modified many times. The first modification was made in 1939 after the discovery of oil in 1938. This change added to Aramco's concession area and extended the period to 1999 in return for payments substantially higher than those specified in the first agreement and for larger quantities of free gasoline and kerosene to be supplied by Aramco to the Saudi government. In 1950 a fifty-fifty profit-sharing agreement was signed, whereby a tax (called an income tax, but actually a tax on each barrel of oil produced) was levied by the government. This tax considerably increased government revenues. Further revisions increased the government's shareslowly until the 1970s and rapidly thereafter. At the beginning of 1982, Aramco's concession area amounted to about 220,000 square kilometers (189,000 onshore and 31,000 offshore), having relinquished more than 80 percent of the original area of almost 1.3 million square kilometers.

(CBS) Saudi Arabia reportedly is seeking its own nuclear weapons capability, in response to the current situation in the Middle East.
London's Guardian newspaper reported Thursday that top-level officials in Riyadh are considering three options: acquiring nuclear capability as a deterrent, allying with an existing nuclear power, or trying to reach a regional agreement for a nuclear-free Middle East.
However, a crisis is brewing over Iran's alleged nuclear program. Until now, the U.S. has assumed that Saudi Arabia was content to remain under the American nuclear umbrella. However, the relationship has worsened steadily since the Sept. 11 attacks, since 15 of the 19 attackers were Saudi. The Guardian reports it is not known whether Saudi Arabia has made a decision on any of the three options. Just the consideration worries experts.

The area that is now Afghanistan has been closely connected by culture and trade with the neighboring regions to the east, west, and north since prehistoric times. Urban civilization may have begun as early as 3000 to 2000 B.C.
Alexander the Great invaded the area that 330-327 B.C. on his way to India. He left behind a Hellenic cultural influence that lasted several centuries.
From the seventh through the ninth centuries, most inhabitants of what is present-day Afghanistan were converted to Sunni Islam.
The Mongol invader Genghis Khan (ca. 1155-1227) overrun Central Asia around 1220, laying waste to many civilizations and creating an empire that stretched from China to the Caspian Sea. The Hazara tribe claims to be the descendents of the Mongols.
In 1504 the Mughal Emperor Babur captured Kabul from the last of its Mongol rulers. His memoirs stress his love for Kabul, both as a commercial strategic center as well as a beautiful highland city with an "extremely delightful" climate.
Under the leadership of the first Pashtun ruler, Ahmad Shah, the nation of Afghanistan began to take shape. From ca. 1750 until the communist coup of 1978, the country was governed by Pashtun rulers.
