    With one-fourth of the world's proven oil reserves, Saudi Arabia is likely to remain the world's largest oil producer for the foreseeable future. During the first eight months of 2003, Saudi Arabia supplied the United States with 1.8 million barrels per day of crude oil, or 19%, of U.S. crude oil imports during that period.
    Information contained in this report is the best available as of December 2003 and is subject to change. GENERAL BACKGROUND
    With oil export revenues making up around 90-95% of total Saudi export earnings, 70%-80% of state revenues, and around 40% of the country's gross domestic product (GDP), Saudi Arabia's economy remains, despite attempts at diversification, heavily dependent on oil (although investments in petrochemicals have increased the relative importance of the downstream petroleum sector in recent years). Oil prices have been strong during 2003. Combined with increased Saudi oil output, particularly in the first few months of the year, Saudi Arabia's oil export revenues are expected to be up sharply from 2002. Partly as a result, Saudi Arabia's real GDP growth is estimated at 4.6% in 2003, up from 2.0% growth in 2002. For 2004, Saudi real GDP growth is expected to be lower, at 3.5%. Meanwhile, during fiscal year 2003, Saudi Arabia had been expecting a budget deficit of around $10 billion. However, this was based on an extremely conservative price assumption of $17.50 per barrel for Saudi oil, and also did not take into account the huge production surge which actually occurred. As a result, the country is more likely to experience a large budget surplus, on the order of $13.6 billion, in 2003.

    HISTORY
    Except for a few major cities and oases, the harsh climate historically prevented much settlement of the Arabian Peninsula. People of various cultures have lived there over a span of more than 5,000 years. The Dilmun culture, along the Gulf coast, was contemporaneous with the Sumerians and ancient Egyptians, and most of the empires of the ancient world traded with the states of the peninsula. The Saudi state began in central Arabia in about 1750. A local ruler, Muhammad bin Saud, joined forces with an Islamic reformer, Muhammad Abd Al-Wahhab, to create a new political entity. Over the next 150 years, the fortunes of the Saud family rose and fell several times as Saudi rulers contended with Egypt, the Ottoman Empire, and other Arabian families for control on the peninsula. The modern Saudi state was founded by the late King Abdul Aziz Al-Saud (known internationally as Ibn Saud). In 1902, Abdul Aziz recaptured Riyadh, the Al-Saud dynasty's ancestral capital, from the rival Al-Rashid family. Continuing his conquests, Abdul Aziz subdued Al-Hasa, the rest of Nejd, and the Hijaz between 1913 and 1926. In 1932, these regions were unified as the Kingdom of Saudi Arabia. Boundaries with Jordan, Iraq, and Kuwait were established by a series of treaties negotiated in the 1920s, with two "neutral zones"one with Iraq and the other with Kuwaitcreated. The Saudi-Kuwaiti neutral zone was administratively partitioned in 1971, with each state continuing to share the petroleum resources of the former zone equally. Tentative agreement on the partition of the Saudi-Iraqi neutral zone was reached in 1981, and partition was finalized by 1983. The country's southern boundary with Yemen was partially defined by the 1934 Treaty of Taif, which ended a brief border war between the two states. It remains undefined in many areas. The border between Saudi Arabia and the United Arab Emirates was agreed upon in 1974. Boundary differences with Qatar remained unresolved.

    There are findings indicating settlements in Qatar dating a couple of thousand years behind in time. Evidence indicates also that the climate of this period was not as hot as in our time. However, there is some evidence pointing in direction of Qatar being close to uninhabited for centuries, up until as recently as the 16th century.
    Around 1750: The arrival of the a th Th ani family, coming from Najd in today's Saudi Arabia . They settled in the region as fishers and pearl divers.
    The al- Kh alifa families moves from Kuwait to Qatar. Persian invasion, driving the al- Kh alifas to Bahrain, but they still hold a great influence over Qatar. Around 1850: Qatar is becoming a centre for pearl extraction, with Zubara in the northwest as the main centre. This activity was controlled by the al- Kh alifa family of Bahrain (now the ruling family). There were at this period serious tensions between the a th Th ani and the al- Kh alifa families.

    In 1902 Abdul al-Aziz Ibn SAUD captured Riyadh and set out on a 30-year campaign to unify the Arabian peninsula. In the 1930s, the discovery of oil transformed the country. Following Iraq's invasion of Kuwait in 1990, Saudi Arabia accepted the Kuwaiti royal family and 400,000 refugees while allowing Western and Arab troops to deploy on its soil for the liberation of Kuwait the following year.
    A burgeoning population, aquifer depletion, and an economy largely dependent on petroleum output and prices are all major governmental concerns.     Saudi Arabia Enters the 21st Century Click here to see Reports Project Introduction CSIS is undertaking a new project to examine the trends shaping the future of Saudi Arabia and its impact on the stability of the Gulf. This project is supported by the Smith Richardson Foundation and builds on the work done for the CSIS Strategic Energy Initiative, the CSIS Net Assessment of the Middle East, and the Gulf in Transition Project. It is being conducted in conjunction with a separate - but closely related study called the Middle East Energy and Security Project. The project is being conducted by Anthony H. Cordesman, the Arleigh A. Burke Chair in Strategy, It uses a net assessment approach that looks at all of the major factors affecting Saudi Arabia's strategic, political, economic, and military position and future implications of current trends. It is examining the internal stability and security of Saudi Arabia, social and demographic trends, and the problem of Islamic extremism. It is also examining the changes taking place in the Saudi economy and petroleum industries, the problems of Saudisation, changes in export and trade patterns, and Saudi Arabia's new emphasis on foreign investment.
