July 2, 2002 CTF encourages other provinces to intervene in historic Benoit v. Canada court case VICTORIA/REGINA: The Canadian Taxpayers Federation (CTF) today revealed that the Attorney General of Saskatchewan served notice on June 26, 2002 that it intends to appear and make submissions in the appeal of the historic Indian taxation court case Benoit v. Canada. The Saskatchewan government now joins the CTF and the provincial governments of Alberta and B.C. as official intervenors in the case. "The CTF has been involved in this case for several years, and we congratulate the Saskatchewan government for finally joining the case. Clearly a growing number of government policy makers are beginning to recognize the momentous consequences of the initial court ruling if allowed to stand," stated Tanis Fiss, Director of the CTF's Centre for Aboriginal Policy Change. The case involves a group of natives from northern Alberta, who claimed their ancestors had been promised a total exemption from taxes when they signed Treaty 8 in 1899. The Indian plaintiffs successfully sued the Canadian government in Federal Court with the Alberta government and the CTF acting as intervenors. On March 7, 2002 Justice Douglas Campbell ruled that Treaty 8 Indians and their descendants would never have to pay taxes ever again. The federal government has appealed the ruling which affects about 35,000 status Indians from northern Alberta, B.C., NWT, and Saskatchewan. The appeal will be heard in Ottawa from Nov 19-21, 2002 in the Federal Court of Appeal. The B.C. Government intervened on May 24, 2002.

REGINA (CUP) In the provincial budget released last week, NDP finance minister Janice MacKinnon said the government would make up for federal cuts to education for the next two years. In return, the government is asking the University of Saskatchewan to reconsider its recent announcement of a ten per cent tuition increase and the University of Regina to consider the new budget in its determination of next year's tuition fees. "We don't expect resistance. We expect that they will be prepared to say, 'Okay, we can now reconsider those decisions,'" MacKinnon told reporters. In addition to keeping operating funding the same, the budget gave $10 million more to capital funding for the universities for use in infrastructure and special projects. The government also committed $4 million to support the sharing of technology between the universities. Bob Mitchell, Saskatchewan's minister of post-secondary education, met privately with university administrations on budget day to stress to them that the extra funding is intended to relieve the strain on students. "There was a general feeling around, clearly expressed by the student organizations, that the increases that had been announced at the U of S were too steep," said Mitchell.

Saskatchewan government report lauds Prairie Center's role as community link SASKATOON - The government of Saskatchewan on November 14 released "A Progress Report on University Revitalization." This document is an interim report card on the government's attempt to revitalize the province's universities with an eye to the current and future needs of the province. The report is a summary that is based on a comprehensive review of the universities' achievements with respect to public priorities. Under the heading "Meeting the Learning Needs of Society" the report lauds the initiative of St. Thomas More College through the creation of the Prairie Center for the Study of Ukrainian Heritage (PCUH) "as a link between this province's Ukrainian community and academia by focusing on academic research, document collection and oral history." This important affirmation of the work of the PCUH by the provincial government demonstrates that, although only three years old, the Prairie Heritage Center has already made its mark on higher education in Saskatchewan. Among its current programs is the annual Mohyla Lecture series and, commencing in the fall of 2001, the publication of those annual talks. Important upcoming projects of the center are the publication with Novalis Press of "Windows to the East: A Dialogue of Charity," and in the spring of 2002 an exhibition and symposium on the work of Saskatchewan artist Dmytro Stryjek in association with the MacKenzie Art Gallery (Regina) and the Kenderdine Art Gallery (University of Saskatchewan).

"As part of our long-term K-12 capital strategy, these projects demonstrate our continued commitment to work with school divisions to provide quality education for our students."
