News Releases 1997 Saskatchewan Government Approves Development of McArthur River Project
Saskatoon, Saskatchewan, Canada, May 5, 1997 Cameco Corporation today is pleased to announce that it has received a report by the government of Saskatchewan giving the province's approval for the development of the McArthur River uranium project, subject to certain conditions. The provincial government's decision follows a report submitted February 28, 1997 by a joint federal-provincial panel which recommended the project proceed. With today's announcement by the Saskatchewan government, the project clears one of the last hurdles to development. Approval by the federal government is still required before the project can proceed. The McArthur River deposit is the largest, high-grade orebody known in the world with reserves and resources of 416 million pounds U O at an average grade of 15%. Cameco, as operator, proposes to mine the high-grade ore using remote-controlled methods which have been endorsed by the panel. Cameco proposes to transport the ore 80 kilometres to the existing Key Lake operation for milling. The resulting mill wastes, or tailings, will be deposited in a mined-out open pit at the Key Lake operation.

But Calvert insisted the final price tag for the Wide Open Future campaign which has already cost Saskatchewan taxpayers $5.5 million in its first 13 months will not be anything close to the maximum $12 million the government is approved to spend. And while the Saskatchewan premier admits "I should have been clearer" with both the actual costs of the campaign and the fact that half the money to pay for it has been coming from the Crown corporations, he denies that his government was deliberately trying to hide anything when it unveiled the campaign in November 2002 as an initiative of the Department of Industry and Economic Development. At that time, the premier said Wide Open's first year would cost $2 million, and would include radio, TV and print advertising in Saskatchewan and across the country.

Saskatchewan rejects $1 billion privatization proposal Texas-based EDS wanted untendered deal to open call centre
Saskatoon - Saskatchewan's coalition government has rejected a $1-billion deal to contract out the province's information technology network to Electronic Data Systems (EDS), a large Texas-based technology corporation.
EDS had offered to create 1,000 jobs through a new Canadian subsidiary in return for receiving an untendered $100 million a year, 10-year contract from the province's coalition NDP and Liberal government.
Information Technology Minister Andrew Thomson says one of the main reasons for refusing the deal was that no one could tell how much money it would save. The proposal was also attacked by companies who felt they would lose out to EDS.
EDS expressed disappointment but the company also said it had unsettled issues with the province, including the amount of leeway it would have to deal with unionized workers.
The government said the deal would not affect unionized jobs but there was widespread mistrust in the labour movement, especially in the Saskatchewan Government and General Employees' Union (SGEU/NUPGE).

Saskatchewan: Government reviews update
The two environmental review panels for proposed uranium mines in Saskatchewan, Canada (see WISE News Communique , Key information on the Saskatchewan Uranium Review Panels) are moving along. Members of both panels have stated that the submissions from outside the country are welcome. Contact the Panel Secretariat at the address below for documents (sent out free of charge). Note that they will accept collect phone calls. (386.3784) WISE-Stockholm - The Rabbit Lake Uranium Mine Environmental Assessment Panel (run by the federal government only) announced on 20 November 1992 that the environmental impact assessment (EIS) submitted by Cameco Corporation for three proposed uranium mines at Rabbit Lake, Saskatchewan (Collins Bay A- and D-zones and Eagle Point) was not adequate and Cameco has been required to provide more information "in a number of critical areas". Once the additional information has been submitted there will be a public review period of at least 30 day before a decision is taken on whether to proceed to the public hearings. According to the Panel Secretariat, Cameco expects to complete its report of additional information in late February, and thus the public hearings would be in late April 1993 at the earliest. Also on 20 November 1992 the Panel released two documents: the 400-page "Compilation of Submissions" on Cameco's EIS and the 20 page "Request for Additional Information" on the EIS. The latter document lists 29 deficiencies and makes specific information requests for each. The deficiencies cover a wide range of environmental and socio-economic aspects of the proposed mines. The compilation includes all written submissions received by the Panel on the EIS. There are a total of 18 submissions: five from federal government agencies, three from pro-mining associations, seven from anti-mining individuals and organizations, and three from Panel-appointed experts.

On 7 November the New Democratic Party (NDP) of Saskatchewan, Canada, in power for barely one year, changed its nine year policy of no new uranium mines and a phase out of existing mines as new jobs become available. The new policy supports new uranium development only after approval is given by the environmental review panel currently looking at five new projects, including a total of nine new mines. (384.3754) WISE Amsterdam - Despite intense lobbying and pressure from the international uranium industry, the pro-nuclear forces within the party only won by 109 votes (55% to 45%). Delegates to the convention were also able to force a secret ballot, something pronuclear party officials and convention organizers had been blocking for months. The uranium debate has sharply divided the NDP for 20 years, and it is clear the situation remains. Anti-nuclear activists within the party lobbied for an open and equal process at the convention with each side putting forward one resolution for debate, followed by a secret ballot. They were denied and amendments put forward to change the pro-nuclear resolution were ruled out of order. Before voting began, delegates from both sides of the issue spoke with great emotion, and after 30 minutes the vote was called. The count was too close to use the traditional method of voting by a show of hands, or a body count. Delegates started chanting and stamping their feet on the floor, demanding a secret ballot. The chair, acknowledging there was a "revolution" on the floor, allowed it. After the count, the pro-nuclear forces won, but by a slim majority. Although party policy has been changed, it is clear they still have a huge fight on their hands from within their own ranks.

Saskatchewan Labour Minister Deb Higgins says she spoke with the mediator involved in the dispute and has been assured the lines of communication are still open.
The Health Sciences Association of Saskatchewan is asking for a 34-per-cent wage increase over three years.
