    Saskatchewan Rewards Safe Drivers
Saskatchewan motorists are being rewarded for safe driving habits. Starting July 1, 2002, Saskatchewan Government Insurance (SGI) is rewarding safe drivers with a discount on their vehicle insurance, while ensuring drivers who display risky behavior pay their share of fines. Under the Safe Driver Recognition program, two out of three Saskatchewan vehicle owners (about 350,000 people) will receive a discount on their vehicle insurance. Initially all Saskatchewan motorists will be placed on the Safety Rating Scale based on their driving record since 1995. Safe drivers with a positive rating will get a break on their vehicle insurance - to a maximum of seven percent. SGI's records show 55% of eligible Saskatchewan vehicle owners will receive a discount of five percent or more on their plate insurance. Drivers who start the program with a negative safety rating will not be eligible to receive a discount, but they will also not be charged any new fines for incidents that occurred before the program launch. Drivers will begin to pay new fines once the program is in place. This will help offset the cost of discounts for safe drivers. Certain incidents will cost drivers points on the Safety Rating Scale. These include: at-fault accidents, specified traffic convictions and traffic-related Criminal Code convictions such as impaired driving.

Saskatchewan government to introduce tough new smoking legislation Wednesday
    By TIM COOK

REGINA (CP) - The Saskatchewan government is poised to put forward tough new legislation that will prevent smokers from lighting up in public places. Details of the legislation will be tabled in the legislature Wednesday, but Health Minister John Nilson told The Canadian Press that the new law will bring Saskatchewan closer in line with Manitoba, where smoking in public places will also be banned. "It's fairly clear that, as minister of health, I have been concerned about having a smoke-free environment for Saskatchewan in public places," Nilson said. "The legislation will provide some major steps toward that goal." Nilson said it is still his intention to have the law take effect by Jan. 1, 2005. Word of the new legislation drew praise from anti-smoking advocates and scorn from the association representing hotels in the province. "We know this will be extremely damaging to our businesses, especially out in the rural areas," said Tom Mullin, executive vice-president of the Hotels Association of Saskatchewan. "There is going to be a loss of employment for sure."

Saskatchewan Government Says It's Not Sorry for Malicious Prosecution By Brian Carnell Tuesday, January 27, 2004 A judge recently ruled that a family accused of ritual abuse had been the victim of "malicious prosecution" but that hasn't stopped representatives of the Saskatchewan government from saying it did nothing wrong and has nothing to apologize for. The case against 12 members of the Klassen family began in 1987 when three foster children a boy and his twin sisters made accusations of incredibly bizarre ritual sexual abuse against their foster parents which soon led to allegations against twelve family members. The children's accusations were filled with bizarre ritual abuse, including claims that they were forced to eat eye balls, drink blood, participate in orgies, and watch while infants were skinned alive. Police in Saskatoon called it the "scandal of the century" but few charges were actually lodged against anyone and by 1993 all charges in the cases were stayed. The children later came forward to repudiate the stories. The boy had been removed shortly before making the allegations after he had been found abusing his sisters. He maintained he made up the stories in order to be reunited with his sisters whom he then convinced to go along with the fiction. On December 30 a judge ruled that Crown Prosecutor Matthew Miazga, Saskatoon Police Superintendent Brian Dueck, and child therapist Carol Bunko-Ruys were guilty of malicious prosecution. Shortly afterward, Saskatoon police chief Russell Sabo publicly apologized to the Klassen's and promised an investigation into what went wrong in the investigation of the case.

List of issues to be taken up in connection with the consideration of the third periodic report of Canada United Nations Committee on Economic, Social and Cultural Rights - Implementation of the International Covenant on Economic, Social and Cultural Rights (June 10, 1998) Saskatchewan Government Response 3. What is the opinion of federal, provincial and municipal governments as to the effect of current or proposed trade and investment agreements such as NAFTA, FTAA and the MAI on their ability to fulfill obligations under the Covenant and what processes have been put in place to review this question? As yet, there has been no conflict evident between Saskatchewan's human rights obligations and the trade and investment agreements mentioned in the question. While there is no formal process in place, there is considerable consultation between officials responsible for trade and those responsible for human rights policy.
    8. Will the Government of Canada be acting on the recommendations of the Canadian Human Rights Commission that the ambit of human rights protections in Canada be expanded to include social and economic rights? What are the views of the provincial commissioners on this issue? The views of the Saskatchewan Human Rights Commission can be obtained by contacting: Ms. Donna Scott
