Asia-Pacific Regional Press Freedom Seminar Country Report - Samoa Having to make materials (such as correspondence and photos) available to someone suing a newspaper for defamation before the case goes to court, is one of the restrictive elements of the 1995 Defamation Act which is in place in Samoa's media laws. This is also well before a determination if there is a case or no case to answer. We in the media see this as mainly a ploy by the government at the time to discourage members of the public from writing revealing letters to the editor under non-de-plumes, often about mismanagement and corruption in high places. Samoa also has a Criminal Libel Law still in place, a legislation recently used by the late Prime Minister against the Samoa Observer newspaper. The case was dropped after the passing of the plaintiff. Such legislation is seen as archaic and must be scrapped. There are also the Printers and Publishers Act; and the Indecent Publications Act. Samoa's media today, enjoy unrestricted freedoms within the confines of the principles and ethics of the trade, compared to say seven to ten years ago when three pieces of legislations were rushed through parliament mainly to curb media and information freedom. The laws are still in place although we have been told by our political masters that they serve a purpose synonymous to 'Big Brother' - watching over you. Samoa's media exploded over that time especially privately ownership media outlets. Today with a population of 171,000, there are seven radio stations - 1 state owned assuming the role of the public broadcaster, three fully commercial stations owned by a single company and two owned (separately) and operated by the Pentecostal churches.

PSRML Regional Information: Pacific Basin
The areas fall into two categories politicallyflag territories and independent countries associated with the US through compacts of free association. American Samoa, CNMI and Guam are all flag territories, which makes them officially part of the United States. Their citizens are also US citizens. FSM, RMI and Palau are all independent countries with compacts of free association with the US. This means that the US provides development assistance and defense, and that citizens can move freely across US borders. Communication both within the area and between the area and the PSRML office can be challenging because it ranges over sixteen time zones. Be careful: even the date may differ as the international date line runs through the region. Further complicating matters, although California (like the vast majority of the United States) observes daylight saving time, none of the six island jurisdictions does. New Zealand occupied the German protectorate of Western Samoa at the outbreak of World War I in 1914. It continued to administer the islands as a mandate and then as a trust territory until 1962, when the islands became the first Polynesian nation to reestablish independence in the 20th century. The country dropped the "Western" from its name in 1997.

Grants awarded totaling over 2 million dollars for the first time in Western SARE program’s 13 year history. Western SARE’s portion of direct grants to farmers and ranchers increases by over 40 percent. Logan, UT – The Western Sustainable Agriculture Research and Education grants program awarded a record amount of funds for diverse projects throughout the West. In total, more than 60 grants valued over $2.1 million will support sustainable agriculture research, education and professional development projects in 17 states and Pacific Islands on a diverse range of topics. "After years of level funding and increasing demand, it’s nice to be able to fund more valuable work that can improve producers’ bottom line, protect the environment and strengthen communities," said Phil Rasmussen, regional coordinator of Western SARE and a soil scientist at Utah State University. Sustainable Agriculture Research and Education proposals and Professional Development proposals were selected to receive funding for farming techniques dealing with: disease and pest control; pollution prevention; water conservation; composting for soil building and nutrient waste management; alternative cropping systems (including agroforestry); market enhancement; and system diversification, among other related sustainable agriculture topics.

Mauritania Time and Date Mauritania History Back to Top The Sahara has linked rather than divided the peoples who inhabit it and has served as an avenue for migration and conquest. Mauritania, lying next to the Atlantic coast at the western edge of the desert, received and assimilated into its complex society many waves of these migrants and conquerors. Berbers moved south to Mauritania beginning in the third century A.D., followed by Arabs in the eighth century, subjugating and assimilating Mauritania's original inhabitants. From the eighth through the fifteenth century, black kingdoms of the western Sudan, such as Ghana, Mali, and Songhai, brought their political culture from the south. The divisive tendencies of the various groups within Mauritanian society have always worked against the development of Mauritanian unity. Both the Sanhadja Confederation, at its height from the eighth to the tenth century, and the Almoravid Empire, from the eleventh to the twelfth century, were weakened by internecine warfare, and both succumbed to further invasions from the Ghana Empire and the Almohad Empire, respectively. The one external influence that tended to unify the country was Islam. The Islamization of Mauritania was a gradual process that spanned more than 500 years. Beginning slowly through contacts with Berber and Arab merchants engaged in the important caravan trades and rapidly advancing through the Almoravid conquests, Islamization did not take firm hold until the arrival of Yemeni Arabs in the twelfth and thirteenth centuries and was not complete until several centuries later. Gradual Islamization was accompanied by a process of arabization as well, during which the Berber masters of Mauritania lost power and became vassals of their Arab conquerors.

    This is the acronym for `South Pacific Regional Trade and Economic Cooperation Agreement' between Australia, New Zealand on one hand and the South Pacific Forum Island Countries. The agreement which came into force on 1 January 1981, is on a preferential non-reciprocal basis. Preferences are in the form of duty free and unrestricted access or concessional access for specified products `originating' from the FIC. Recently the requirements have been relaxed in respect of exports consisting of inputs of products covered by Australia and New Zealand Closer Economic Relations Trade Agreement (ANZCERTA). Export of products in these circumstances would require Western Samoa (and FIC) content of at least 25%.

    Four hundred ninety-one students and one hundred five teachers from eighty-six schools participated in the twenty-third annual National History Day in Missouri competition held on the University of Missouri-Columbia campus, April 12. The two hundred seventy-eight entries that qualified for state competition had been selected at the nine regional contests earlier in the spring. Seventy-three students won awards and thirty-three claimed special prizes at Columbia. Forty-six of Missouri's best students went on to represent the state as delegates to National History Day, June 15-19 at the University of Maryland, College Park, competing against more than 2,000 students from around the country. Four Missouri students came home with medals by placing 2nd and 3rd in their categories, while 13 others made it to the final round of national competition.
    The State Program
    National History Day in Missouri is a program that encourages young people to conduct extensive research and to explore historical subjects related to an annual theme. Participants present their findings in papers, exhibits, performances, and documentary presentations at local History Day events, district and state competitions, and finally at a national contest at the University of Maryland-College Park. In addition to running the annual state contest and overseeing the nine regional programs withing Missouri, NHDMO presents teacher workshops and creates lesson plans and annual, theme-related, local topic lists, which it makes available on its website:

    A Directory of Wetlands in Oceania by Cedric Schuster nt Area: 2,935 sq.km. Population: Western Samoa is an independent state in the South Pacific situated between latitudes 13° and 14°30' South and longitudes 171° and 173° West, approximately 1,000 km northeast of Fiji. The state comprises two main inhabited islands, Savai'i (1,820 sq.km) and Upolu (1,105 sq.km), and seven islets, two of which are inhabited. Western Samoa is an oceanic volcanic archipelago that originated in the Pliocene. The islands were formed in a westerly direction with the oldest eruption, the Fagaloa volcanics, on the eastern side. The islands are still volcanically active, with the last two eruptions being in 1760 and 1905-11 respectively. Much of the country is mountainous, with Mount Silisili (1,858 m) on Savai'i being the highest point. Western Samoa has a wet tropical climate with temperatures ranging between 17°C and 34°C and an average temperature of 26.5°C. The temperature difference between the rainy season (November to March) and the dry season (May to October) is only 2°C. Rainfall is heavy, with a minimum of 2,000 mm in all places. The islands are strongly influenced by the trade winds, with the Southeast Trades blowing 82% of the time from April to October and 54% of the time from May to November. The closeness of Western Samoa to the cyclone belt means that is it frequently affected by cyclones, with the two worst cyclones in recorded history occurring in 1990 and 1991.

    The regional delegation in Manila changed its structure somewhat in 1996 with the addition of a part-time ICRC representative for the Pacific, based in Fiji. The newly appointed representative was active primarily in promoting knowledge of and compliance with international humanitarian law across the region, thus leaving the Manila-based regional delegate more time to concentrate on the Philippines, Papua New Guinea, Australia and New Zealand.
    Both the Fiji-based ICRC representative and the regional delegate travelled extensively in the south Pacific to maintain contacts with governments and National Societies. In July the regional delegate took part in the Pacific Red Cross Societies' VIIth Programme Meeting, in Western Samoa.
    Like all ICRC delegations, the Manila delegation worked to promote adherence to the various instruments of international humanitarian law by the States within its region. In June, Palau acceded to the four Geneva Conventions and their Additional Protocols. In July, the Philippines ratified the 1980 UN Weapons Convention and three of its four Protocols.
