ESTIMATED 2000 POPULATION: CLIMATE: Rwanda has a tropical climate influenced by altitude. There are two dry seasons, a short dry season from January to February and a long dry season from June to September, as well as two wet seasons, one from October to December and the other from March to May. Rainfall is heaviest in the west and decreases in the central uplands and to the north and east. Average annual precipitation in Kigali is 1,000 mm and average temperature ranges are from 19 degrees Celsius (67 degrees Fahrenheit) in January to 21 degrees Celsius (70 degrees Fahrenheit) in July. PEOPLE: The principal ethnic group are the Hutu who account for 90% of the population, followed by the Tutsi who account for 9%. The smallest ethnic group are the Twa who are Pygmies and account for 1% of the population. The ethnic alien groups include Indians, Pakistanis, Arabs and Belgians. DEMOGRAPHIC/VITAL STATISTICS: Density; 284 persons per sq km (737 persons per sq mi) (1991). Urban-Rural; 5.4% urban, 94.6% rural (1991). Sex Distribution; 49.4% male, 50.6% female (1990). Life Expectancy at Birth; 46.9 years male, 50.2 years female (1990). Age Breakdown; 49% under 15, 26% 15 to 29, 14% 30 to 44, 7.5% 45 to 59, 3% 60 to 74, 0.5% 75 and over (1990). Birth Rate; 51.2 per 1,000 (1990). Death Rate; 17.2 per 1,000 (1990). Increase Rate; 34.0 per 1,000 (1990). Infant Mortality Rate; 122.0 per 1,000 live births (1990).

Environmental Scarcity and Violent Conflict: The Case of Rwanda by Valerie Percival and Thomas Homer-Dixon Part 2
FOUR HYPOTHESES LINKING
ENVIRONMENTAL SCARCITY AND CONFLICT
The preceding account has shown that environmental scarcity was correlated with conflict in Rwanda. But to establish environmental scarcity's causal role, it is not enough to demonstrate that high levels of environmental scarcity were accompanied by conflict. To avoid spurious claims about causation, we must analyze all factors contributing to the Rwandan conflict and the interaction of environmental scarcity with these factors. We propose four hypotheses specifying possible links between environmental scarcity and violent conflict in Rwanda. The first focuses on high levels of grievance caused by high population growth and decreased food production; this grievance caused increased levels of frustration, aggression, and conflict. The second highlights how state institutions were weakened and how the state became increasingly unable to manage the transition from authoritarian rule. According to this hypothesis, the 1989 famine, continuing food shortages, and population pressures were partly responsible for this weakening of the Rwandan state. The third emphasizes the development and manipulation of ethnic identity by elite groups in order to maintain popular support for the regime within the Hutu community. The fourth hypothesis synthesizes the first three by identifying elite insecurity as the central variable. The insecurity of Hutu elites increased because of internal and external pressures for democratization and the concessions of the Arusha Accords, both of which occurred in the context of falling coffee prices, structural adjustment, the civil war, and environmental scarcity. The Arusha Accords weakened key segments of the Habyarimana regime; these groups then tried to retain control of the state by harnessing popular support and frustration after the death of Habyarimana. Each hypothesis is discussed in detail below.

Rwanda is a landlocked country in central/east Africa. It is recovering from a civil war and genocide in which as many as one million Tutsis and Hutus were killed. Hotels and guest houses are adequate in Kigali, the capital, and in major towns, but they are limited in remote areas.
ENTRY REQUIREMENTS: A passport and evidence of yellow fever immunization are required. Visas are not required for American citizens entering Rwanda for less than 90 days. U.S. citizens planning on working in Rwanda should apply for a work permit at the Department of Immigration as soon as possible after arrival in Rwanda. Detailed entry information may be obtained from the Embassy of the Republic of Rwanda, 1714 New Hampshire Avenue, N.W., Washington D.C. 20009, telephone 202-232-2882, fax 202-232-4544, Internet site: http://www.rwandaemb.org/rwanda/. Overseas inquiries may be made at the nearest Rwandan embassy or consulate.
Travelers who wish to travel to the neighboring Democratic Republic of the Congo (DROC) with visas and/or entry/exit stamps from Burundi, Rwanda, Uganda or Zimbabwe may experience difficulties at the DROC airport or other ports of entry. Some travelers with those visas or exit/entry stamps have been detained for questioning in DROC.

  • With the recent publication of many holocaust novels for teens and motion pictures such as Schindlers List , students have a general knowledge of the concept of genocide. This can lead to a good class discussion and an opportunity for the teacher to introduce the terms assimilation, racism, ethnic cleansing and genocide.
  • Giving students a periodical article or various articles which relate an incident of genocide and asking students to create a possible scenario(or research the actual events) of how these atrocities might occur creates a mind set for understanding how the rules and laws of a society/civilization can crumble.
  • Assigning a text reading which summarizes important events leading to genocide reinforces the terminology. Pages 34-41 of the text, Facing The Future by Oxford Press presents an introduction to many of the important concepts necessary to the understanding of such an escalation of violence.
