    We can only use our equipment 50% of the time," says Vera V. Miassoedova, chemistry professor at the Institute of Chemical Physics in Moscow. The rest of the time the equipment is switched off. The institute can only afford to meet half of the electricity costs, she explains. "The institute does not have money for new equipment," she continues. "It is a very difficult situation at the moment." Miassoedova's institute is one of more than 400 institutes of the Russian Academy of Sciences that carry out-or attempt to carry out-fundamental research in science in the Russian Federation. Since the breakup of the Soviet Union in 1991 and the end of the centralized, state-dominated Soviet economic system, the scientific community in Russia has been left scrapping for morsels from a free-market economy riddled with corruption. The struggle to find adequate funds to carry out research, scarcity of materials, aging equipment, lack of foreign scientific journals, low popular esteem, and pitiful salary levels have combined to have a debilitating effect on Russian science. There is little or no incentive for even the most gifted and enthusiastic scientists to pursue a career in basic scientific research in Russia.

    Quo vadis? Contribution by Richard Burger, INTAS, to Session 1 of the Seminar on Innovation Policy and the Valorisation of Science and Technology in Russia 1.1. The Soviet Legacy The Soviet Union’s political and economic orientation, defined by the cold war paradigm, left Russia as a generally relatively poor country disproportionately well endowed with a highly developed scientific and technological potential. For instance, at independence in 1991 Russia inherited about half the former Soviet Union’s population, but a much greater share of its sciences resources (between 65 and 70%), which in the Soviet Union were concentrated in Belarus, Russia and Ukraine. In fact, the industrial structure inherited by Russia in 1991 was that of a highly military-industrialised economy which monopolised talent and resources, with a very low inter-sectoral mobility of human resources and expertise. Almost ten years later, the different socio-economic challenges facing Russia in its transition from a centralised command economy to a social market economy remain highly inter-connected and are thus impossible to tackle in isolation. For instance, a key problem of Russia science sector is that it is "over-aged", with the average age of scientists by now well above 50 years and continuing to rise. At the same time, the low level of expected rewards, not least financial ones, negatively affects young people’s willingness to pursue a scientific career. Also, as for other sectors, scientific careers are to some extent hampered by Russia's mandatory 2-year military service for men.

    How does zero light bill sound to you?
    Most people would like a lower, or no, utility bill. Zero Energy Building homes may make it possible to have zero energy costs with the ability to produce as much energy as is used on an annual average basis. DOE's Oak Ridge National Laboratory recently announced an effort to construct up to up to twenty Habitat for Humanity houses with energy-efficient building technologies. Some of the homes will be DOE Building America homes, which save 50 to 70 percent on energy requirements, and some will be Zero Energy Building homes.     At some point during each year nearly half of the Earth's surface becomes subject to snow, ice or frozen ground. Gaining new knowledge of these cold regions and putting that knowledge to work for the Corps of Engineers, the Department of Defense, and the nation is the task of the U.S. Army Cold Regions Research and Engineering Laboratory in Hanover, New Hampshire. Housing the nation's most comprehensive assemblage of cold regions experimental and laboratory facilities and technical expertise, CRREL is a world leader in developing methods for building, traveling, living and working in some of the most extreme environments on Earth.

    CRREL's product is knowledge of the winter battlefield, of the environment, of basic physical processes, and of engineering technology that works in the cold. For this knowledge to be put to use, either to solve an immediate problem or to serve as the basis for future research, it must be properly managed. Managing CRREL's ever-growing accumulation of cold regions knowledge is the job of the information management elements of the Technical Resources Center that staff the DoD-designated Cold Regions Science and Technology Information Analysis Center. CRSTIAC serves as the nation's corporate repository for data generated within this unique area of science and engineering. Its mission is to gather, process, analyze and disseminate the most comprehensive collection of cold regions knowledge in the world. Within the lab's modern Technical Information Analysis Center or TIAC ("Tyak") facility, a state-of-the-art technical information management environment supports digital electronic data acquisition, communication, storage, retrieval, illustration, imaging, analysis, editing and publication.

    BBC correspondent in Moscow Russian scientists have organised a march on Moscow in protest at the desperate state of affairs in Russian science.
    Russia's budgetary spending on science is now less than a budget of a single major Western university
    About 150 scientists from across Russia are setting off on foot from a research centre 100 kilometres (62 miles) to the south of Moscow. They plan to cover the distance in three days and hold a rally by the gates of the Russian Government offices on Thursday. They will urge the government to reverse the current downward trend and increase the funding for science. Brain drain Russian science, once the envy of the world, is now a shadow of its former self, scientists here say.

    By Peyrets Goldmacher Never in the history of emigration from Eastern Europe and Russia have so many highly qualified science and technology professionals come to the United States as have arrived in the last few years. According to New York City government statistics, between 18,000 and 22,000 Eastern Europeans a year are settling in the New York area alone. Of these, more then 12,000 a year are employable adults. Sixty percent of them have university degrees; of this 60 percent, 9 percent are scientists and research engineers. These emigre scientists face many challenges as they try to become productive members of American society. Insufficient knowledge of English is one of their major obstacles; compounding this is their unfamiliarity with such essential steps in the job-hunting process as resume writing, interviewing, and salary negotiating. Because of such difficulties, these scientists are often forced to take unskilled, poorly paid jobs; many end up turning to welfare. Because the Soviet Union was a closed society, American scientists are largely unaware of the qualifications of these potential colleagues. Many Russian immigrants have earned not only the "candidat nauk" degreeroughly the equivalent of the U.S. Ph.D.but also a "doctorat nauk," generally granted after prolific post-Ph.D. research output.
