NEW YORK, NY - The Mid-Atlantic - Russia Business Council and the U.S. Department of State announce the continuation of the series of seminars on "Russian Science & Technology Opportunities for U.S. Business." Due to the success of the first thirteen seminars in the Mid-Atlantic region in Spring 2001- Spring 2003, six new seminars will be organized beginning in late Fall 2003 and running through 2004 that will extend throughout the East Coast and Eastern United States. The largest, culminating event of the series will take place on May 26, 2004 in New York City. Each seminar will highlight different institutes, scientists and projects in Russia. The culmination of this series in 2004 will be held in conjunction with the CeBIT America Information and Communications Technology Trade Fair on May 25-27, 2004 at the Jacob K. Javits Convention Center in New York City, NY. A delegation from the Russian Federation representing companies in the information technology, telecommunications and other technology industries will be present to have a full day of panel discussions and to exhibit the latest advancements in Russian technology for the duration of the CeBIT America. The Russian delegation visit will be organized in association with The International Science Technology Centers, The Ministry of Economic Development and Trade of the Russian Federation, The Chamber of Commerce and Industry of the Russian Federation, The Moscow Entrepreneurs Association, Algorithm Group, with promotional support from Integral, SiliconTaiga and Groteck.

The Partners Program, through Science Centers in Moscow and Kiev, offers U.S. businesses a protective infrastructure for funding basic and applied research projects, technology development, and technology demonstration research in the former Soviet Union. Included in these sessions will be presentations by U.S. corporations with significant transfer technology collaboration experience in Russia. The MARBC Russian Technology Pavilion will have an extensive display in the Exhibit Hall featuring the vast array of Russian science and technology capabilities. Specialised Russian Science and Technology Exhibition in Malaysia
A specialised exhibition-seminar for Malaysian specialists opened in Kuala Lumpur on Thursday. It is organised by the Russian Industry, Science and Technology Ministry along with the Russian Centre for Science and Culture in Kuala Lumpur.
Russian scientists and experts arrived in the Malaysian capital to acquaint local specialists with resource-saving technologies worked out in Russia. The importance of such technologies is increasing now that natural resources are being exhausted.
Experts from the "Tribotekhnologia" laboratory affiliated to the Research Institute of Physical Problems, from the All-Russian Research Institute of Railway Transport, the Moscow Energy Institute and the Railway Ministry will share their experience of using resource-saving technologies in Russia.
Russian specialists will hold consultations and provide recommendations for the exhibition's visitors on all aspects of Russian resource-saving high technologies of different profiles that make it possible to not only significantly diminish the consumption of oil products and electricity, but also prolong the service life of machines and mechanisms.

The New Crew Resumes Experiments on Board the International Space Station
The new crew of the ISS, Gennady Padalka and Michel Fincke, continues experiments started by the previous one. Growing greens is one of their favourite jobs. They grow beans but salad grows fast in zero gravity. These experiments might useful for interplanetary flights, which needs closed state life supporting system rather than an artificial. This system must produce oxygen and remove carbon dioxide. One of the favourite jobs of Michel Fincke is the use of ultrasound equipment for monitoring the work of heart and other internal organs.
Autonomous Space Tug
This is a spacecraft to tow satellites and small space stations to higher orbits, including that of moon and Mars. Kosmotras, a Russian-Ukrainian space company developed it. Its managing director Vladimir Andreev said that the company signed a contract with the American Bigelow Corporation to launch six satellites.
Russia Produces Yak-130 Aircraft
Russia has started serial production of the fifth generation Yak-130 aircraft, a combat trainer, which was developed by the Yakovlev design bureau. The production line for the aircraft has been set up at the Sokol Aviation Plant in Nizhny Novgorod. The aircraft is equipped with computers and a three-channel information exchange multi-plexer and a new glass cockpit. The navigation suite includes laser gyroscope and GLONASS/NAVSTAR global positioning. The aircraft is equipped with a digital controlling system and Zvezda K-36lt3.5 zero-zero ejection seats and is powered by two engines.

A new study that inventories U.S.-Russian joint work in science and technology has given a thumbs-up regarding the benefits of such collaboration, although obstacles to and opportunities for strengthening research alliances in the future do exist. The study, U.S. Government Funding for Science and Technology Cooperation with Russia , was prepared for the White House Office of Science and Technology Policy by RAND's Science and Technology Policy Institute, based in Washington, D.C. The Science and Technology Policy Institute is a federally funded research and development center sponsored by the National Science Foundation and managed by RAND. The institute conducts independent research and analysis on policy issues that involve science and technology. More Stories

Russia: A Science and Technology Profile was published in March 1999. It is the latest document in a BC/DTI funded series of Profiles for many different counties e.g. Brazil, Japan, India and Korea. The one for Russia, the last in this series, was drafted with the help of the Russian Centre for Science, Research and Statistics , and provides a great deal of information on the Russian science context, including Government reforms and policies, science education, Science Towns, regional scientific activities, some striking Russian scientific achievements/commercial potential and contact details for Russian scientific institutions. Its aim is to provide an introduction to Russian Science for an interested western audience and to encourage new links between scientific organisations and companies in the UK and Russia.

In March the CRDF’s Basic Research and Higher Education (BRHE) program announced new grants to establish Technology Transfer Offices (TTO) at four universities in Russia. The universities were selected under a competition launched by BRHE in December 2002. The four award recipients are:
  • Nizhniy Novgorod University St. Petersburg State University Tomsk State University Ural State University/Ural State Technical University (joint award)
The TTOs will perform technology audits of research conducted at CRDF-funded Research and Education Centers and their host universities; assess market need for and market worthiness of technologies; boost patent filing; explore commercialization and licensing opportunities; and market patented technologies to Russian and international companies. The CRDF will train TTO staff and bring key personnel to the United States to attend conferences, seminars and meetings on technology transfer.

Introduction Next Steps to Market (NSTM) program . The W. Alton Jones Foundation provides partial funding for this effort. For all Next Steps projects, U.S. companies are required to cost-share on the full proposal. Background on the CRDF Next Steps to Market Program The NSTM program provides grants for pre-commercial, that are carried out by a team of U.S. and Russian scientists and engineers. The CRDF investment in each project typically will average $75,000 for a period of up to two years. The primary U.S. partner must be a for-profit corporation that agrees to CRDF requirements for cost sharing. The U.S. team may also include researchers from U.S. non-profit institutions. The Russian partners are typically research scientists or engineers at research or educational institutions, small companies, or other organizations.

i heard on a coast to coast interview a while back with i think it was nick cook, it was said that the russian's had offered to create a tornado during the war in iraq but the propsoal was dismissed....has anyone else heard of this or have any infomation regarding anything relating to this topic.

Is the idea of 'Peak Oil' a myth laid out by the Oil companys so they can justify a price rise? I used to believe the tale that the worlds oil reserves are fast running out and that if we don't find alternate source of energy we pretty well buggered!
But after reading this I am starting to wonder. I'm going to look into the Russian research a bit more. I suggest you read newsletters 52 on.
