34 447 is one of three components of Russian Studies IV and is taught in Semester 2. Classes and other work:
This comprises a combination of lectures, tutorial discussion of key points (based on lectures and on independent study) and tutorial discussion of television broadcasts (which are viewed in class). Total number of class hours is 25. Students also have to submit two written analytical summaries of Russian television news broadcasts. Texts:

The group was in the country for most of November “to discover Papua New Guinea as a travel destination”.
The 11 – member group, which comprised of three independent TV crews, two travel specialists and a public relations officer, arrived in Port Moresby on Friday, November 1, for an intensive three – week tour of Port Moresby, Lae, Madang, Rabaul, and New Ireland accompanied by TPA marketing officers.
This is the first visit of Russian TV crews to PNG and upon their return to Moscow, there will be a series of reports on TV, as well as articles in newspapers and magazines.
Included in the group is Paul Liberman, who is one of the most popular television personalities in Russia.

The Russian public had hardly recovered from the grisly Moscow theater siege before Parliament began blaming the press for expressing anti-government sentiments. In the end, President Vladimir Putin ceremoniously vetoed amendments to press and anti-terrorism laws that would have imposed new restrictions on the media. Journalists stopped short of praising the Kremlin, whose long hand was seen behind the legislation. Since Putin came to power in 1999, independent media have come under increasing pressure. Criminal investigations forced two of the biggest media magnates, Boris Berezovsky and Vladimir Gusinsky, into exile. The situation, it seemed, could hardly get worse. In Novoye Vremya (Nov. 24), Tatyana Kamoza noted Russia’s already low press-freedom ranking: Before the Moscow hostage-taking, according to the French group Reporters sans Frontières, Russia took 121st place out of 139 countries, ahead of Iran but behind Ukraine (112).

NTV senior management on 30 January issued a press release saying the company does not have an "executive board" and, therefore, the vote of no confidence in Senkevich is not valid, ITAR-TASS and Interfax reported. Newly appointed Gazprom-Media General Director Aleksandr Dybal also expressed this opinion. Gazprom-Media owns NTV. Dybal declared his complete confidence in Zemskii, saying there can be no doubts about his professional competence, newsru.com reported on 31 January. The disputed NTV Executive Board the same day issued an open letter to Gazprom CEO Aleksei Miller that states the station "is on the brink of a crisis" and appeals for him to intervene. Copies of the letter were sent to the Media Ministry and President Vladimir Putin's administration. Newsru.com quoted Mitkova as saying the situation cannot be resolved "without interference from above." RFE/RL 31.i.03)

    Government cuts the branch it's sitting on
    By Avtandil Tsuladze, Natalia Rostova The emergence of the Press Ministry’s draft media guidelines containing ''the rules of conduct'' for media in crisis situations is evidence of the authorities’ poor understanding of what a vital role the Russian media played in the relatively successful conclusion of the Moscow hostage crisis. In the aftermath of the Moscow hostage drama, Russian authorities announced new guidelines for journalists covering terrorist attacks. The Press Ministry issued the draft guidelines 10 days after the storming of a theatre held by Chechen terrorists. The draft, which is to be reviewed shortly by the Media Industrial Committee (a body comprised of representative from media businesses, formed earlier this year as a lobby group for the industry), emerged a few days after the State Duma endorsed controversial amendments to the law on mass media and on combating terrorism. While independent media observers and leading journalists argued that the media community itself should draw up the ethical principles for journalists covering terror attacks (especially because the Union of Journalists of Russia elaborated such principles over a year ago), the state authorities apparently decided that such rules should be imposed on it from above.

THE RUSSIAN AUTHORITIES ARE NOT RESPONDING IN ANY WAY TO MEDIA ITEMS OF THIS NATURE. The Moscow Helsinki Group (MHG) has released the results of its study of racist, nationalist attitudes and other xenophobic ideas in the Russian media. According to the MHG, over the past three years the number of media items disseminating intolerance and hatred of people in Russia who are not ethnic Russians has risen sharply in Russian- language newspapers, magazines, radio, and television in all 89 regions. According to the Prima news agency, the MHG found that xenophobia is expressed most strongly against Chechens and other people from the Caucasus. Americans are next, followed by Jews. Chechens are hated because of terrorism. Everyone from the Caucasus is disliked because of late they have "taken over" all major cities and frequently do not behave as befits their position of resettlers and guests, not respecting local customs and lifestyles.

TEXT: Matt Taibbi and Mark Ames are self-described pranksters and humorists who have been living in Russia for most of the past seven years. Together they edit the Exile, a mostly satirical but occasionally serious weekly with a circulation of 25 thousand. They have many more readers-mostly in Americaon their Russian registered internet web-site. Speaking at Washington's respected Center for Strategic and International Studies, the two Americans say flawed aid policies seen as supportive of Russia's new ruling class of oligarchs have fueled rising anti- Western sentiment. The two Americans have a low opinion of incoming President Vladimir Putin, whose allies-they believe- are using intimidation to extend their control over the Russian news media. Mr. Ames say independent journalists in Russia are like rabbits cornered by wolves. //Ames act// As we said, in our opinion, there is only really one hard-hitting opposition press outlet left. And that is Novaya Gazeta. I mean, N-T-B (television) has been defanged, Moscovsky Komsomolets and Sovershenno Secretno have been defanged. //end act// Mr. Taibbi believes his English-language newspaper has escaped intimidation because it is so small it hasn't been noticed in the Kremlin. Mr. Taibbi believes the International Monetary Fund has made the economic situation in Russia worse not better. //Taibbi act// One of our big criticisms has been, that the I- M-F, during the mid-1990s there was a lot of I- M-F money in town and a lot of it went to American and European consultants who were living on exhorbitant salaries and per diems. And meanwhile these same people were giving advice to the Russian government to lay off thousands or even millions of people. This is something that Russians did not miss. I mean this was a very ugly thing. I mean to see westerners coming in and making a lot of money and then being told that they had to fire their own people. //end act// The two Americans describe a new Russia in which cynicism and criminality are rampant.
