Aims/objectives

The objective of IWGIA' s project work in Russia is
  • to incorporate and engage indigenous peoples in the legal development process,
  • to enhance the respect of their human rights,
  • to strengthen their participation in the democratic processes towards fair and constructive agreements with the nation state
  • to support regional capacity building for indigenous institutions and organisations.
IWGIA' s support includes support to the indigenous umbrella organisation the Russian Association of the Indigenous Peoples of the North (RAIPON) in their lobby work in the Russian Federation parliament and in their legal capacity building projects. The component seeks to promote the rights and protection of indigenous peoples through federal legislation by means of consultation and lobbying of political decision-makers.
IWGIA' s project activities
IWGIA is engaged in activities that strengthen indigenous peoples' democratic participation and legal rights, primarily through the promotion of an 'Indigenous Peoples' Parliament' . These project activities build upon the ideas and aspirations of RAIPON concerning the establishment of an Indigenous Peoples' Parliament in Russia, which resemble similar initiatives on self-government and indigenous peoples' parliaments elsewhere in the Circumpolar North, e.g. the Saami Parliaments.

Survival International Site created by A.Filtchenko: 28/12/1999 updated by A.Filtchenko: 01/05/01 SIBERIA Siberia is a part of Asian territory of Russian Federation between Ural mountains in the West and the mountains of the Pacific Ocean watershed in the East; between Arctic Ocean in the North and the steppes of Kazakhstan Republic and Mongolia in the South. It stretches 3500km North to South and 7000km West to East with a total territory of some 10.000.000 km2. In accordance with its geographic and climatic conditions it is divided into Western (occupying predominantly Western lowlands and Altai mountains) and Eastern Siberia (comprising elevation occupying mostly the Mid Siberian plateau). Western Siberia occupies the territory between the Ural mountains in the West and the Yenisey River in the East. Most of the territory presents a woody lowland (taiga) rich with marsh, rivers and numerous lakes, in the North transforming into tundra ecosystem and in the South into more elevated open lands and rocky Altai mountains. New Permanent Forum on Indigenous Issues to Meet at the United Nations, New York, 13-24 May 2002 The historic first session of a new United Nations body, the Permanent Forum on Indigenous Issues, will meet for two weeks at UN Headquarters in New York from 13 to 24 May. As many as six hundred or more indigenous people are expected to attend. The Forum will be officially inaugurated by United Nations Deputy Secretary-General Louise Frechette on 13 May at 11:00 in Conference Room 2. Economic and Social Council President Ivan Simonovic (Croatia), High Commissioner for Human Rights Mary Robinson, an indigenous elder and an indigenous youth are also expected to speak. The opening meeting, and others yet to be determined, will be open to media. Indigenous peoples have not before been able to represent their own interests directly to any major body of the UN. This new entity will break new ground, as the Forum - including eight indigenous experts - will advise and report directly to the Economic and Social Council. However, the 16 members who make up the Forum are not representatives, as such; rather, they are operating in their own capacities as independent experts. As set out in the resolution establishing the Forum, eight indigenous members are to be appointed by the President of the Council, following consultation with regional groups and indigenous organizations; the other eight members are nominated by governments and elected by the Council. All members will serve for three years with the possibility of re-election for one additional term.

During a trip organized by Pacific Environment of San Francisco, Herb and Susan Hammond spent three weeks in Kamchatka and Kemerovo Region in October 2003. Kamchatka: Herb Hammond presents in English while Misha Jones provides simultaneous translation during workshop. A portion of the Kamchatka landscape. Kemerovo Region: The Hammonds traveled from Kamchatka to Kemerovo Region and were hosted by Sasha and Lyuba Abramachov in the city of Mezdurechensk. Sasha and Lyuba are from the Shoret Indigenous people and are working very hard to document the history and culture of their people. Sasha is beginning an ecosystem-based conservation plan that will form the foundation of an application for a Territory of Traditional Nature Use, a designation recently made available to Indigenous people in Russia. The Hammonds visited the town of Tashtagol, neighbouring Shoret villages, and the forests of the region.

From Khabarovsk to Geneva: A long way to recognition
Following the official celebration of the International Indigenous Peoples' Day, the debates of the Working Group were carried on in a colourful atmosphere and tackled the theme of Standard Settings. This question is of an utmost importance as it will be the basis of a final declaration on Indigenous Peoples' Rights. Among other speakers, Mrs. Dimitri Vaulin and Mr. Michael Todishev, both from the Association of Indigenous Peoples of the North (RAIPON), made some proposals in order to improve the rights of people living in Northern and Far East Russian Territories like the Oroch People, one of the smallest groups in northern region of Khabarovsk. Later, on the fringe of its official statement, Mr. Michael Todishev (the Vice-President of RAIPON), told us more about the political situation of those indigenous people.

Day of World's Indigenous people celebrated on Friday
Day of the World's Indigenous People is celebrated on Friday, August 9th. For the first time this day was marked in 1995, when the UN General Assembly proclaimed the International Decade for the World's Indigenous People.
The UN experts decided to pay serious attention to indigenous people because of the disastrous state of many ethnic groups in different countries and their considerable contribution into the common history of the Earth.
According to UN data, there are at least 5,000 groups of indigenous peoples, living in 70 countries on the five continents. Their total number is some 300-500 million people. Some of them follow traditions of many generations of their ancestors, others live in big cities and use all achievements of the modern civilisation.
According to the official classification, indigenous people are those living in their native territories, having a historic homeland only in one place on the Earth and having no state formation at the level of a subject of the international law.
In Russia there are some 100 indigenous peoples. They make 15 per cent of Russia's population. Only a few ethnic groups boast a population exceeding 1 million people, - the Tatars, Chuvashes, Bashkirs and Mordovians.

Arctic Russia However, these people, their environment and their sacred sites are no longer remote and untouched. Increasing natural resource exploitation, weak environmental laws, feeble protection of indigenous rights by state and local governments, and growing difficulties in maintaining traditional livelihoods are among the challenges they face. The issue of protecting the sacred sites of indigenous peoples of the Arctic was largely ignored until the late 1990s, when a number of international groups recognized the need for a project to enhance the protection of such sites and began preliminary investigations. In 2000, a coalition of organizations led by the Russian Association of Indigenous Peoples of the North (RAIPON) initiated a program to document sacred sites in two regions of the Russian Arctic and explore protection measures. RAIPON partnered with Conservation of Artic Flora and Fauna (CAFF) and the Danish Environmental Protection Agency, which funded the project. In January 2004, CAFF released a 100-page technical report entitled The project focused on two pilot regions: the Yamal-Nenets Autonomous Okrug in northwest Siberia and the Korak Autonomous Okrug in the Russian Far East, along the Bering Sea. From June to September 2001, field researchers visited select sacred sites, administered questionnaires and interviews with members of the indigenous communities, and held focus groups and community meetings. The head coordinators of the project, as well as many of the field researchers and assistants, were themselves indigenous people. The project documented 263 sacred sites in the Yamal and 84 in Koryak, although there are countless others that could not be included because of time and funding constraints as well as cultural restrictions barring access to sites.
