Language and occupation of indigenous peoples Nanai and Udege languages are related to the southern branch of Tungus-Manchjurian languages. Currently, only 44 % of the indigenous population speak their native languages, these are mainly old and adult people. The district administration conducts certain actions to conserve the indigenous languages. A Russian-Nanai dictionary has been published, Nanai language lessons are taught by local broadcasts, and children are taught their native language in schools and kindergartens. However, Nanai families at home speak mainly Russian, though mixed marriages are very rare. Nowadays, as centuries ago, the basic occupation and main source of income of indigenous peoples is the utilization of aquatic and forest resources based on the commune system of ancient times. Five national communes are located in the area of GMFA, they conduct harvesting and primary processing of timber, hunting, building, fishing, crafting, trading, and providing municipal services. Unfortunately, the percentage of unemployed people in the area of GMFA varies from 46 to 52 % in the villages, because of the economic crisis in Russia.

This is the story of how colonization came to the Indigenous Peoples of Alaska. Alaska was being approached from both the east and west. The British, French, and Spanish were on their way towards Alaska from the east, already having encountered the Indigenous Nations of the Mayans, Incas, Iroqouis, Cherokee, and Navajo among many others. From the west, a Russian man named Vitus Bering was sailing towards Alaska from Russia. All this was around the mid 1700's.

Consultation Strategy Background

1. The World Bank was the first multilateral financial institution to introduce a special policy for the treatment of indigenous or tribal peoples in development projects. The main objectives of the policy are to ensure that World Bank-financed development projects do not cause adverse impacts upon indigenous peoples, and that they provide them with culturally-compatible social and economic benefits. Currently, the World Bank is in the process of revising its operational policy on indigenous peoples (OD 4.20) in order to clarify certain aspects of the current policy and to improve future implementation. 2. For the above purpose, a Working Group was formed within the World Bank to revise the current policy, according to new policy guidelines. The Working Group is comprised of social and legal experts in the World Bank and the International Finance Corporation (IFC), a member of the World Bank Group that supports private sector investments in developing countries. The Working Group has produced an Approach Paper which outlines a strategy and set of recommendations for revising OD 4.20. Currently, the Working Group is conducting broad consultations on the Approach Paper which will lead to the eventual revision of the policy.

Papua New Guinea Russia Soloman Islands Sweden Thailand Zimbabwe About 200,000 people from 29 indigenous communities inhabit the vast lands of the Russian Arctic and Far East and use nature in a traditional pattern of hunting, fishing and reindeer breeding. It was in this region that the Tkhsanom Reserve was formally established in December 1998 as a �Territory of Traditional Nature Use�. Covering an area of 2,180,752 hectares, the reserve is a zone of traditional activities by the indigenous Itel'men people, who today number about 2,400. It is estimated that 300 years ago, up to 20,000 Itel'men inhabited small coastal villages on the Sea of Okhotsk and pursued traditional subsistence hunting and fishing. Tkhsanom represents a form of protected area where traditional use, rather than being restricted to the indigenous communities who depend upon them, unites the interests of traditional users with traditional nature conservation. A similar concept, known as a �Resource Reserve�, has also been developed in the Sakha Republic (Yakutia).

Chapter Two: The State of the Environment ... The Arctic Social and economic background The Arctic is rich in natural resources. For several millennia, it has been home to people hunting off the land and ocean. The Inuit have lived and travelled throughout the Arctic for more than 5 000 years (Lynge 1993). Non-indigenous interest in the Arctic began in the 1500s with the search for shorter and faster shipping routes through the northeast and northwest passages. Although disputed by some, it is believed that the the American Robert Peary was the first non-indigenous person to reach the North Pole, in 1909. During the 1950s and 1960s, the Cold War dominated the region. By the late 1970s, the Arctic Ocean was one of the major regions in the conflict between the superpowers. Security concerns dominated. Economic activities also had their geo-strategic component in oil, gas and mineral exploration and exploitation. In the late 1980s, the Cold War came to an end and a new openness and cooperation began (CIA 1978, Samson 1997).

Resources / PTS project go back PTS project Persistent Toxic Substances, Food Security and Indigenous Peoples of the Russian North is a joint project established by RAIPON (Association of Indigenous Peoples of the North, Siberia and Far-East of the Russian Federation), AMAP (Arctic Monitoring and Assessment Programme), and GEF (the Global Environmental Facility). The AMAP Assessments have documented how persistent toxic substances (PTS) have a tendency to be transported to, and accumulate in the Arctic region. They also describe how Arctic ecosystems are particularly vulnerable to exposure to PTS, and why certain Arctic indigenous communities in Greenland and Canada have some of the highest exposures to PTS of any populations on Earth. A number of factors, among which the cold Arctic climate, lipid-rich food chains, and lifestyle of indigenous peoples, in particular their reliance on traditional foods, all play an important role. Preliminary studies in the Russian Arctic upto 1998 showed that environmental levels of PTS can be significantly elevated, however the data were sparse and many areas of the Russian Arctic were not covered in these studies. At the same time, as a result of economic changes in Russia, consumption of traditional food by indigenous peoples in the Russian Arctic increased. For these reasons, the Arctic Indigenous Peoples Organizations (Permanent Participants of the Arctic Council), in collaboration with the AMAP Secretariat, initiated, with financial support of the Global Invironmental Facility (GEF), the project
