Russian delegation to assist in Bank of New York probe

Web posted at: 12:42 p.m. EDT (1642 GMT) MOSCOW (CNN) A high-level Russian delegation will travel to Washington soon to help U.S. officials investigating an alleged money-laundering operation through the Bank of New York, U.S. Rep. Tom Lantos told reporters in the Russian capital. The California Democrat is in Moscow on a private visit. Russian Foreign Minister Igor Ivanov gave a list of the Russian officials slated to travel to the United States to U.S. Ambassador to Russia James Collins at a meeting on Tuesday. Lantos said that the people on the list "are the right people" and that the Russians have apparently decided to cooperate.

Romanian, Russian expatriates conjure up mysteries of home Saturday, October 03, 1998 By Mary Thomas, Post-Gazette Arts Writer Two very different but equally engaging solo exhibitions of paintings by artists expatriated from Romania and Russia shed light on a part of Europe that for all of its touted recent openness remains mysterious. The viewer doesn't have to be a fan of cloak-and-dagger politics to be seduced by the narrative quality of these gorgeously painted, lavishly detailed, representational works. One searches visual clues for messages encoded in scapes that are fantastical or all-too-real, and for insight about the mindset of the artists who are products of these cultural systems. "The Paintings of Valentin Lustig" is at Carnegie Mellon University's Hewlett Gallery, in the College of Fine Arts, through Oct. 25. "Cruel Russia: Recent Paintings by Vadim Bjasso" is at the Pittsburgh Center for the Arts, 6300 Fifth Ave., Shadyside, through Nov. 1. Lustig was born in Romania in 1955, emigrated with his family to Israel where he completed high school, and now lives in Switzerland. The 11 paintings shown are on loan from private collections, including that of Edith Balas, CMU professor of art history and curator of the exhibition. Balas contextualizes Lustig's fanciful, dreamy compositions stylistically within magic realism, a juxtapositioning of the empirical and the improbable often seen in Latin film and literature.

Russian Cabinet faces key vote
Putin could be forced to dismiss prime minister MOSCOW, Russia Communist and opposition lawmakers in the Russian Parliament have moved forward with a proposal that could force early parliamentary elections. The leading members of the State Duma, Russia's lower house of Parliament, scheduled a no-confidence vote in the country's cabinet for March 14, the first since Vladimir Putin became president a year ago. The resolution, which was sponsored by the Communist Party, also won the unexpected support of the Unity party, the largest pro-Putin faction in the Duma. MESSAGE BOARD Changes in Russia If the motion is passed twice within three months, Putin must dismiss Prime Minister Mikhail Kasyanov and his ministers or disband parliament, prompting early elections. The Communists had proposed a no-confidence vote last month. They said they were motivated by the Cabinet's failure to focus on domestic needs.

The merchant ship was boarded with no resistance from the captain or crew, the official said Wednesday.

ROSTOV-ON-DON, Russia (AP) Water began seeping into a mine in southern Russia, trapping 49 miners about 800 meters (2624.67 feet) underground Thursday, emergency officials said. The miners were working in the Zapadnaya mine in Shakty in the Rostov-on-Don region, about 1,000 kilometers (600 miles) south of Moscow, when the accident happened, said Andrei Somishchenko, duty officer at the Emergency Situations Ministry's southern office. He said that all of the mine's electrical systems had shut down, including the platform that lifts the workers out of the mine. A team of 38 rescuers were on the site, trying to reach the men. Officials said they were still not sure what had caused the water seepage. Accidents are common in the Russian coal industry, and miners stage frequent protests over wage delays and declining safety standards. According to the Independent Coal Miners' Union, 68 miners were killed on the job last year and 98 in 2001.

NATO' air campaign in the heart of southeast Europe was a stark reminder to Russia's generals of the growing disparity between its military might and that of Western powers. The Russian government has promised to boost military spending to 28.5 percent of the budget, or $6.7 billion. The United States has proposed a defense budget of $280 billion for the coming year.

MOSCOW, Russia Russia has not ruled out ratifying the Kyoto protocol, a Russian government official says, apparently contradicting earlier indications Moscow will block the environment pact. Russia had not reached a decision on whether to ratify the landmark global climate treaty, Deputy Economic Development and Trade Minister Mukhamaed Tsikanov said on Wednesday, according to the Interfax news agency. On Monday, a top Kremlin aide, Andrei Illarionov, indicated Russia would effectively destroy the agreement as it threatened economic growth it its current form. As a major carbon dioxide producer, Russia's support is crucial to the treaty, which sets targets for countries to reduce greenhouse gas emissions. The pact cannot acquire the force of international law if Moscow rejects it because Russia's industrial emissions are so high it is the world's top polluter. The United States has already pulled out of the Kyoto agreement and major fossil fuel exporter Australia had also declined to sign.

Russian troops invaded to oust Dudayev in December 1994, setting off 13-month war that killed up to 30,000. In 1997, Russian soldiers killed Dudayev. Fighting resumed in 1999, after raids by Chechen rebels into neighboring region and bombings that killed some 300 at apartment buildings in Russian cities. Russian leaders blamed bombings on Chechens.

Surveillance tunnel under Russian Embassy revealed
WASHINGTON (CNN) U.S. intelligence agencies built a secret surveillance tunnel under the Soviet Embassy in Washington, present and former U.S. officials told CNN Sunday. Vice President Dick Cheney, himself a former defense secretary, and other senior Bush administration officials declined comment on the tunnel's existence. But counterintelligence sources told CNN's David Ensor that the tunnel under what is now the Russian Embassy was packed with sophisticated intelligence-gathering equipment worth several hundred million dollars. It is not clear how long it operated. The existence of the tunnel came to light last week when it was revealed that investigators looking into the case of accused spy Robert Hanssen believe he may have told Moscow about the tunnel. Hanssen, a 25-year veteran of the FBI and a counterintelligence expert, was arrested Feb. 18 on charges that he spied for the Soviet Union and later Russia for 15 years, dating back to the waning days of the Cold War.
