THE ECONOMIC GEOGRAPHY OF THE RUSSIAN MOX PROGRAM

Moscow, 1998 Material prepared on the basis of the "Joint Russian-American Study on Plutonium Disposition," released in September 1996 by the Russian Ministry of Atomic Energy and the US Department of Energy to the presidents of the two countries.
Note: English version has been used, in which the Russian reactors and reprocessing plants which will be used in a Russian MOX program are named. The Russian version of the report, for unknown reasons, does not contain this information. In the political arena, Russia has argued for reactor-based options for weapons plutonium disposition-that is, for use of plutonium, made surplus in the process of arms reductions, as an energy source (as a component of nuclear fuel). This fuel is called MOX (Mixed uranium and plutonium OXide). It is proposed that this fuel be "burned" in nuclear reactors. In the report to the US and Russian presidents, two basic scenarios of MOX development involving use of civilian nuclear reactors in Russia are proposed. Information about these is given below. In both scenarios it is supposed that MOX will be used at the BN-600 breeder reactor located at the Beloyarsk Nuclear Power Plant (NPP) as well as in VVER (light-water) reactors. The uncompleted RT-2 reprocessing plant in Krasnoyarsk and a new plant at the "Mayak" site in Chelyabinsk are proposed as sites for fabrication of MOX fuel.

World Facts Index Belarus Map of Belarus Belarus, a generally flat country (the average elevation is 162 meters above sea level) without natural borders, occupies an area of 207,600 square kilometers, or slightly smaller than the state of Kansas. Its neighbors are Russia to the east and northeast, Latvia to the north, Lithuania to the northwest, Poland to the west, and Ukraine to the south. Belarus's mostly level terrain is broken up by the Belarusian Range (Byelaruskaya Hrada), a swath of elevated territory, composed of individual highlands, that runs diagonally through the country from west-southwest to east-northeast. Its highest point is the 346-meter Mount Dzyarzhynskaya (Dzerzhinskaya, in Russian), named for Feliks Dzerzhinskiy, head of Russia's security apparatus under Stalin. Northern Belarus has a picturesque, hilly landscape with many lakes and gently sloping ridges created by glacial debris. In the south, about one-third of the republic's territory around the Prypyats' (Pripyat', in Russian) River is taken up by the low-lying swampy plain of the Belarusian Woodland, or Palyessye (Poles'ye in Russian). Belarus's 3,000 streams and 4,000 lakes are major features of the landscape and are used for floating timber, shipping, and power generation. Major rivers are the west-flowing Zakhodnyaya Dzvina (Zapadnaya Dvina in Russian) and Nyoman (Neman in Russian) rivers, and the south-flowing Dnyapro (Dnepr in Russian) with its tributaries, Byarezina (Berezina in Russian), Sozh, and Prypyats' rivers. The Prypyats' River has served as a bridge between the Dnyapro flowing to Ukraine and the Vistula in Poland since the period of Kievan Rus'. Lake Narach (Naroch', in Russian), the country's largest lake, covers eighty square kilometers.

The Russian National Committee of the International Geographical Union is a national structural unit of the International Geographical Union called upon:
  • to maintain permanent contacts on scientific research and organizational issues between Russian geographers, on the one hand, the core IGU bodies, the National Committees of other member-countries, and various national and international scientific and scholarly organizations, on the other;
  • to form delegations to Congresses, to nominate Russian geographers to the Executive Committee and Commissions of the IGU, to prepare and hold events connected with the participation of Russian geographers in the IGU and other international organizations on geographical sciences;
  • to inform the public of the work of the IGU, its Commissions and other bodies, as well as the national committees of other countries;
  • to promote scientific co-operation with foreign geographical research organizations.

Although often considered a part of Siberia , the Russian Far East is treated separately in some regional schemes. In 2000 the region was made one of seven Russian administrative districts; Khabarovsk is the district administrative center. The Russian Far East is bounded on the NW by the Taymyr and Evenki Autonomous areas, on the N by the East Siberian Sea, on the NE by the Bering Sea, on the SE by the Sea of Japan, on the S by China (Manchuria), and on the SW by the Yablonovy Mts.     Russia has an area of 10, 672,000 sq. miles (17,075,200 sq.km) and a population of almost 150 million people. Occupying a large territory in Europe and Asia Russia is spread over all climatic zones except tropical. It takes over 8 hours by plane to reach from Moscow to Vladivostok on the Pacific coast. West of the Ural mountains from the Black Sea in the South to the Arctic Ocean lies a broad plain with low hills where the historical core of the Russian nation is located. East of the Urals from the border with Kazakhstan, China and Mongolia to the Arctic coast lies Siberia - a scarcely populated area covered by coniferous forest, swamps and tundra in the north and mountainous terrain in the south. Russia is a multiethnic society. The largest ethnic groups include Russians (81.5%), Tatars (3.8%), Ukrainians (3%), Chuvash (1.2%), Bashkir (0.9%), Byelorussians (0.8%), Moldavians (0.7%), etc. Over 80% of the population name Russian - the official language of the country - as their native. Other languages are used in ethnic minority regions. Russia has equal religious diversity: with the main religions being Russian Orthodox Christianity and Muslim overall over 150 confessions could be found across the country. Administratively, the Russian Federation is divided into 21 republic, 6 krays (federal territories), 2 federal cities, 49 regions, 1 autonomous region and 10 autonomous areas.
