FEATURE-Russian statistics lag behind fast economic changes
By Andrius Vilkancas MOSCOW, Feb 12 (Reuters) - The days when Russian official statistics painted a picture of a communist utopia when in reality the economy was coming apart at the seams are long gone. Today economists fear they may still be getting a unrealistic picture of what is really happening in the country's economy but for very different reasons. Russia's rough and tumble capitalist economy is evolving so fast that official number-crunchers simply cannot keep up with every twist and turn as new businesses take root and old Soviet-era enterprises go to the wall. "Looking at the (official) statistics alone, without thinking about the anecdotes, without knowing the stories and without trying to relate those two, gets you into trouble," said Al Breach, a chief economist at Brunswick UBS Warburg who has followed the Russian economy for more than six years. Private economists say the state statistics agency Goskomstat is providing reliable figures but focusing on the decaying part of the economy and underestimating the strength of new service businesses that are taking root.

The defeat of the Russian Empire in World War I led to the seizure of power by the communists and the formation of the USSR. The brutal rule of Josef STALIN (1924-53) strengthened Russian dominance of the Soviet Union at a cost of tens of millions of lives. The Soviet economy and society stagnated in the following decades until General Secretary Mikhail GORBACHEV (1985-91) introduced glasnost (openness) and perestroika (restructuring) in an attempt to modernize communism, but his initiatives inadvertently released forces that by December 1991 splintered the USSR into 15 independent republics. Since then, Russia has struggled in its efforts to build a democratic political system and market economy to replace the strict social, political, and economic controls of the communist period. A determined guerrilla conflict still plagues Russia in Chechnya.

Entrepreneurs of Mid-Sized Companies in Moscow Participate in a Survey that Rates Their Business Skills and Personal Development Needs

A new report sheds light on the business training needs of Russian entrepreneurs. The March 2004 report, entitled “Tracking the Growth of Entrepreneurship in Russia: Research on the Business-Training Needs of Entrepreneurs from Private Medium-Sized Companies in Moscow,” found that Russian entrepreneurs of mid-sized companies rated "strategic planning" the most highly sought-after business training program, with one-day, peer-to-peer learning the most preferred learning format. The study also includes statistical data that shows how private mid-sized companies contribute to the Moscow economy in terms of wealth generation and job creation. The report, commissioned by the U.S. Center for Entrepreneurship (CFE), represents one of the few attempts to analyze the state of entrepreneurship in the medium-sized business sector in Russia. CFE is the leading provider of education and network learning activities targeting the needs of growth entrepreneurs in Russia.

Abstract
Two models of inflation in Russia are offered on the basis of analysis of the domestic and foreign economic and statistical information. Open-loop econometric model of money and credit system provides deeper understanding problems of stabilization. Original closed-loop macroeconomic model is developed on the basis of investigation of inflation in Russia and Brazil and enables to choose rates of inflation with the purpose to cease recession of production at the present stage of transition period. The estimations of parameters of models for Russia are executed with using monthly data. For economists and specialists in finance as well as for researchers in analysis and modeling processes of stabilization and inflation. Question: In its new report about condition of Russian economy the World Bank concludes that the national accounts prepared by the State Statistical Committee presents a misleading picture on the GDP structure. What is wrong with these data?
Question: What is the reason of such discrepancy?

Answer: The reason is that Russia practices the so-called transfer prices very intensively. Producing companies sell their products at seriously undervalued prices to a trading company that is also their affiliate. The intermediary sells it to consumers at market prices. As a result, the largest profit share stays on the accounts of the intermediary, and not the production company. This is done either through quite legal companies located in a so-called domestic offshore jurisdictions, or through illegitimate companies that disappear after deals have been closed and before taxes are paid. The system of national accounts used by the State Statistical Committee in its calculation of the GDP is not adjusted to take account such transfers.
