    Abstract

    nbsp; The article focuses on the analysis of the Russian big business development, on its role in the modernisation of the Russian economy, and on methodological approaches to the assessment of integrated business groups (IBG). It points out the peculiarities of the big Russian companies structure and links between companies within a group. The authors offer measures on stimulating the national big business competitiveness and plausible strategies for relations between the government and business groups.     The Russian Economy and Its New President Content provided by: Edward Leung, Chief Economist, HKTDC Vladimir Putin won the Russian presidential election on 26 March to become the second elected president of the country. Despite the lack of a clear economic programme so far, Putin has reaffirmed the business community of his pro-market credentials. We hope that the new presidency will help provide stability and economic growth in Russia. Also, we believe that the prospects for Hong Kong's competitive products should be enhanced over the medium term. In the near term, however, we advise Hong Kong companies interested in the Russian market to keep an eye on developments. Background According to preliminary polling results, Vladimir Putin won an outright majority in the Russian presidential election on 26 March, making it without the need for a second vote in April. Mr. Putin was appointed as the prime minister last August, and became the acting president at end-1999, following the abrupt departure of Boris Yeltsin, Russia's first democratically elected president. Mr. Putin was a former head of the KGB, the internal security forces. He has risen from obscurity to popularity among Russian in a few months, largely for his direction of Moscow's second war against breakaway Chechnya, as well as the recent revival of the Russian economy.

    Russian businessmen still manage to cheat the state
    According to Russia’s Statistics Committee, amount of unprofitable enterprises increased from 38,6% as of the first half-year of 2001 to 46,7% in the first half-year of 2002. At that, profitable enterprises are concentrated mostly in communication (63,3%), trade and catering (64,7%), construction sphere (54,1%) and industry (53,5%). Enterprises of the housing and communal economy, transport and agriculture are the most unprofitable, share of these enterprises makes up 65,3%, 54,5% and 50,7% respectively.
    Over the first half-year of 2002, 58,700 organizations (with the exception of small-scale business, agricultural enterprises, banks, insurance and budgetary organizations) gained profit at the rate of 548,4 billion rubles. 51,400 Russian enterprises suffered losses to the sum of 185,4 billion rubles. At that, balancing financial result (profit minus losses) of Russian enterprises over the first half-year made up 363 billion rubles in current prices ($11,5 billion), that is 240,3 billion rubles less than over the same year-ago period (603,3 billion rubles).
    Number of unprofitable organizations in Moscow increased over
    January – May, 2002 from 1,200 to 1,500 as compared with the same year-ago period. Amount of loss gained 18,6% to 10,5 billion rubles. Balancing financial result of average and large-scale enterprises in Moscow made up 116,7 billion rubles over the same period, the Moscow City Statistics informs. Effective debt of Moscow enterprises made up 1 trillion 696,3 billion rubles as of June 1, 2002 (it is 21% less than by June 1, 2001). Outstanding debt of Moscow enterprises made up 173,8 billion rubles, or 10,2% of the total debt.

    Aims International Society for Ecological Economics ISEE ) is a nonprofit organization that encourages the integration of economics and ecology into a transdiscipline aimed at developing a sustainable world. Specific research areas include ecological modeling, ecological limits to growth, climate change, biodiversity, valuation of natural capital, and ecotax reform, etc. A cross-disciplinary approach is necessary because conflicting perspectives in economics and ecology have led to economic and environmental policies that are mutually destructive, rather than reinforcing and sustainable. ISEE publishes the International Journal Ecological Economics since 1989 (recently 12 issues per year). ISEE members receive the journal at a special reduced subscription fee.
