Its rise and development are closely connected with the great and dramatic history of the Russian State, with its century-long struggle for the approach to southern seas. Here for the first time, fireworks in honor of Azov Russian Navy's victories took place, that Navy being created by Peter the Great. Now Taganrog is an important research, cultural and industrial center in Southern Russia. This interview was originally done at the very beginning of the 02-03 season and unfortunately some days later, the executive director of Region Center league, Mr. Yushin, was dismissed from his obligations and all the staff working with him fired. New officials came in power of Center Region league. So I’ve done minor changes thanks nothing was re-made in the structure by new bosses of the league appointed by Ice Hockey Federation of Russia. Let’s hope current bosses will support the ideas of their predecessors and will not ruin the already built structure of producing skillful players like Kovalchuk and Yachmenev. How long ago was the regional hockey tournaments’ system founded? We were legally formed in 1996 but actually we started our activity in 1995. In the Central region of Russia we are responsible for the 3rd league tournament for the affiliate teams of some of the elite Superleague and Higher League clubs like Dynamo Moscow, Yaroslavl Lokomotiv, Severstal Cherepovets, SKA St.Petersburg etc. The number of teams for 02/03 season is 11. The age of players involved in the competition is usually under-18 or younger. Though limited number of the senior players recovering from injuries from time to time are getting their ice time with juniors. We are also holding competitions for midget ages of kids. This Central league encompasses 8 teams plus different other children tournaments, which we organize for teams representing Center Region, North-West Region, Povolzhye Region etc.

    Routes and Western Extensions
    Travel along the Trans-Siberian Railway is usually undertaken from west to east, though it is quite possible to go in the opposite direction. Moreover, a number of choices of route are available, as are extensions of the journey on either end. The usual route taken by travellers is the Trans-Siberian line, which runs from Moscow to Vladivostok, passing through Yaroslavl on the Volga, Exaterinburg in the Urals, Irkutsk near Lake Baikal's southern extremity, and then Khabarovsk. From Vladivostok it is possible to continue by ferry to Niigata on the west coast of Japan. A second primary route is the Trans-Manchurian line, which coincides with the Trans-Siberian as far as Tarskaya, a few hundred miles east of Baikal. From Tarskaya the Trans-Manchurian heads southeast into China and makes its way down to Beijing. The third primary route is the Trans-Mongolian line, which coincides with the Trans-Siberian as far as the Buddhist enclave of Ulan Ude on Baikal's eastern shore. From Ulan-Ude the Trans- Mongolian heads south to Ulaan-Baatar before making its way southeast to Beijing.

    October 2001 Local self-governance is a special level of organization of power in the Russian Federation. According to the Article 3 of the Russian Constitution, the people of Russia implement its power via state institutions (State power) as well as via institutions of municipal (local) self-governance (municipal power). It means that the local self-governance and state power are two forms of single public power in Russian Federation. The population of a municipality may implement local self-governance directly (via referendum or elections), as well as via institutions of local self-governance. The Federal Law "On General Principles of organization of local self-governance in the Russian Federation" envisages responsibility of self-governance institutions and officials to Russian Federation (Article 49). Basic principles of local self-governance in Russian Federation are:

    Coat of arms of Leningrad Oblast was instituted on December 9, 1997. The description of the arms: "The Coat of Arms of Leningrad Oblast represents the image of silver anchors crossed by a gold key on azure field of heraldic shield (the ratio of width to height is 8:9). In the top of a shield the silver gear wall as a cross-belt on a red field is represented". Saint-Petersburg . Instituted on May 7, 1780. The first arms of city Saint-Petersburg has appeared in 1712 on red banners of Saint-Petersburg regiments. According to picture and description, given in the book by Viskovatov "The historical description of uniform and arms of Russian army" (SPb, 1841), it represented " gold flaring heart, under gold crown and silver prince's mantle and under them two palmaceous branches ". At the end of the twentieth years of XVIIIth century the new arms of Saint-Petersburg - " a scepter and two crossed anchors " - was made. Frantsisk Santi is considered as its creator. Scepters specified that the city is a capital of Russian empire, and anchors characterized it as a sea and river port. In 1780 the arms was completely saved, the form of a shield has varied only. In 1878 the coat of arms of a Saint-Petersburg province with the same symbolics, but with a standard frame of a shield, characteristic for province city was authorized: "In a dark red shield a gold imperial scepter on silver, indirectly crosswise fixed of an anchor and cat (anchor with three teeth). The shield is crowned with imperial crown and is surrounded by gold oak pages, joint by Andrey belt".

Communities with closing nuclear power plants, nuclear weapons facilities, and other nuclear issues face especially difficult environmental and socio-economic challenges. To help local governments and citizens find productive solutions to these difficulties, ECOLOGIA and its international partners launched the "Sustainable Development / Local Agenda 21 in Nuclear Regions" project in 1999. ECOLOGIA enables nuclear communities in Russia and Lithuania to take advantage of the opportunities while reducing the difficulties of this transition by creating and implementing local sustainable development plans. ECOLOGIA also trains citizen groups in effective public participation methods. This educated citizen participation leads to more informed decision making about a broad range of socio-economic and environmental issues. It also strengthens democracy on the local level.
