EARLY RUSSIA
The early history of Russia and particularly the development of Russian towns, is not very clear. This is the result of a complex of factors. Since the Russian Revolution in 1917, and particularly from the revival of Russian nationalism under Stalin in the 1920's and 30's, Soviet doctrine denied or minimized Scandinavian influences in the origins of Russian cities and economy. Archaeological materials, compilations of place-names, and early written materials, such as the bark letters of Novgorod, have been controlled by Soviet scholars, and there has been little opportunity for Western scholars to evaluate them. Whatever has been released generally tends to support the idea that the earliest Russian towns were Slavic settlements and developed in response to indigenous economic conditions. By around 1000, the conversion of the Scandinavians brought raiding to an end and allowed western Europe a degree of peace that made trade possible once again. In the East, by contrast, wars within and between the city-states disturbed the security of the riverain trade routes, and the defeat of the Khazars by Kiev opened the way for Petchinegs from central Russia to occupy the southern reaches of the rivers. Supremacy passed from Kiev to Novgorod, since Russian goods now flowed into the Baltic and reached Constantinople by a very roundabout route. The opposition of these two explanations of the development of Russia in the 9th and 10th centuries is known as the Normanist controversy. Western scholars have generally accepted Pirenne's position since there was never any assurance that Soviet historians were not manipulating their data, but most have recognized that Pirenne's formulation leaves much to be desired. With the disintegration of the Soviet Union, there may be new opportunities for research in the subject.

All teams have to inform the Olympic Coordinating Council (OCC) and the Local Organizing Committee (LOC) about their participation not later than the dates determined by the Acting Statutes/Regulations on the International Astronomy Olympiad
For the VII IAO (Nizhnij Arkhyz, 22-29.10.2002.) the procedure of the informing is the following:
Leaders of official teams of states have to present to the OCC necessary personal information about every leader, participant and observer (if any) not later than 9 weeks before the beginning of the Olympiad. For teams of regions, cities, towns and unofficial teams these data should be presented not later than 3 weeks before the beginning of the Olympiad.

249 settlements stricken by floods in Southern Russia
A total of 249 cities, towns, and villages were stricken by floods in Southern Russia, Deputy Civil Defense, Emergency Situations and Disaster Relief Minister Ruslan Tsalikov told Russia's upper house of parliament, the Federation Council, during a regular hearing for Cabinet members.
Tsalikov went on to say 4,848 houses were destroyed by the floods. 11,342 residential houses were damaged and another 53,600 partly flooded.
The deputy minister said more than 12,000 utility sites have flooded. 110,000 km of natural gas pipelines was damaged, along with 1,500 km of road and 21 km of rail track.
Tsalikov further noted that 800 km of power lines was damaged, blacking out 131 communities.
Adding insult to injury, even now "a difficult flooding situation persists in the territory of the Stavropol and Krasnodar Regions and in the republics of Karachayevo-Cherkessia and Dagestan," he said.
8,500 rescue workers are operating in the disaster area at the moment, with 2,500 vehicles and 84 boats employed.

The Humanitarian Situation in the Mountainous Regions of Chechnya
GROZNY, January 15, 2001 – Several of Chechnya’s mountainous regions – Shatoisky, Itum-Kalinsky and Sharoisky – were faced with bombing from the very first days of the Russian military campaign. The most severe Russian air strikes, however, were directed at the mountainous areas in the eastern part of the republic, along the border with Dagestan. Entire villages were destroyed and hundreds of innocent civilians killed. The Russian government called this crime a justified response to the rebel movement in Dagestan. Thousands of residents were forced to flee from the Nozhay-Yurtovsky, Vedensky and Cheberloyevsky regions. Once the Russian forces had made their way along the Argun Gorge to the Georgian border, they blockaded all towns and villages in the region. Itum-Kalye, which had been a regional capital, was totally destroyed by Russian bombs, and all of its residents were forced to flee to Georgia. Other towns in the Itum-Kaninsky region were not so completely decimated, but life there is incredibly difficult. Many homes were destroyed. Hospitals and clinics were destroyed, and there are no doctors or medicines. Schools have shut down. There is very little food – frozen potatoes, some livestock, and the occasional much-welcomed shipment of humanitarian aid.
