Summary: The international adoption trade is booming, as more families in the West adopt more babies from developing countries. But it has spawned a sordid black market as well, in which children are bought or abducted and sold. The best way to stop the trafficking is not to ban adoptions from countries that tolerate corrupt rings, but to strengthen the underdeveloped multilateral legal regime that regulates adoptions around the planet.
Ethan B. Kapstein is Paul Dubrule Professor of Sustainable Development at INSEAD in France, a Research Fellow at the Institut Français des Relations Internationales, and a Transatlantic Fellow of the German Marshall Fund of the United States.

As more parents have adopted babies from abroad over the past decade, the international market for children has boomed: in 2001, some 34,000 children mainly from Asia and central and eastern Europe found new homes in western Europe and North America. With 9.5 million children now languishing in developing-world orphanages, there are many more opportunities to create loving families across borders. Yet, because the demand for infants from poor countries is rising among adults who live in wealthy ones, corruption has distorted the baby trade. Unscrupulous go-betweens buy or abduct infants from needy biological parents and sell them to eager adoptive families.

Bartercard facilitates a cashless exchange of goods and services between its Members, using a unit of currency known as the Trade Dollar ($T1 = AUD$1). As a result of trading, new sales are generated and cash is conserved in the business, leading to a reduction in the cost of borrowing and a healthier bottom line. Mr Kostiein said even the most conservative forecasts would see 800 Russian businesses taking out Membership between now and the end of 2004. Over that period, he predicts the Membership to turn over US$10 Million in Trade Volume. Bartercard has in excess of 55,000 active Members worldwide, enjoying a growth rate of more than 30 per cent annual over the last five years.

and Humanitarian Aid
Alaskans from across the state have worked at the grassroots level, and through charities, churches, Native organizations, and government at all levels in many humanitarian aid programs for the Russian Far East. In December 2000, the state of Alaska worked with the State Department to organize a humanitarian aid workshop in Anchorage to help Alaskans navigate the aid bureaucracy and smooth the flow of Alaska-RFE aid. Alaska has been the largest single source and impetus for humanitarian to the RFE, according to the Russian consul general at the Russian consulate in Seattle. Chukotka Numerous grassroots groups have sent food, clothes and materials to Chukotka. Alaska aid has been spearheaded by Alaskan Friends of Chukotka in Nome, Russian Far East Task Force in Anchorage, Russian Far East Missions in Homer and Palmer, Samaritan's Pursue in Soldotna, SOAR International in Soldotna, Matanuska-Susitna Borough Operation Russian Far East, North Slope Borough and many others. The Alaska Red Cross plans to help organize a counterpart Red Cross in Chukotka. In addition to the humanitarian aid sent to Chukotka, Alaskans have sent tools, supplies and equipment to Native subsistence hunters to help provide the materials needed for a sustainable subsistence economy. The North Slope Borough has been providing fishing nets, outboard motors, binoculars, harsh weather clothes and other practical necessities for subsistence hunting and fishing activities. The North Slope Borough even donated generators to the village of New Chaplino.

EU Trade Commissioner Pascal Lamy and the Russian Economy Development and Trade Minister German Gref have signed today the agreement concluding the bilateral market access negotiations for the accession of the Russian Federation to the WTO, in the presence of the European Commission President Romano Prodi, the President of the Russian Federation Vladimir Putin and the President of the European Council Irish Prime Minister Bertie Ahern. Romano Prodi, President of the European Commission said: "Today the EU and Russia cement further their trade and economic relations. This deal brings Russia a step closer to the international trade family, the World Trade Organisation, where it belongs." Key elements of the bilateral deal The deal concluded today covers the commitments that the Russian Federation will undertake in goods and services once it accedes to the WTO. The average tariff level that Russia will not exceed is 7.6% for industrial goods, 11% for fishery products and 13% for agricultural goods, in addition to tariff rate quotas for fresh and frozen meat and poultry representing around 600 million euro per year (15% of total EU agricultural exports to Russia). In services, Russia will be taking commitments in a large range of sectors including telecommunication, transport, financial services, postal and courier, construction, distribution, environmental, news agency, and tourism. Commitments include cross border provision of services and commercial establishment.

Under the Tariff Act of 1930, U.S. industries may petition the government for relief from imports that are sold in the United States at less than fair value ("dumped") or which benefit from subsidies provided through foreign government programs.
Under the law, the U.S. Department of Commerce determines whether the dumping or subsidizing exists and, if so, the margin of dumping or amount of the subsidy. The ITC determines whether the dumped or subsidized imports materially injure or threaten to materially injure the U.S. industry.
