International Trade Rules Must Take Into Consideration Russia's Interests
Russia's full membership of the World Trade Organisation will prompt all participating countries to work out international trade rules with Russian interests taken into consideration, professor Ippolit Demulen of the Academy of Foreign Trade said at the "Russia, WTO and Business Interests" regional conference, under way in Moscow.
Currently, the WTO is discussing general approaches to protective measures in the services business. The resolution of all issues pertaining to the services market is of special importance to Russia within the framework of its WTO membership negotiations.
Demulen said the efficiency of Russia's participation in the WTO will depend on its industrial and foreign trade policies. He added that this factor will be decisive, considering that foreign trade accounts for one-third of Russia's gross domestic product.
The expert pointed to the great importance of the explanatory campaign on Russia's forthcoming joining the WTO, being conducted among Russian businesses under the patronage of the Ministry for Economic Development and Trade. Ample information about the WTO will help Russian businesses resolve difficult foreign trade issues "faster, in a milder manner, and more accurately."

International Trade Fair Opens in China, Russia Aboard
A traditional trade fair opened on Saturday, June 15, in the Chinese town of Harbin, the Heilongjiang province bordering on the southern part of Russia's Far East . Present at the fair is Konstantin Pulikovsky, Russia's President's Plenipotentiary in the Far Eastern Federal District. The participants include delegations, companies and individual entrepreneurs from most all Russia's Far Eastern regions, which illustrates the significance of the event for the furthering of trade relations between Russia and China .
According to Evgeny Anoshin, the press secretary to the President's Plenipotentiary in the Far Eastern Federal District, goods produced and technologies developed in Russia's Far East are presented in a single large exhibit.
According to statistics, China is about to become the leading trade partner of Russia's Far East, large enough to compete with Japan and South Korea.
Russia's Vneshtorgbank plays an important role in the further development of Russian-Chinese business relations. In order to finance Russia's companies doing business with China, the bank opens credit lines for Chinese banks for over USD 15 million. In addition to this

Comrades! I am a construction worker from Leningrad and I greet you on behalf of the workers union "Zashita Truda" (Defense of Labor) of Russia. First let me thank the organizers of the conference for the invitation to the Russian trade union "Zashita Truda" to attend this conference. All bourgeois mass media have distorted the real essence of the social-class situation in our country. Therefore I will briefly touch on the state of the workers movement in Russia. The Russian workers as a result of the petty-bourgeois decomposition during the period of Khrushchevite and Brezhnevite rule lost their class vigilance and in the end had to face helplessly the "wonders" of capitalism. We are today experiencing what the concept of owner, of bourgeois bureaucrat means. Mass unemployment, the expansion of crime, lawlessness, the arbitrariness of the bourgeoisie and misery have become facts of our everyday life. However, with this the bourgeoisie has exposed capitalism in the eyes of the working class. The workers, facing open exploitation and the arbitrariness of the class enemy, have been forced to organize to defend their interests. Therefore the workers movement is at a level of the defense of its economic interests; the union has become the main form of class organization. "Zashita Truda" is an interregional workers union that is meant to organize the workers of all trades into a federation. The statutes of "Zashita Truda" do not allow all representatives of the bourgeoisie join it.

RUSSIA
In 1995, the United States trade deficit with Russia was $1.2 billion, $552 million greater than it was in 1994. U.S. merchandise exports to Russia were $2.8 billion, $247 million or about ten percent greater than in 1994. Russia was the United States' thirty-fourth largest export market in 1995. U.S. imports from Russia totaled $4 billion in 1995, up $800 million from 1994. Trade relations between the United States and Russia are governed by the U.S.-Russia trade agreement, signed in June, 1990 with the USSR and approved by the U.S. Congress in November, 1991. The USSR ceased to exist before ratification of the agreement, but the United States offered the agreement (with minor technical changes) to each of the emerging states of the former Soviet Union. Russia's parliament approved the agreement, making it possible for the United States to extend most-favored-nation status to Russia on June 17, 1992. Russia is now in the process of acceding to the WTO. Russia's bank for foreign economic relations (VEB) continues to owe about $220 million to U.S. companies,a debt that accumulated in the early part of the decade. The For the past several years, a source of friction has been the failure of Soviet/Russian enterprises to pay their debts; since 1990 approximately 70 U.S. companies have reported to the Commerce Department that they were owed over $220 million total. In addition to the arrears problem, Russia's Bank for Foreign Economic Relations stopped payment on its letters of credit and froze all hard currency accounts in late 1991. The Government promised to begin covering VEB debts beginning in 1994, but no funds were allocated in either the 1994 or 1995 budgets for this purpose. The Department of Commerce is currently trying to coordinate an effort to form a U.S. creditors group to facilitate negotiations on this effort with the Russian Government.

CSIS Panel Report May 2002 152 pp. ISBN $21.95 (pb) Since the end of World War II, the foreign policy of the United States has combined two basic approaches to describing and prescribing the behavior of great and small powers in the international system. Though they have experienced many theoretical modifications over the years, these two approaches remain at their core political idealism and political realism. During the Cold War, U.S. foreign policy borrowed from both of these prescriptions for America's role in the international community. However, a major shift occurred with the collapse of the Soviet Union in 1991. Idealists-from both the Democratic and Republican Parties-seized upon the euphoria associated with the end of communism and used it to advance their own approach to U.S. post-Cold War foreign policy.

International transfers of conventional arms and related technologies are an important feature of international security. Because few states have an independent, indigenous capacity to develop and produce arms the behaviour of arms suppliers is one factor conditioning the global distribution of military power. During the cold war the Soviet Union and the United States used arms transfers and military assistance as one element in foreign and security policies that were primarily intended to further a political and ideological competition. With the end of the cold war the international arms trade no longer has the same politico-military underpinning. The international market for arms and military equipment was changed by the economic impact of the end of the cold war. Apart from the dominance of the Soviet Union, the United States and their respective allies as arms suppliers, the Warsaw Treaty Organization (WTO) and NATO were also important centres of demand for arms transfers and the main centres of arms production. After the WTO dissolved itself its former members reduced their military spending dramatically. The other alliance - NATO - also experienced a significant downturn in military spending. The Soviet decision making process and its system for executing decisions were destroyed when the political monopoly of the Communist Party ended and the state was dissolved. The new state of Russia had to develop decision-making procedures and executive agencies that were effective and consistent with a democratic political system.
