ONDAY, JANUARY 20, 1941 The only chief executive to serve more than two terms, President Roosevelt took office for the third time as Europe and Asia engaged in war. The oath of office was administered by Chief Justice Charles Evans Hughes on the East Portico of the Capitol. The Roosevelts hosted a reception for several thousand visitors at the White House later that day.
On each national day of inauguration since 1789, the people have renewed their sense of dedication to the United States. In Washington's day the task of the people was to create and weld together a nation. In Lincoln's day the task of the people was to preserve that Nation from disruption from within. In this day the task of the people is to save that Nation and its institutions from disruption from without. To us there has come a time, in the midst of swift happenings, to pause for a moment and take stockto recall what our place in history has been, and to rediscover what we are and what we may be. If we do not, we risk the real peril of inaction. Lives of nations are determined not by the count of years, but by the lifetime of the human spirit. The life of a man is three-score years and ten: a little more, a little less. The life of a nation is the fullness of the measure of its will to live.

President Franklin D. Roosevelt Speeches and Statements Regarding Merchant Marine President Roosevelt was a man of the sea and understood the importance of a strong merchant marine during war and peace. During World War I, he was Assistant Secretary of the Navy, in charge of arming of merchant ships and convoys. One of his first acts as President was to proclaim Maritime Day to commemorate the first steam-assisted trans-Atlantic crossing by the SS Savannah. His proposed legislation to modernize and professionalize the merchant marine, passed as the historic Merchant Marine Act of 1936. During World War II, he resisted attempts to incorporate the merchant marine into the Army or Navy because of potential problems with inter-service rivalry, increased costs, and greater need for manpower. Instead, he oversaw the operation of the War Shipping Administration out of the Oval Office. SATURDAY, MARCH 4, 1933 I am certain that my fellow Americans expect that on my induction into the Presidency I will address them with a candor and a decision which the present situation of our Nation impels. This is preeminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our country today. This great Nation will endure as it has endured, will revive and will prosper. So, first of all, let me assert my firm belief that the only thing we have to fear is fear itselfnameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance. In every dark hour of our national life a leadership of frankness and vigor has met with that understanding and support of the people themselves which is essential to victory. I am convinced that you will again give that support to leadership in these critical days. In such a spirit on my part and on yours we face our common difficulties. They concern, thank God, only material things. Values have shrunken to fantastic levels; taxes have risen; our ability to pay has fallen; government of all kinds is faced by serious curtailment of income; the means of exchange are frozen in the currents of trade; the withered leaves of industrial enterprise lie on every side; farmers find no markets for their produce; the savings of many years in thousands of families are gone.

My Fellow Americans, it is nearly five months since we were attacked at Pearl Harbor. For the two years prior to that attack this country had been gearing itself up to a high level of production of munitions. And yet our war efforts had done little to dislocate the normal lives of most of us. Since then we have dispatched strong forces of our Army and Navy, several hundred thousands of them, to bases and battlefronts thousands of miles from home. We have stepped up our war production on a scale that is testing our industrial power, our engineering genius, and our economic structure to the utmost. We have had no illusions about the fact that this is a tough job-and a long one. American warships are now in combat in the North and South Atlantic, in the Arctic, in the Mediterranean, in the Indian Ocean, and in the North and South Pacific. American troops have taken stations in South America, Greenland, Iceland, the British Isles, the Near East, the Middle East and the Far East, the continent of Australia, and many islands of the Pacific. American war planes, manned by Americans, are flying in actual combat over all the continents and all the oceans. On the European front the most important development of the past year has been without question the crushing counteroffensive on the part of the great armies of Russia against the powerful German army. These Russian forces have destroyed and are destroying more armed power of our enemies-troops, planes, tanks, and guns-than all the other United Nations put together.

But that fact alone did not make him the Man of 1941. For there were others who had a great claim to that distinction. The nation Franklin Roosevelt led had yet to demonstrate to history that it had the stature, moral as well as physical, to stand up and trade blows with the Axisnot for three weeks for six months but year after year, giving odds if need be and fighting the enemy to a standstill. Such a demonstration has been given by the people whom the son of a Chinese peasant leadChiang Kai-shek. His people had been beaten and battered from one end of China to the other. Their cities had been bombed, their soldiers gassed, their women raped. From Valley Forge through Valley Forge he has fought and gone on fighting. The aid that the democracies promised him was never enough. But he kept on. In earlier years he fought a retiring battle. But in 1941 he fought the Japanese to a standstill. That was an achievement neither British nor Americans have yet accomplished. If he does not measure up to the standard of Man of the Year, it is because other men have greater claims.

    December 8, 1941 Yesterday, Dec. 7, 1941 a date which will live in infamy the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with the government and its emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in Oahu, the Japanese ambassador to the United States and his colleagues delivered to the Secretary of State a formal reply to a recent American message. While this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

      Franklin Delano Roosevelt Born: Birthplace:
      Hyde Park, N.Y. Franklin Delano Roosevelt was born in Hyde Park, N.Y., on Jan. 30, 1882. A Harvard graduate, he attended Columbia Law School and was admitted to the New York bar. In 1910, he was elected to the New York State Senate as a Democrat. Reelected in 1912, he was appointed assistant secretary of the navy by Woodrow Wilson the next year. In 1920, his radiant personality and his war service resulted in his nomination for vice president as James M. Cox's running mate. After his defeat, he returned to law practice in New York. In Aug. 1921, Roosevelt was stricken with infantile paralysis while on vacation at Campobello, New Brunswick. After a long and gallant fight, he recovered partial use of his legs. In 1924 and 1928, he led the fight at the Democratic national conventions for the nomination of Gov. Alfred E. Smith of New York, and in 1928 Roosevelt was himself induced to run for governor of New York. He was elected, and was reelected in 1930. In 1932, Roosevelt received the Democratic nomination for president and immediately launched a campaign that brought new spirit to a weary and discouraged nation. He defeated Hoover by a wide margin. His first term was characterized by an unfolding of the New Deal program, with greater benefits for labor, the farmers, and the unemployed, and the progressive estrangement of most of the business community.
