Is Romania's Government Crumbling?
Catherine Lovatt The Romanian government is facing severe problems. Public confidence in the government is dwindling, the economy has reached its lowest point since the collapse of Communism in 1989 and the conflict in Kosova has only intensified that economic deterioration. Prime Minister Radu Vasile is grappling with a situation that is spiralling out of control. Consequently, the position of Vasile and his government is increasingly threatened. Could this threat lead to collapse? The 1996 Romanian elections saw Emil Constantinescu (pictured) chosen as President and a democratic coalition brought to power with a convincing majority. May 1999 saw Prime Minister Vasile confronted with the Cabinet's second vote of no confidence in five months. Luckily, Valsile survived - defeating the leftist and nationalist opposition by a vote of 248 to 147. Vasile then told the assembly "The problems now facing the country are extremely difficult, and we must learn to show solidarity... in order to weather this period" (Reuters, 20 May 1999). Solidarity is a necessity if Romania is to overcome its debt-servicing peak which is expected to reach USD 900 million this month. The nation is becoming sceptical, however, and any links of solidarity are tenuous. Austerity is taking its toll. Ten years after the fall of Communism, Romania faces a third consecutive year of a contracting economy. Average monthly wages of USD 100 are among the lowest in Europe. Prices are rising, taxes are high and the banking sector is crumbling.

  • On Sept. 19, 2001, the Romanian Parliament approved basing and overflight permission for all U.S. and coalition partners. On April, 2002 the Romanian Parliament approved the deployment of a 405-person motorized infantry battalion, a 70-person NBC company, and 10 staff officers. Additionally, one Infantry Mountain Company, one Nuclear, Biological, Chemical Company (NBC), four MiG 21-Lancer, and medical personnel have been offered. For ISAF, Romania has deployed one Military Police Platoon, and one C-130 aircraft. Romanian Government has delivered a large quantity of training equipment for the Afghan National Guard. Romania has donated the following items in support of the Afghan National Army (ANA): 1,000 x AK-47 assault rifles, magazines and cleaning sets, 300,000 x 7.62mm rounds of ammunition, 15 x RPG-7, 8 x 7.62 PK Coy machine guns, 8 x M-37 82mm mortars, 148,720 x 7.62mm long rounds of ammunition, 148,800 x 7.62mm long blank, 8,800 x 7.62mm long tracers, and 90 x PG-7 AntiTank grenades. Romanian Government has decided to make a substantial donation consisting of cereals, stuff-food, clothes, tents etc to Afghan Government (the total amount of the donation is 3.2 million USD). The first transport, using Romanian air assets, is going to be scheduled by the end of this year.

GOVERNMENT PEOPLE LAND AND CLIMATE ECONOMY HISTORY ... HOME GOVERNMENT The Communist Party became Romania's ruling political party in the 1940's. It exerted its power over the country's entire governmental structure. Only a small percentage of Romania's people belonged to the Communist Party. However, Communist leaders held important positions at all levels of government and in major nongovernmental organizations. The general secretary, who headed the Communist Party, had the authority of a dictator. The Communist Party leaders made the country's laws and planned every detail of its economy. They also controlled Romania's police and armed forces, and therefore had power over the lives of the people. Romania's Constitution guaranteed such rights as freedom of speech, freedom of the press, and freedom of religion. However, the Communists interpreted the Constitution to mean that they could limit these rights in order to maintain power. In December 1989, Romanians revolted and overthrew the Communist government. Free multiparty elections to select a president and members of a national legislature were held in mid-1990. Romania adopted a new Constitution in late 1991. National government. Romania's top government official is the president, who is elected by the people. The president appoints a prime minister, who selects a Cabinet to help carry out the operations of government. The people elect a 486-member two-house legislature. It consists of the 143-member Senate and the 343-member Chamber of Deputies.

Romanian Government Passes Bill Decriminalizing Gay Sex
The Advocate The Romanian government has passed an emergency bill decriminalizing gay sex as part of its efforts to increase the country’s chances to be accepted into the European Union. "I hope this will put an end to discrimination against homosexuals so that human and minority rights are protected and criteria for the EU [membership] are met,’’ said Adrian Coman, who heads Accept, a gay rights group. Romania is under pressure to have its legislation meet European norms. Late Thursday the government bypassed parliament and passed an emergency ordinance to decriminalize gay sex. The EU’s special envoy to Romania had recently urged the move. In May the government reached a compromise with Romania’s Orthodox Church on the issue. The church vehemently opposes legalizing homosexuality but stayed silent on the issue because of Romania’s desire to be in the EU. Details of the compromise were not disclosed. Home World Romania

WACAP began helping children in Romanian orphanages in 1991, when we began a three-year project to help the government of Romania prevent the abandonment and institutionalization of children. WACAP was one of the fist U.S. adoption agencies accredited by the government of Romania in 1992. The government of Romania temporarily suspended all international adoption activity beginning October 9, 2001. This moratorium has been repeatedly extended. For more information on the moratorium, please visit the U.S. Department of State Web site or read the latest press release. WACAP is not accepting applications to the Romania Program at this time. We will carefully monitor the situation as we abide by the current decisions of the government of Romania. Read the emergency ordinance from the Romanian government.

After an international outcry in reaction to a Romanian Government statement on June 13, 2003 claiming that “within the borders of Romania between 1940 and 1945 there was no Holocaust,” the Government of Romania acknowledged that the country’s former leaders participated in the Holocaust during World War II by deporting and exterminating Romanian Jews. The Government issued a statement on June 17, 2003 that Romania “was guilty of grave war crimes, pogroms, and mass deportation of Romanian Jews to territories occupied or controlled by the Romanian army” during World War II and that the pro-Nazi Romanian regime employed “methods of discrimination and extermination, which are part of the Holocaust.” The Romanian Government assured ADL that the statement was formally denounced and retracted by the government. In a letter from Mircea Geoana, the Romanian Minister of Foreign Affairs, the government called the incident “regrettable.” “I personally pledge for my Government’s interest and determination to facilitate the historic study and research of the persecutions to which the Jewish citizens have been subjected in Romania during 1940 – 1944 and to assume responsibility over these actions of ethnic intolerance,” Mr. Geoana said in the June 17 letter. “Furthermore it is our desire to foster cooperation with the international institutions and organizations interested in this issue and with which we have always had an open dialogue.”
