    Web posted at: 11:33 p.m. EST (0433 GMT) BUCHAREST, Romania (CNN) The Romanian government on Friday said it had reached an agreement with striking coal miners who had repeatedly clashed with security forces in a week-long protest that injured 100 people and brought the country to the brink of emergency law. Prime Minister Radu Vasile, who met miners' leader Miron Cozma for negotiations at a monastery near Rimnicu Vilcea , northwest of Bucharest, announced the breakthrough and said the immediate crisis was over. "Neither the miners nor the government won. Only the country won, because there will be peace," Vasile said. He did not release details of the agreement, saying they would be ironed out in Bucharest in the coming weeks.

    A moratorium on adoptions by the Romanian government has been in place since October 2001, but Romania has allowed exceptions to the moratorium for reasons such as family reunification and for children typically the most difficult to place domestically in Romania, such as older children or children with special needs. The Department of State now is aware that the Romanian Government issued an emergency ordinance, dated February 5, that appears to prohibit all future intercountry adoptions from Romania and repeal these exceptions to the moratorium. The Romanian Government has advised our Embassy in Bucharest that those cases that the Government of Romania has already approved under the exception provisions will be allowed to proceed to conclusion under the provisions of this ordinance. We know that there are disappointed prospective parents whose plans to adopt Romanian children have been adversely affected by this moratorium. The U.S. Government places great importance on resolving this issue so that these children can be placed in loving, stable and permanent homes. The moratorium has been a high profile issue for the State Department since 2001. As noted above, we have engaged the Government of Romania consistently at all levels to encourage and assist them to develop an adoption system in Romania that would address problems in the previous system and allow adoptions to resume. We intend to continue our frank dialogue with Romanian officials on these issues. However, fundamental decisions on these issues are the purview of the Romanian government. We cannot predict with certainty that the proposed legislation will address all of our concerns favorably.
