Created: November 1998 The Moscow School of Psychiatry considered the mentally ill second-class citizens. They were put away in institutions far away from city centres and largely forgotten. Treatment consisted almost exclusively of heavy medication. After the collapse of the former communist regimes, many psychologists and psychiatrists decided that a major reform of mental health care was required. They have spearheaded efforts to include psychotherapy in the treatment of the mentally ill, as well as to offer more outpatient and community-based services, often in collaboration with non-governmental organisations. Reforms of the mental health system in the region have been thwarted by a severe lack of funding. Mental disorders are not deemed a priority by most governments or by donor agencies. As funding for mental health care dries up, many of the decrepit institutions in the region are being closed down and patients are being strongly encouraged to return to their families and communities.
