What This Bill Does: This bill creates a new item for the "laundry list" of activities undertaken by government, that are immune from lawsuit when a participant in the activity is injured. It gives immunity to governmental entities who own or operate (free of charge) certain "high risk" recreational facilities for skateboarding, roller blading, and snow sledding. Amendments this bill needs: Expand the definition of recreational facilities to include skiing, snow boarding, tubing, and swimming. Amend paragraph 2(b) to read as follows: (b) Sport or recreational activity shall include but is not limited to, an activity that inherently involves a relatively high degree of risk of injury to persons engaged in the activity also include skateboarding, roller blading, snow sledding

STUDENT REFLECTIONS:
OUTSIDE IN MINISTRY
The following are reflections by students studying youth ministry via email through the Baptist Theological College in Johannesburg South Africa. They share their thoughts on implementing Outside In ministry in their youth groups. Ingrid Brooks
My suggestion towards moving our youth group into an Outside In ministry is as follows: The local recreational area (Emmarentia Dam) is generally packed with unchurched young people over the weekends. Our youth has taken to organising (infrequent) volleyball days at the dam and I have noticed just how many of the unchurched youth are keen to join the game. I also noticed the unity felt within these teams as we played (as mentioned by Mark in his report - "We got to know the youth better and developed a sense of unity in our each teams."). In the context of a volleyball game it becomes very easy to form friendships with the unchurched. Although the Outside In approach has never been considered by us, I am confident that regular volleyball days at the Dam will enable us to form relationships with the unchurched and lead us into a position where we can minister to them. On a personal level, I've been giving extra-lessons to high school students for the past two and a half years, and I've found this an excellent opportunity for inside-out ministry. Because we (the pupil and myself) spend the time "alone", the friendships tend to develop very quickly. I'm also able to support and encourage these young people in areas where they desperately need it - the pressure to achieve in school is usually great which creates frequent ministry opportunities.

Theme Exemplary Quotes Satisfied with Park District facilities and programs "Very good park board. What wasn't available for my two older kids is now available for younger kids." "Good job with the slide and golf courses and Ulland Park." "The Park District has been doing a good job of offering a variety of activities and facilities for people of Grand Forks. Continuing to do so will help make our city a good place to live and draw new residents to Grand Forks. This in turn will provide additional funds to expand activities and facilities." "We have lived in the area for 1 1/2 years. When we moved here, we were impressed with the amount of parks and recreational activities GF has." Need for teen/youth activities "We must keep the youth of Grand Forks here - they are our future. As young kids grow and don't want to go with their families, we have to make sure that all areas of the city, not just the south end, have access to safe recreational areas, preferably indoors in the winter." "Need more recreation opportunities (programs and facilities) for teenagers. Need more indoor recreation

Recreation is offered in abundance in Cypress Hills. Below are just a few suggestions of what you can do! (And what you can't.)
Birding
One of the fastest growing pastimes is birding! Cypress Hills has over 220 species to see. Download our bird checklist for more information on species. The Visitor Centre Staff will be able to give you some tips and tricks to bird watching in the Cypress Hills.
Boating
Boating opportunities are excellent! Elkwater Lake allows all types of boats— including motorized, jet ski and paddle. This lake is also suitable for water-skiing. Reesor Lake and Spruce Coulee are excellent choices for those who wish to canoe or paddle. These lakes allow only non-motorized boats. Roller-Blading in Vancouver: False Creek, English Bay, and Stanley Park Thursday, April 18, 2002 If you're thinking of visiting Vancouver, and need an excuse that has nothing to do with four-wheeling due to family obligations (ie. spouse and children), consider some of the many other recreational activities the area has to offer. One of my pastimes is roller-blading, and one of the nicest routes is a relatively flat course that stretches out along False Creek, English Bay, and the Stanley Park Seawall. You will then pass beneath flowering cherry trees as you enter another tunnel beneath the main highway through the park, and as you emerge from the other side you will see the brown and white tudor-style building of the Vancouver Rowing Club framed between two large trees. You will pass a Royal Vancouver Yacht Club marina, then the guard shack for Deadman's Island; currently a Canadian naval base, but, according to legend, once the site of a fierce battle between rival Indian tribes. Across Coal Harbour are the apartment buildings of the West End, the office towers of the downtown core, and the five sails on the roof of the Vancouver Trade and Convention Centre. You can frequently see massive cruise ships docked at the terminal, and you can watch float planes taking off from, and landing in, the harbour. Next up is the Nine O'Clock Gun at Hallelujah Point, which sounds every evening at exactly 21:00h. If you're in the area, you'd best cover your ears; the report of the gun is audible throughout Vancouver, Burnaby, and North Vancouver. As you approach Brockton Point and the lighthouse, you will have a view of the snow-capped North Shore mountains as they overlook the buildings of North Vancouver. An observation deck here provides some information about what you're looking at. Just past the lighthouse, but before the totem poles, the observant will spot the Chehalis monument in a quiet glade beneath the trees on the opposite side of the road. The ship "Chehalis" was sunk in 1906 by the "Princess Victoria" in Burrard Inlet, resulting in the loss of eight lives.

'Blading for beginners By Jill LeGrow News Staff
Trying to find the right pair of rollerblades, especially in a new city, may seem like a daunting task. In order to make it easier on prospective buyers, a couple of local sports stores offered shopping tips. "Skates should fit snug around the foot, but you should still be able to wiggle your toes," said Tony Moskow, manager of City Sports on Massachusetts Avenue. "And there should be no movement in the ankle." Along with footgear, remember to buy protection for your knees, elbows and head. "People should expect to pay between $170 and $200 for a pair of recreational blades, plus another $60 or so for a helmet and pads," Moscow said. Skaters should also learn how to care for their roller-blades. Moskow advises rotating the wheels and cleaning the bearings at least every three months. "It really depends on the amount of use and type of surface you’re using them on," he said. "If you are skating a lot on the streets, you’re going to have to change them a lot, because the streets are rougher on the wheels." Now that you know how the skates are supposed to fit and have an idea of your price range, what roller-blades are right for you? Skip Besse, Jr., the manager of Eric Flaim’s Motion Sports on Newbury Street, saying sampling is the best bet.
