New York City Issues Preliminary Report on Recreational Use of Water Supply Lands The New York City Department of Environmental Protection (DEP) recently submitted a report entitled "Preliminary Recreational Use Review" to the Watershed Protection and Partnership Council, DEP Commissioner Joel A. Miele Sr., P.E., announced today. The report was developed in accordance with the New York City Watershed Memorandum of Agreement (MOA), which calls for the City "to undertake both preliminary and comprehensive reviews of existing and potential recreational uses on currently owned City property." "This preliminary report is the most comprehensive study ever undertaken on recreational use of New York City's watershed lands," said Commissioner Miele, "and it represents the culmination of a tremendous amount of cooperative work by DEP staff and many interested organizations and individuals. It makes available for the first time a wide-ranging review of the City's holdings, which serve to provide some of the highest quality water in the world while accommodating exceptional recreational opportunities for the public." The report includes an extensive overview of the historical and existing recreational uses of City water supply lands in the Catskill and Delaware Watersheds, both east and west of the Hudson River. Through DEP's existing permit and license system, fishing, and boating for the purpose of fishing have been allowed historically on all lakes and reservoirs already in the water supply system and hunting is approved on sections of currently-owned lands around the Cannonsville Reservoir. Other activities, such as walking, bird watching, and roller-blading, are allowed in smaller designated areas and will continue under the preliminary decisions outlined in the report.

    Mayor's Comments
No skateboarding or roller blading on downtown streets
By Jeff Thompson Since we got the u-turn issue taken care of (I only see one or two a week now as opposed to one or two a day before the ordinance was enacted), perhaps I can address a few more traffic safety concerns. These are already ordinances, but worth mentioning now that spring is here. Skateboarding and roller skating or blading are not permitted in the downtown area. Period. Not on the streets. Not on the sidewalks. Not in any parking lots. Perhaps as we start taking a closer look at the community's recreational shortcomings, a skateboard park could be considered. That type of a facility could possibly be part of a swimming pool park complex. I could be persuaded to pursue that farther. Bicycle riders must yield the right of way to any pedestrian on any sidewalk. Ordinance also requires that a bicycle rider give some type of audible signal to any pedestrian that he or she is passing or overtaking on a sidewalk. The same audible signal law applies to skateboarders and rollerbladers when doing so on a sidewalk other than downtown. See above. And, most importantly, it is unlawful for any person operating a bicycle to carry any package, bundle, or article which prevents the driver from keeping at least one hand upon the handlebars. Well, duh...!

In-line skating, not just a fad
    Kristin Carmichael
Dimensions Editor Roller hockey, in-line fitness skating, speed skating and good old recreational skating have all become a part of some people's everyday lifestyles. For some it is even a form of transportation. So, what some may say is a fad, is actually here to stay. Opportunities to in-line skate are arising everywhere, from transportation to recreational use. One of these opportunities happens to be available at Chico State University. The new Roller Blading class met for the first time Friday where neither students nor teacher had any idea what to expect. Being a novice herself, Roller Blading teacher Gail Lipton asked that her students let her know what they want to get out of the class. "You guys are the pioneers as far as what we're going to do with the class," she said to the 30 enrolled students. And although the class met at the tennis courts Friday, Lipton is hoping the students have flexible schedules so they can meet at other places such as a bike path in Paradise.
