Looking at Charter School Legislation:
State-By State Analysis RHODE ISLAND Rhode Island meets the AFT criteria for good charter school law. However, the ability of charter schools to set admission policies based on academic ability may lead to future problems. Admissions policies:
The law indicates the charter may establish reasonable criteria to evaluate prospective students, which means establishing academic standards as a condition for eligibility for applicants. Preference will be given to students who are enrolled in the district. The charter must describe enrollment procedures including the non-discriminatory criteria for admission in accordance with applicable state and federal law, along with a program to encourage the enrollment of a diverse student population. The makeup of the school must reflect the student population of the district including, but not limited to, special education students, students eligible for free and reduced lunch, and limited English proficient students. State standards apply: Yes. The charter must provide a plan for education that includes the mission, objectives, method of providing a basic education, a process for improving student learning and fulfilling the charter as well as state and national education goals and standards.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Where can I go for more information about K-12 certification?
How does one become certificated to teach in the public schools (K-12) in Washington?
To be qualified to teach in the public (K-12) schools in Washington, you need to earn three things:
A Bachelor's Degree . If you want to teach in Washington, you must earn a bachelor's degree, either before beginning or concurrently with* an approved teacher certification program. (*The concurrent option is only available if the college or university where you're pursuing your bachelor's degree has an undergraduate teaching option; UW does not).
Teacher Certification . This can be accomplished through any approved four-year college or university in Washington, and can be accomplished through an undergraduate program, or through a "fifth year" (post baccalaureate) program, or through a graduate (master's) program. The University of Washington-Seattle's Teacher Education Program (TEP) results in a master's in teaching (MIT) degree. There is no undergraduate or "fifth year" certification option available at UW's Seattle campus, though there are "fifth year" programs in elementary (K-8) education available at UW-Bothell and UW-Tacoma. Other schools in Washington do offer undergraduate and post baccalaureate (i.e. "fifth year") options for teacher certification.

    received an honorary doctoral degree in Education from Rhode Island College (1995); M.S. in Natural Sciences from Worcester Polytechnic Institute (1981); B.A. in Biology and Secondary Education from Rhode Island College (1972). Prior to her appointment at IIT, Judith was assistant professor of science education at Oregon State University, Curator of Education at the Museum of Natural History and Planetarium in Providence, Rhode Island, and adjunct professor at Providence College and the University of Rhode Island. From 1991-1994 she was the science director of a Science and Mathematics Resource Center where she supervised K-8 science education for 10 northern Rhode Island school districts. She taught physics and biology for 20 years in Lincoln, Rhode Island, and bilingual elementary science for two years in Providence.

    The Undergraduate Teacher Education Program
    Teacher Education Programs Working cooperatively with other departments at the university, the Education Department offers a teacher education program which leads to certification for teaching at the secondary level (grades 7 - 12). At present, certification programs are offered in the biological sciences, English, and history/ social studies. Forty-four states have certification reciprocity agreements with Rhode Island. The Undergraduate Teacher Education Program is not a concentration program. Whatever your concentration, you are eligible to be a UTEP as long as you can fulfill the course requirements for certification in your teaching field (biology, English, history/social studies,) and complete the required education courses (see list below). All required education courses must be taken at Brown University. If you are interested in the Undergraduate Teacher Education Program, you should talk to a member of the program faculty as early as possible.

    The M.A.T./Certification path of the Teacher Education program enjoys the full approval of the Interstate Certification Compact (I.C.C.) The Teacher Education program functions under a mandate to assess a teacher-candidate's progress toward these standards three times: 1) prior to admission into the program, 2) prior to the student teaching practicum, and 3) prior to recommending the candidate for state certification or at program completion. To meet that mandate, the Teacher Education program has initiated this assessment procedure: assessment prior to admission The applicant shall adhere to the M.A.T.     Just this past month, 46 more Rhode Island teachers received their certification from the National Board for Professional Teaching Standards, an organization that is leading the way to making teaching a profession dedicated to student learning and to upholding high standards for professional performance.
    Representing school districts in Westerly, Warwick, Pawtucket, Lincoln, Coventry, Johnston and other Rhode Island communities, the 46 teachers completed a rigorous year-long process that involves videotaping themselves before a class of students, written tests in their content area and judgment of their teaching performance by a panel of 42 professionals from around the nation. This is a professional development incentive that judges a teacher's skills and knowledge where they count the most in the classroom, in front of the students.
    The 46 teachers who received their NBPTS credentials last month bring to 106 the number of teachers in Rhode Island who have received the national certification. While that total number is small in comparison to the number of teachers in other states around the nation who have received their certification, Rhode Island still ranks No. 1 among New England states in NBPTS certification. Moreover, the percentage of certified Rhode Island teachers compared to all teachers in the state puts Rhode Island near the top nationally.

    Early Childhood Education Certificate Some of the courses in this curriculum, plus certain others in education, meet the requirements for the initial Early Childhood Education Certificate in Rhode Island nursery through grade 2. Students who wish to meet the requirements for this certificate must apply to the Early Childhood Education program through the Office of Teacher Education. Application should occur during the sophomore year to ensure timely progress through the program and degree requirements. Portfolio admission is used for this program. Students develop a portfolio of materials in the areas of: Interpersonal Communication; Academics; Experience with Children and Community Settings; and Diversity Experiences. Students bring their portfolio with them to an interview and also take several examinations. Because there are only 9 credits of free electives in this program, consulting an HDF advisor is important if students are to finish their degree in a timely manner. Students in early childhood education must maintain a quality point average of 2.50 overall and 2.50 in the major, and attain a grade of at least C in HDF 203, 301, 303, EDC 424, 426 and 429 to be eligible for student teaching. Failure to maintain these averages will result in "program probation," a one-semester period during which students have the opportunity to earn acceptable grades but may not continue on the early childhood course sequence or student teach. Failure to return grade averages to acceptable standing after one semester will lead to dismissal from the program. Students who perform below average on the standardized math, reading and writing tests prior to student teaching must take an additional pre-approved mathematics and/or writing course.
