    Brown University . Brown University's Education Department focuses its scholarly and teaching efforts on schooling and the socialization of young people. Coursework is offered in major disciplines that support inquiry into learning, human development, and schooling, including developmental psychology, history, philosophy, and economics. Several department courses are cross-disciplinary, bringing a multiple set of insights to bear on problems in education.
    In addition to an Education Studies concentration, the Education Department offers teacher preparation programs for undergraduate students and an M.A.T. program in Secondary Education preparing students for certification to teach English, History/Social Studies, and Biology.     ROD DRIVER The headlines are familiar: "U.S. flunks out in geography test." "Undergrads lack basic skills." "A rising tide of mediocrity." "U.S. students finish at bottom in math, science." One in seven Americans cannot pick out the United States on a world map, 50 percent cannot locate England and 75 percent do not know where the Persian Gulf is. The average high school student reads at only eighth grade level - yet he or she has a "B" average. Colleges and universities are teaching remedial arithmetic and writing courses to many of their students. And employers complain that job applicants are not even prepared for entry-level positions without additional training. (One retailer uses the following employment-interview question: What is the sales tax on a $100 purchase?) As the performance of high school graduates on the SAT declines, so do the standards set for admission by colleges. Albert Shanker, president of the American Federation of Teachers, may have exaggerated slightly last year when he said that "ninety-five percent of the kids who go to college in the United States would not be admitted to college anywhere else in the world." (This would probably not be an exaggeration if he restricted the comparison to the "industrialized" world.) No one seems to know exactly what the problem is.

    ROD DRIVER If 13 year olds from the United States take the same mathematics and science test as 13 year olds from England, Ireland, Spain, South Korea and four Canadian provinces, guess who comes in last? And when young Americans (aged 18-24) compare their knowledge of geography with that of their peers from eight other countries, who do you suppose is ninth? For years we have been warned of the poor performance of America's young people in mathematics, science, geography, languages and writing. The faculty at the University of Rhode Island, dismayed at the poor writing ability of the average URI student, is seeking ways to correct the deficiency. Hoping to do something about declining educational standards, the R.I. Board of Regents joined those of 25 other states in 1986 by adopting the National Teachers' Exam (NTE) as one criterion for teacher certification. In addition to having a degree in education, new applicants seeking certificatio to teach in R.I. public schools must pass three portions of the NTE - on communication skills, general knowledge and professional knowledge. One in four Rhode Island applicants has been failing at least part of this test - most often the part on "communication skills." Among Blacks, Hispanics and persons whose native language is not English the failure rate is higher.

The state frameworks would address issues of learning theory, instructional practices, assessment and evaluation, professional development, equity and access, community involvement and the life long learner idea as a woven thread throughout the policy document. The intent of this document is to improve the quality of instructional practices so that children will develop as self-confident and enthusiastic individuals who will contribute to a global society. To involve all stakeholders from the very onset of the development process, regional, collaborative initiatives will foster input from local partners. Along with these regional efforts will come broad-based statewide activities that incorporate the ideas of national, state, and local stakeholders. Once the dialogue and vision for state frameworks has been underway, a statewide development team would begin the process for writing the first draft of Rhode Island's Policy Framework for Mathematics and Science. Other activities include guidelines for teacher certification and recertification in cooperation with the Office of Higher Education.
