Note: I will ask members of the RILINK Advisory Board to serve on the Monitoring/Evaluation Committee since they have participated in the planning and implementation of the project throughout the calendar year 1999. The Board has received regular reports from the Director since July, and has assisted in making many decisions. Its report will be made available April 26, 2000. Director's Evaluation. Objectives: Add up to eight additional school library electronic catalogs.
Evaluation: Twelve school libraries joined the two RILINK pilot schools. Grant funds were used to purchase software for the new members.
However, only four school libraries were able to send their data to Follett by the fall. The remaining eight are merging their data in January 2000. Software purchased for the four schools were WebCollectionPlus, BookWhere 2000, and the 856Express on the school sites. The original plan was to put the 856 tags on the union catalog, not on the individual sites. Changes were made in the Follett proposal, resulting in a saving which allowed two additional schools to become RILINK members.
There were no funds provided to merge and dedupe the twelve schools in 1999. Negotiations with Follett in November resulted in an agreement to host all 14 schools in 2000 for $18,000. This amount covers the hosting costs, merging and deduping the records, all renewals of software, and the 856Express tags on the union catalog. The vendor absorbed the hosting costs for the four schools added in the fall of 1999.

Rhode Island Tobacco Facts:
Cigarette smoking is the single most preventable cause of disease and death in the United States. It is estimated that 430,000 Americans die each year from tobacco related illnesses. Smoking is a major risk factor for heart disease, stroke, lung cancer, and chronic lung diseases. About 1 in 4 Rhode Island adults smokes cigarettes everyday or some days.
Data Sources:
The Rhode Island Behavioral Risk Factor Surveillance System (RI BRFSS) is a telephone survey of a representative sample of Rhode Island adults (ages 18 years and older). The survey has been performed annually since 1984 with funding from the federal Centers for Disease Control and Prevention (CDC), the lead agency responsible for national BRFSS estimates. Sampling and telephone interviewing are done by a professional survey organization under contract to HEALTH, with a sample size of 3,544 respondents in 2000. Other results from the 2000 RI BRFSS are available on the OHS website:

Partner in Learning: The School Library Media Center
You may remember it simply as the school library, the place you went between classes to read, do homework or conduct research for a term paper. But the school library of yesterday has given way to a new and exciting place the school library media center where information is available in a wide variety of formats, both print and electronic; where materials and activities are coordinated with classroom assignments; and where students learn information skills that will prepare them to live and work in the 21st century. Today's school library media program plays an integral role in educating children for the future. It is where students learn to find, analyze, evaluate, interpret and communicate information and ideas skills they will need as adults to live and work in an information-based society. In addition to serving as independent learning centers, the programs of many centers are directly integrated into the curriculum.

State grant-in-aid to public libraries, also administered by OLIS, had been level-funded from FY02 in both the state's Budget Request and the Governor's proposed FY03 Budget, but the bottom line was increased five percent in the final budget approved by the RI General Assembly. "Real people spoke and lawmakers heard them," said Anne T. Parent, OLIS Chief of Library Services. Parent attributed the legislative success to the cooperation among all of the state's library organizations and agencies, and especially to the efforts that brought individual library users in to testify before lawmakers on how the library delivery system makes a difference in their lives. The RI Library Association had launched a statewide campaign that encouraged users to send postcards to legislators in support of delivery services. "The postcard campaign to support delivery unquestionably had the fallout effect of influencing the increase in state aid as well," Parent said. The news from lawmakers was not all good, however. The RI state library agency is situated within the RI Department of Administration. As such, it is subject to the considerable spending cuts also ordered by the RI General Assembly. These call for each state department to submit by August 1 a plan to cut two percent in salaries, five percent in operating costs, and 10 percent of all contractually purchased services.
