WASHINGTON - U.S. Senator Jack Reed (D-RI) congratulated four Rhode Island schools on being designated by the U.S. Department of Education to receive the highly coveted Blue Ribbon Schools Award. The schools are Arlington Elementary School and Norwood Avenue School in Cranston, Barrington Middle School and Saint Luke School in Barrington. Reed stated, "Thousands of schools nationwide compete for this honor; faculty and staff of these Rhode Island schools should all be very proud of providing an exemplary education and serving as models of excellence." The "No Child Left Behind—Blue Ribbon Schools Program" honors public and private K-12 schools that are either academically superior in their states or that demonstrate dramatic gains in student achievement. After screening by each State Department of Education, the Department of Defense Dependent Schools, the Bureau of Indian Affairs and the Council for American Private Education, Blue Ribbon Schools nominations were forwarded to the U.S. Department of Education. A panel of educators from around the country then reviewed nominations, selected schools for site visits and made recommendations to Secretary of Education Rod Paige.

An independent study conducted by the sponsoring pastors of two Pawtuxet Valley schools resulted in a recommendation to merge the two schools into a new entity. That recommendation was formally proposed by the diocesan School Board in March and Bishop Robert E. Mulvee approved the consolidation of St. John the Baptist School in West Warwick and Notre Dame Regional School in Coventry. The new Catholic school will be known as Christ the Redeemer Academy and will be located at the West Warwick site currently housing St. John the Baptist School. Dr. Frank Pallotta, current principal at St. Mary School, Providence, has been appointed the Academy's first principal. He will officially begin his tenure on July 1. Registrations for Christ the Redeemer Academy are open to all students Pre-K through grade 8. Registration materials can be obtained by calling Mrs. Margaret Halpin, interim principal, at 278-4550. Another professional study conducted by the schools in the Providence Collaborative of Inner City Schools recommended that two of the four schools, Holy Name of Jesus and St. Mary, be consolidated into the Collaborative's two other schools, Bishop McVinney Regional School and Holy Ghost School, and that Holy Ghost School be reconstituted from a parish school to a diocesan school. Bishop Mulvee also approved these recommendations last March.

New Hampshire, Vermont, Rhode Island collaborate on testing
May 4, 2004 LEBANON, N.H. Vermont, New Hampshire and Rhode Island are collaborating on an expanded school standardized testing program to comply with federal education legislation. ADVERTISEMENT The states have formed the New England Compact Assessment Program to save money and use a "common assessment system" to measure student achievement, said H.W. "Bud" Meyers, Vermont's deputy commissioner for standards and assessment. The goal is to determine whether schools are making "adequate yearly progress" under the federal No Child Left Behind law. It requires that such progress be based on student performance on tests in reading or language arts and math. The states will give "pilot" tests to students in the fall. The actual program will begin in October 2005 and it will consist of reading and math tests in grades three through eight and writing tests in grades five and eight. The tri-state program will be more cost-effective than if the states continued to operate independently, officials said.

Lawmakers mull statewide property tax to finance education
May 12, 2004 PROVIDENCE, R.I. Backers of a statewide property tax to finance public education in Rhode Island say the plan would distribute education dollars fairly, establish a predictable funding formula, and reduce dependence on the property tax to pay for education. ADVERTISEMENT Lawmakers are considering one bill that would include a constitutional amendment requiring the legislature to guarantee "an equitable, adequate and meaningful education to each child." The current language says only that the General Assembly must "promote public schools," The Providence Journal reported. Another bill establishes a joint legislative committee to develop a statewide property tax and a minimum per-pupil spending level, the newspaper reported. The statewide property tax rate would replace existing local tax rates for schools. But cities and towns would continue to collect taxes. The statewide property tax rate to help finance education was first proposed the Rhode Island Public Expenditure Council and the mayors of seven cities. The plan calls for municipal leaders, educators, lawmakers and others to work out a formula. The mayors of North Providence, Pawtucket, Providence and Warwick spoke in support of the proposal on Tuesday before the House Finance Committee.
