Background / Overview: The authority for land use regulation more often than not rests with local officials. As such they are responsible for controlling nonpoint sources of pollution that may degrade town water supplies, fishing areas and other important water resources. Often local boards making these decisions are comprised of volunteers with a wide range of backgrounds and training, and as a result they are often lacking the knowledge they need to carry out their responsibilities. These boards evaluate proposed subdivision, industrial and commercial facilities, and recreational projects like golf courses and playing fields. They also guide future land use and zoning plans; and they develop and implement pollution abatement plans when problems occur. Because most localities provide no formal training for board members, and because membership on these boards turns over with some frequency, expertise in watershed quality issues can vary widely over time and among cities and towns.
