Autism in Rhode Island
Rhode Island, the smallest state in the USA, is affectionately called “Little Rhody”. Total population in the year 2000, was 1,048,319 according to the Census Bureau. Rhode Island has 1,214 square miles in all, with a land area of 1,054 square miles or 674,560 acres. There are twelve national parks larger than Rhode Island, and the city of Los Angeles has nearly 1,000 more miles of paved roads than the whole ”Ocean State”. Unfortunately, Rhode Island may now have a distinction it did not seek:
A disproportionately large number of children with autism per capita.
The Special Education Census published yearly by the Rhode Island Department of Education (DOE) lists 14 categories of primary disabilities, by school district. Two categories, Autism and Behavior Disorders (BD) have risen sharply of late. Autism has increased by 1,115 % between 1994 and 2002 in Rhode Island schools.
On June 30, 1994, there were 41 students with the diagnosis of autism in Rhode Island schools. By June 30, 2002, that number had risen to 498, not including two in Charter Schools. Behavior disorders also markedly increased, as mentioned. The following table shows the recent rise in both categories compared to all disabilities.

The more restrictive criteria of DSM IV have been exclusively used since 1994 and have remained unchanged. Rhode Island has ONE main center where cases are usually evaluated, ONE pediatric psychiatric hospital, and FEW pediatric neurologists, developmental pediatricians and pediatric psychiatrists. School departments, which are overwhelmed, are not likely to accept the diagnosis of autism lightly and it is possible that high functioning and/or less affected children may be watched with a Behavior Disorder or Speech Defect label.

About RIHEAA > Company History In July of 1977, the Rhode Island Higher Education Assistance Authority (RIHEAA) was established as a result of an act of the legislature mandating a merger between the Rhode Island Higher Education Assistance Corporation and The Scholarship and Grant Program under the Department of Education. The Authority was created in response to escalating college costs and the pressing need to provide financial assistance to Rhode Island students. In this way, the Authority would be able to bring more visibility to the program and establish a more comprehensive financial assistance atmosphere for the residents of the state of Rhode Island. During its early stages, the Authority correlated the newly created Scholarship and Grant Program with existing programs that would be phased out over a four-year period of time. In 1977, the Authority had approximately $2,795,556 in grant aid to commit to 3,373 Rhode Island students for post-secondary education, while in FY 2002, it is projected that $6,202,749 will be committed to 10,000 students furthering their education. In 1977, the General Assembly passed legislation mandating a formula that would increase funding as the number and needs of students increased, thereby insuring that state awards would keep pace with the rising cost of education. This mandated formula was implemented from 1978 to 1989, allowing the Authority to grant awards of up to $1500 and meet up to 25 percent of a student's need.

Whitehouse Sues Lead Paint Industry Seeks Treatment, Education and Abatement Documents Nearly a Century-Long Record of Industry Culpability PAWTUCKET — Calling on the lead paint industry "to take responsibility and clean up its mess," Rhode Island Attorney General Sheldon Whitehouse has made his state the first in the nation to file suit against eight manufacturers of lead paint and the industry’s trade association. The 10-count lawsuit seeks damages to "get the lead out of Rhode Island’s children, homes and buildings, by paying to treat children with lead poisoning, meet the education needs of affected children, and abate lead paint from buildings and homes. "Every Rhode Island child knows, if you make a mess you are supposed to clean it up," said Whitehouse at a news conference today. "However, there is one difference," he added. "Children often make a mess by accident. Lead dust is in our homes by design. This silent, invisible poison is the result of intentional, deliberate, informed decisions by the lead paint industry." "We are doing this for the health of Rhode Island’s children," Whitehouse said, citing reports that this year, one in five kindergartners in the state — and nearly one in three children in Providence, Pawtucket, Woonsocket, Newport and Central Falls combined — have elevated lead levels in their blood.

BIOGRAPHY BRIGADIER GENERAL JARED P. KENNISH Brigadier General Jared P. Kennish is the Assistant Adjutant General for the Rhode Island Air National Guard. He serves as the chief advisor to the Adjutant General on all matters pertaining to Air National Guard programs, policies, command and control, operations and management of the Rhode Island Air National Guard and provides staff assistance guidance and direction concerning Air National Guard personnel, administration, training, recruiting, retention incentives and budgetary matters. General Kennish was born in Newark, New Jersey on 28 August 1944. He is a 1967 graduate of Syracuse University and holds a Bachelor of Science Degree in Forestry and Bachelor of Arts in Liberal Arts. General Kennish began his military career by receiving his commission through Officer Training School in September 1967. After completing Undergraduate Pilot Training at Craig Air Force Base, Alabama he was assigned to the 345 th Tactical Airlift Squadron, Ching Chuan Kang, Air Force Base, Taiwan. Following this South East Asia tour he returned to the states and Little Rock Air Force Base, Arkansas, as an Instructor Pilot. He separated from active duty in June 1973 and joined the Rhode Island Air National Guard in July 1975. Since joining the Rhode Island Air National Guard, General Kennish has served in a number of different capacities including Chief of Standardization/Evaluation, Training Officer, Operations Officer, Deputy Commander for Operations and Vice Commander. In February 1991 General Kennish was mobilized and later deployed to Europe and South West Asia in Support of Desert Shield/Desert Storm. He was also the Mission Commander during the 143

There has long been a mutually beneficial, and often colorful, association between the United States Navy and Rhode Island. This association goes back several hundred years, most notably on Aquidneck Island and with the city of Newport. Rhode Islanders in general, and Newporters in particular, have always been famous for wanting to go their own way. This was true in both matters of commerce as well as nation-building, as the early history of this free and autonomous colony would attest. It's what drove Roger Williams to come to Rhode Island in 1636, to get away from the repression of the Massachusetts Bay Colony. Shortly thereafter William Coddington , along with Anne and William Hutchinson, sailed down the bay and landed on the north end of Acquidneck Island. This area was called Pocasett by the Indians, but the settlers decided to call it Portsmouth.There was a price for Aquidneck Island. It was purchased from the Narragansett Indians for 23 broadcloth coats and thirteen hoes. Technical Career School Network
The primary purpose of career and technical education is to prepare students for employment or post secondary education by supplementing a general academic education with career preparation and experience. Through the joint efforts of the State Department of Education, business and labor leaders, and the Rhode Island Department of Employment and Training, career and technical educational programs successfully respond to Rhode Island's economic realities by offering timely and relevant career program choices to several thousand students annually. Rhode Island maintains a network of nine regional career and technical high schools that provide training in forty-three career programs. Each regional career-technical facility is assisted by an Area Advisory Committee that consists of local representatives of business, labor, and industry. The Committee was developed to ensure that the school's curriculum adapts to the changing needs of both industry and students. The system encourages cooperative programs that are closely monitored and where students can receive on-the-job training. The programs provide an opportunity for local businesses and industries to make substantial contributions to education while developing skilled labor. The training program enables educators to provide career training situations that are impossible to duplicate in a classroom setting.
