Rio Grande Elect. Co-op Awarded Fort Bliss Contract
The Fort Bliss U.S. Army Air Defense Artillery Center, El Paso, has now joined the membership of Rio Grande Electric Cooperative, Inc. The Cooperative was awarded the 50-year electrical maintenance contract for the base after a lengthy series of inspections and discussions, as part of the privatization of utilities for all U.S. military bases.
A statement from the Defense Logistics Agency reads in part "(Rio Grande Electric Cooperative, Inc.) will assume ownership, operation and maintenance of the utility infrastructure electrical distribution system and will furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation and any other incidental service for the complete ownership."
With 1.1 million acres, the post is larger than the state of Rhode Island. It contains America's third longest runway at Biggs Army Airfield, and each year, is the site of the largest joint training exercise in the world, Roving Sands. As the center for air defense, Fort Bliss is home to the U.S. Army Air Defense Artillery School and four combat Air Defense Artillery brigades. Fort Bliss' partner organizations include: William Beaumont Army Medical Center, the United States Army Sergeants Major Academy, Joint Task Force Six, the German Air Force Command (United States/Canada), and the German Air Defense School, which are also located on the base.

Get this East Greenwich Poster Now! East Greenwich, close to the center of Rhode Island, has enough history, art, shopping, restaurants, entertainment, and landscapes to occupy anyone exploring Rhode Island. Most of it is squeezed in the town's "Hill and Harbor District", which includes its classic Main Street. Coming south on Post Road, you enter Main Street at the historic red brick Varnam Armory. The armory was constructed in 1913, so the term 'historic' may be a bit misleading. It was built by the Varnam Regulars, a local militia in the days before the National Guard. But where the armory may be 20th century, the Varnum Regulars militia dates from the Revolutionary War. In the years since then, the armory has been a regular site for political ralleys and public gatherings. Its museum is open by appointment and features military weapons, uniforms, medals, and other military artifacts. Across from the armory is the Post Office Cafe, one of East Greenwich's excellent restaurants. Seafood and Italian, the speciality of all of Rhode Island, is done exceptionally well, here, inside an antique brick post office. Wine, linen, candles the kind of Italian restaurant you'd normally find on Federal Hill.

Housing Rights of People with Disabilities
Posted: August 26, 2003 The Bazelon Center for Mental Health Law has released new editions of its popular publications on the housing rights of people with disabilities-a fair-housing handbook and a review of court cases and other materials interpreting federal and state laws that ban zoning and housing discrimination based on disability. The 2003 edition of What Does "Fair Housing" Mean for People with Disabilities has updated references to judicial decisions and federal laws supporting text in question-and-answer format. The 52-page booklet is addressed directly to people with mental or physical disabilities who want to rent or buy a home-an apartment or house, condominium or co-op-whether privately or publicly owned or operated. Like its two prior editions, the booklet is also useful for landlords, housing developers and administrators, real estate agents and advocates for people with disabilities. The 94-page Digest of Cases and Other Resources in Fair Housing for People with Disabilities, updated in August 2003, includes abstracts and analyses of more than 50 new cases. Decisions are listed by states according to federal judicial circuits. Each case is coded for its relevance in one or more categories under the broad headings of brokerage, lending and insurance; homelessness; landlord-tenant relations; procedural issues; and zoning, land-use and health and safety requirements. An index lists cases within these key codes; another lists them alphabetically.
