Governments Prepare for Endangered Species Talks
More than 50 proposals to protect flora and fauna on agenda
World governments will discuss diverse proposals to protect African elephants, minke whales, various turtle species, tropical birds, trees and orchids later this year in Bangkok, Thailand. The Secretariat of the Convention on Trade in Endangered Species of Wild Fauna and Flora (CITES) said in a May 12 press release that member governments have submitted more than 50 proposals for consideration at the October 2-14 meeting. The protection of African elephants is a perennial issue at CITES meetings. The international agreement imposed a ban on commercial trade in ivory in 1989, but it has allowed home nations of these great creatures to engage in one-time sales of warehoused stores of ivory in 1997 and 2002. Namibia now seeks permission for an annual export. In place for almost 30 years, CITES is an international agreement with 166 nations joined in the compact to regulate commercial trade in species in order to prevent their extinction. The United States has announced it will advocate international protections for eight species of plants and animals in the 2004 meeting.

Since 2001, the Caldwell has been implementing a new masterplan in order to renovate the existing facilities at the Caldwell Zoo.
Highlights of the plan include:
Expanded Parking —Two existing parking lots were joined, doubling the capacity of the visitor parking lot. A new bus parking lot with restroom facilities and large picnic grove suitable for group activities was ready for school groups in 2001.
Operations Complex —A new animal services building including an animal hospital and quarantine center was officially opened in 2002. To make way for the parking lot expansion, grounds maintenance was moved. The new grounds maintenance building and greenhouse were completed in 2002. New Entry Plaza—The new entry plaza was begun in 2002 and will feature an expanded gift shop, more restrooms, a first aid station and stroller, wagon and wheelchair rental space. A person who kills, takes or possesses such animals consents to title remaining in the state for the purpose of regulating and controlling their use and disposition. (11-0105) PROTECTED SPECIES OF WILDLIFE See RELEVANT WILDLIFE DEFINITIONS for listed protected animals. No person shall pursue, take, wound or kill, buy, sell, or possess protected fish, game, protected wildlife, shellfish, harbor seals, protected crustacea, or protected insects, except as permitted (11-0107). Endangered species are those designated by the Department as seriously threatened with extinction, and threatened species are those designated likely to become endangered within the foreseeable future throughout all or a significant portion of their range.     Endangered Animal Printouts Endangered animals are those species that are in danger of going extinct. Their reproductive rates are lower than their mortality rates over long periods of time, so their numbers are diminishing. The reasons for this are varied, but lately, very often involves a loss of habitat as people encroach on their living areas. When a species is listed as endangered or threatened, it is not a death sentence. Many animals, like the bald eagle and the American alligator, were on the brink of extinction and are now recovering. Many species, however, will not recover, and could be lost forever. Throughout time, animal species have been going extinct (long before people evolved); paleontologists estimate that well over 90 percent of all plant and animal species that ever existed have gone extinct.

    Project Scope and Relationship to China's Agenda 21 This project seeks to protect various endangered animal species that since ancient times have been used in traditional Chinese medicine, particularly through the research and development of alternative sources. This project is based on Chapter 15 - Conservation of Biodiversity, and is related to Chapter 9 - Heath and Sanitation of China's Agenda 21. 1. Background Certain animal species have yielded potent and effective ingredients for use in traditional Chinese medicine for thousands of years. Examples include the use of rhinoceros horn for reducing fever and cleaning the body of toxic materials, and the use of tiger bone for relieving pain and strengthening bones. Yet many of the animals used in traditional Chinese medicine are now threatened and endangered in China and around the world because of large scale deforestation, ecosystem destruction and hunting. The rhinoceros, for example, which was once found in China, has now dwindled to a worldwide level of ten thousand, only one-tenth of the total number existing in the 1950s. Only seven thousand tigers are still in existence, and a number of species unique to China, such as the musk deer, are fast disappearing. Others have already become extinct, such as the rare species of Saiga antelope once found in the Xinjiang Uygur Autonomous Region.

    The rhinoceros could hardly be described as an attractive beast. Its massive build, short stout legs, rough hairless hide and two stout horns protruding from the front of the nose, give it a prehistoric look. For the record, the black rhino is no more black than the white rhino is white; both are dark gray, with the black rhino slightly darker.
    Tragically, the black and white rhinos are the only two left in Africa and both face extinction. In fact, the black rhino is disappearing faster than any other large animal on earth.
    Weighing more than a ton, the rhino can be unpredictably aggressive, and has been known to charge vehicles or campfires and toss people on its front horn. It has poor sight and relies on its acute senses of hearing and smell to locate an intruder.
    The black rhinoceros, with its three toes, belongs to the perissodactyla or "odd-toed" group of mammals, which take the main weight of the body axed on the central toe of each foot (like the horse). It stands more than one and a half metres high and three metres long, with a short hairy-tipped tail. Unlike the antlers of a deer, the horns of a rhino are not made of bone but of closely packed hair-line keratin fibres, similar to the substance of nails and hooves, growing from the skin.
    In the early twentieth century, it ranged as far north as the Sudan and as far west as Nigeria. However, over the last 30 years the population of black rhinos in Africa has dropped from more than 30,000 to only 2,550 at the latest count in 1994. The largest numbers are in
