EUROSCIENCE - The Georgian National Section
The Georgian National Section of EUROSCIENCE (ES) is an official subdivision and representation of EUROSCIENCE (The European Association for the Promotion of Science and Technology, Strasbourg, France) in the Republic of Georgia, Non-governmental, Non-profit, scientific and educational organization. The Sction was founded in April, 1998, in Tbilisi.
The Section is a community of scientists of all disciplines, industrialists and public benfactors interested in the future of the Georgian science, Georgian national industry and economics, technology and culture.
EUROSCIENCE (ES) was founded in 1997 to: 1) Influence science and technology policies in Europe, 2) Strengthen the links between science and society, 3) Provide an open forum for debate on science and technology, 4) Help the realisation of Europe's full scientific and technological potential. It aims to become the voice of Science and Technology in Europe. EUROSCIENCE is a Pan-European Association, with about 1500 Individual Members in 40 European Countries. EUROSCIENCE stimulates open, wide-ranging public debate on Science and Technology. It operates through Workgroups and Regional (Local) Sections. The Associate Members of EUROSCIENCE are many scientific and educational Institutions of Europe: CERN (Switcerland), CNES (France), European Southern Observatory (Germany), European Space Agency (France), Geoforschungszentrum Potsdam (Germany), Observatoire de Paris, etc.

Eight weeks in the former Soviet republic dramatizes important role played by legal aid As the plane began its descent into the Tbilisi airport, the young Georgian man sitting next to me, returning home after three months of study in London, looked out over the largely darkened city. “That’s Tbilisi,” he confirmed, “but you don’t see most of it because of the electrical blackouts. Can you believe it? In the 21st century? What kind of a country is it that can’t provide basic electricity to its citizens?” It was a question (“What kind of a country is it that can’t/won’t…?”) repeated many times during my eight-week stay in the Republic of Georgia and one that revealed a great deal about its turbulent recent past. Most Americans associate Georgia with the former Soviet Union, unaware that Georgia has its own language and own alphabet that date back to the 5th century. In 1991, with the collapse of the Soviet Union, Georgia reclaimed its independence for the first time since the Bolshevik Revolution. But soon thereafter, it plunged into a bloody civil war. The fighting created difficult conditions that persist today. Georgia and other former Soviet republics are often referred to as “cosmetic democracies,” possessing the external trappings of a democracy but not truly functioning as one. One of the major roles played by legal aid organizations is to turn “cosmetic” democracies into real, sustainable ones.

Before we traveled, we knew very little about Georgia. In fact, very few Americans know anything about Georgia and think it is part of Russia. Nothing could be further from the truth! Georgia is a fiercely proud, independent country with a history dating back thousands of years and a language with an alphabet that is one of the 16 original alphabets of the world. The "Golden Age" of Georgia was in the 11th and 12th centuries (before the Western European Renaissance), an era of great prosperity and flourishing arts. These are just a few of the interesting facts that we discovered on our trip to Georgia.

GENERAL INTRODUCTION
Georgian is spoken by approximately four million people, mainly in the Republic of Georgia where it is the official language. Approximately 98 percent of the population speak Georgian as their first language. A significant number of Georgian speakers also live in Iran (1,000 to 10,000) and Turkey (40,000). A small number of Georgian speakers live in the United States. Since Russian was the official language of the former Georgia Soviet Socialist Republic, a great number of Georgian speakers are also fluent in Russian.
LINGUISTIC AFFILIATION Georgian is a member of South Caucasian (or Kartvelian) branch of the Caucasian language family which is spoken in the area between the Black and Caspian Seas. It is not demonstrably related to any other language family. There are other subdivisions of the Caucasian family, but the exact division and their membership is debated by researchers. The term "Georgian" is sometimes used as a cover term for all South Caucasian languages. Some scholars maintain that Basque, a language whose affiliation is often hotly debated, is related to Caucasian languages (Ruhlen 1987). Georgian is the most widely spoken Caucasian language.
LANGUAGE VARIATION
Georgian is made up of a number of dialects that fall into two major groups: Western and Eastern. Among the Western dialects are what some scholars call mountain dialects. The standard language is based on the Eastern dialects of Kartlian and Kaxetian (Vogt 1971). At least one scholar (Hewitt 1985) claims that standard Georgian is based only on the prestige Kartlian dialect of the capital city Tbilisi.

The present-day picture of the regional borders look as follows: the northern borderline follows the top of the main Caucasian watershed range, the Black Sea makes its southern and South-West – and the Psou-river – its North-West borders, as for the eastern borderline – it follows the Svaneti-Abkhazeti range and the lower part of the Enguri-river. The territory of Abkhazeti covers 8,6 thousand sq.km. Its capital is the city of Sokhumi. Abkhazeti consists of 5 administrative regions: Gali, Gudauta, Ochamchiri, Sokhumi and the territory subordinated to the Gagra-town Council. Its seven main cities and towns are: Sokhumi, Gagra, Tkvarcheli, Akhali Atoni, Gali, Gudauta, Ochamchiri, and three minor towns: Bichvinta, Gantiadi, Gulripshi.     The Republic of Abkhazia covers 3,300 square miles between the eastern shores of the Black Sea and the crestline of the main Caucasus range; from the rivers Psou (in the North) and Ingur (In the south). To the north, Abkhazia is bordered by Russia and to the south by the Georgian provinces of Svanetia and Mingrelia. Around 74% of the territory is mountains or mountain approaches. The coastal valleys are humid and subtropical. At higher altitudes the weather ranges from moderately cold to such freezing temperatures that the snow never melts. The relatively small distance between seashore and mountains lends Abkhazia a strikingly contrasting landscape. The area was best known by non-Abkhazia for its prime resorts for vacationers from all over the Soviet Union, as well as well as for its major cash crops of tea, tobacco and citrus fruits. There are two cities: the capital Sukhum, with a population of more than 100,000, and Tkwarchal, an industrial center. There are three urban resorts; Gagra, Gudauta, and Ochamchira; two rural spas : Pitsunda, and Novy Afon; and 575 villages. The Abkhazian language belongs to the northwest Caucasian family spoken by only a few other people in the world: the Abazins (or Abaza), Adyghey, Kabardians and Circassians, all of whom live in the north Caucasus. Historically these people and other related groups in the North Caucasus maintained close ties until they were divided by Soviet colonial policy.
