DI 40120.030 Referrals to Vocational Rehabilitation
A. General
Vocational rehabilitation is defined as a process of restoring the handicapped individual to the fullest physical, mental, vocational, and economical usefulness of which the person is capable. The vocational rehabilitation program is a public program administered by a State VR agency in each State or U.S. territory to help persons with physical or mental handicaps to become gainfully employed. In some States there is a separate agency for the blind. When an individual is being considered for services by a VR agency, an evaluation of the person's vocational handicap, based on medical and vocational findings, is made by a rehabilitation counselor to determine eligibility for services. If the individual is eligible for services, the counselor and the client will work out a plan or program of rehabilitation. People who file applications for determinations of disability and blindness under title II and XVI of the Social Security Act are referred to the appropriate State VR agency for VR services (see DI 13501.010

MENTAL DISABILITIES MASTER'S DEGREE
The Department of Special Education at Florida State University offers a Master of Science Degree program in Mental Disabilities. In addition to the Master’s degree, students may be eligible for Florida teacher certification in Mental Handicaps if an appropriate sequence of courses are completed successfully. We are currently in the process of “infusing” the undergraduate Mental Disabilities program into the ED/LD/VE program and, therefore, are not accepting students into the undergraduate Mental Disabilities program. Individuals interested in the mental disabilities program at an undergraduate level are encouraged to apply to our ED/LD/VE program.
Mental Disabilities Master’s Degree Program Misson
The overall mission of the Master’s Degree Program in Mental Disabilities is to graduate individuals who are competent and confident professional educators who have a personal and professional commitment to improving the lives of people with disabilities. As such, graduates will have a) a value base that requires them to understand and respect persons with disabilities as people, b) the skills and knowledge to focus professional efforts on empowering and enabling individuals with disabilities and their families and on promoting their inclusion in all aspects of community and family life, and 3) the abilities to think independently and creatively.

College of Education University of Maryland, College Park The Rehabilitation Counseling Program at the University of Maryland endorses the Multicultural Counseling Competencies approved by the Association of Multicultural Counseling and Development (AMCD). The School Counseling faculty actively seeks to infuse these competencies throughout the program’s training curriculum. I. The Field The goal of rehabilitation counseling is to enhance the lifespan development and functioning of persons with disabilities. Rehabilitation counselors work with individuals with physical, mental, or emotional disabilities; examples include people with spinal cord injuries, AIDS, mental retardation, serious mental illness, and substance abuse. Rehabilitation counselors empower persons with disabilities, helping them identify their strengths, build on their assets, and change the environment in which they function.
The rehabilitation counselor works with the individual within the context of the counseling relationship, integrating and managing the many facets of the rehabilitation process. The key areas of competency are counseling, assessment, case management, client advocacy, and job analysis, placement, and restructuring.
